This email is to confirm the receipt by EnCana of a letter dated 4-1-03 by
Joe Titus, President of Green Mill Sportsman's Club, regarding the
expansion
of the shooting range. The letter had attachments 1) Notice of Public
Hearing (May 20, 3002; 2) Use by Special Review Questionnaire; 3)
project
survey map; The letter was addressed to EnCana at 1313 Denver Avenue, Fort
Lupton 80621. EnCana is the owner and operator of the well Costigan E Unit
1 located on the property of the Green Mill Sportsman's Club.
I have reviewed the proposed plan for expansion with EnCana's local manager
of operations, Mr. Kerry Byers, and EnCana has no problems with the
proposed

Re: Green Mill application to Weld County to expand and existing shooting range
Dear Mr.Hayhurst,
The Green Mill Sportsmans Club has filed an application with Weld County to expand the club's
existing shooting range to accommodate a law enforcement training facility. Recent closure of
other law enforcement training facilities in the northern Colorado Front Range area has created a
significant problem for local law enforcement agencies to adequately train without having to
travel long distances. This proposal is being filed with the support of several local law
enforcement agencies who intend to use this facility.
The plans include adding a 50-yard pistol range and a 100/200-yard rifle range immediately east
of the existing firing lines. A copy of the site development plan which is part of the Weld
County application is included with this correspondence for your review. We would appreciate
any comments you have regarding this proposal.
New range construction would be undertaken with all appropriate safety necessary to make this
expansion consistent with Weld County review and approval standards. Construction safety
structures around the existing firing lines is underway and this same type of safety measure
would be used on the new facilities. In addition, a new access road would be constructed to the
law enforcement training area.
The property is located approximately 'z mile south of the intersection of Weld County Roads 3
and 8 near the town of Erie. The Green Mill property is an 80-acre parcel and the proposed law
enforcement facility is completely internal to the site. An existing berm associated with a
regional landfill is the nearest off-site property feature to this planned expansion. The Green Mill
Sportsmans Club will manage scheduling of the facility for law enforcement training.
There is an existing oil/gas well on this property and safety measures are incorporated into the
design of the proposed range to assure no conflict with existing or future oil production on this
property.
We have also forwarder .'ormation of this application to Logan"TI Firmine in Englewood
Colorado as they are listed in the Weld County Assessor's Records as contacts for Encana on this
matter.
Green Mill believes that the addition of the law enforcement training facility will be a benefit to
Weld County residents and the impacts of this addition on the surrounding area as well as
existing and future oil and gas wells would be minimal. If you have any questions,please contact

Re: Green Mill application to Weld County to expand and existing shooting range
Dear Logan and Firmine,
The Green Mill Sportsmans Club has filed an application with Weld County to expand the club's
existing shooting range to accommodate a law enforcement training facility. Recent closure of
other law enforcement training facilities in the northern Colorado Front Range area has created a
significant problem for local law enforcement agencies to adequately train without having to
travel long distances. This proposal is being filed with the support of several local law
enforcement agencies who intend to use this facility.
The plans include adding a 50-yard pistol range and a 100/200-yard rifle range immediately east
of the existing firing lines. A copy of the site development plan which is part of the Weld
County application is included in this correspondence for your review. We would appreciate any
comments you have regarding this proposal.
New range construction would be undertaken with all appropriate safety measures necessary to
make this expansion consistent with Weld County review and approval standards. Construction
of safety structures around the existing firing lines is underway and this same type of safety
measure would be used on the new facilities. In addition, a new access road would be
constructed to the law enforcement training area.
The property is located approximately 1/2 mile south of the intersection of Weld County Roads 3
and 8 near the town of Erie. The Green Mill property is an 80-acre parcel and the proposed law
enforcement facility is completely internal to the site. An existing berm associated with a
regional landfill is the nearest off-site property feature to this planned expansion. The Green Mill
Sportsmans Club will manage scheduling of the facility for law enforcement training.
There is an existing oil/gas well on this property and safety measures are incorporated into the
design of the proposed range to assure no conflict with existing or future oil production on this
property.

well.
Green Mill believes that the addition of the law enforcement training facility will be a benefit to
Weld County residents and the impacts of this addition on the surrounding area as well as
existing and future oil and gas wells would be minimal. If you have any questions,please contact
