HomeMy WebLinkAbout20042640 RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO SEPTEMBER 1, 2004 TAPE #2004-38 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, September 1, 2004, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Robert D. Masden, Chair Commissioner William I-I. Jerke, Pro-Tem Commissioner M. J. Geile Commissioner David E. Long - EXCUSED Commissioner Glenn Vaad - EXCUSED Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Debra S. Miller Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Geile moved to approve the minutes of the Board of County Commissioners meeting of August 30, 2004, as printed. Commissioner Jerke seconded the motion, and it carried unanimously. AMENDMENTS TO AGENDA: Chair Masden added"Present Bids"to the Agenda. Commissioner Geile moved to approve the amendments to the agenda. Commissioner Jerke seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. CONSENT AGENDA: Commissioner Jerke moved to approve the consent agenda as printed. Commissioner Geile seconded the motion, and it carried unanimously. 2004-2640 BC0016 el-!7 -01( PROCLAMATIONS: GREELEY FIESTA - SEPTEMBER 10-19, 2004: Chair Masden read the Proclamation into the record. CommissionerGeile introduced Priscilla Falcone,Chairman of the Greeley Fiesta,and gave a brief history of the fiesta. He stated that Ms. Falcone, Ricardo Romero and other leaders in the Latino community have been instrumental in transforming the Fiesta into the celebration that now takes place. Commissioner Geile stressed the importance of celebrating diversity and stated it is paramount to the success of the community. Ms. Falcone thanked the Commissioners for recognizing the Greeley Fiesta. She stated that although it was created out of a history of conflict, it is now an important community event that recognizes diversity and cultural collaboration. She explained that this year's focus is on youth,adding that 50 percent of Greeley's school district is comprised of students of Mexican origin. PRESENTATIONS: RECOGNITION OF SERVICES, SHERIFF'S OFFICE - LINDA HIGUERA: Chair Masden read the presentation into the record. John Cooke, Sheriffs Office, stated Ms. Higuera has been a loyal and dedicated employee. In response, Ms. Higuera stated that during her 32 years of service, she has been impressed by the dedicated workforce that the County employs, and emphasized that Weld County's strongest resource is its employees. COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $310,860.77 Electronic Transfers -All Funds $1,136,871.71 Commissioner Geile moved to approve the warrants as presented by Mr.Warden. Commissioner Jerke seconded the motion, which carried unanimously. BIDS: PRESENT AND APPROVE WELD COUNTY PARKING LOT - DEPARTMENT OF FINANCE: Pat Persichino, Director of General Services, presented the sole bid of $398,121 from J-2 Contracting Company. He explained that$100,000 will cover landscaping,electrical and irrigation. He added that the project should be completed within the next 60 to 90 days. Commissioner Jerke moved to approve the bid. Commissioner Geile seconded the motion and it carried unanimously. PRESENT DELINQUENTTAX LIST ADVERTISEMENT-TREASURER'S DEPARTMENT: Mr. Persichino recommended the sole bid from the Greeley Tribune for$12,799.40. He stated the Greeley Tribune is the only newspaper which can adequately provide the service. CommissionerGeile moved to approve the bid. Commissioner Jerke seconded the motion which carried unanimously. Minutes, September 1, 2004 2004-2640 Page 2 BC0016 OLD BUSINESS: CONSIDER INSTALLATION OF TRAFFIC CONTROL DEVICES WITHIN ARISTOCRAT RANCHETTES SUBDIVISION(CON'T FROM 8/18/04): Frank Hempen,Jr., Department of Public Works,stated the intent of the installation of the stop signs is to control traffic and make the internal streets safer to traverse. He explained the plan calls for stopping all east/west roads as they intersect with north/south streets within the subdivision,with the exception of Higgins Avenue. As a result of the neighborhood meeting for Aristocrat Ranchettes, Mr. Hempen stated an additional 30 speed limit signs will be installed within the subdivision. Responding to Commissioner Jerke, Mr. Hempen stated Higgins Avenue is planned to be a through street to the addition east of Aristocrat Ranchettes. Chair Masden stated the neighborhood meeting was spirited, with a positive and constructive question and answer session. Commissioner Jerke confirmed the residents were very receptive to the decision of staff concerning the stop signs. Commissioner Jerke moved to approve the resolution. The motion, which was seconded by Commissioner Geile, carried unanimously. NEW BUSINESS: CONSIDER APPLICATION FOR RENEWAL FOR THE COLORADO ABSTINENCE EDUCATION PROGRAM COMMUNITY IMPLEMENTATION GRANT AND AUTHORIZE CHAIR TO SIGN: Dr. Mark Wallace, Director of Public Health and Environment,stated the County has been very active in bringing the message of abstinence into the teen community. Dr. Wallace stated that because of the funding that is provided through the County, it is eligible for Federal Title V grant awards; and the County is applying for funding of$65,000 for the calendar year 2005,which is administered through the Colorado Department of Public Health and Environment. He continued that these monies will be used to expand the program to clinics and part of the dollars will cover the cost of a part-time nurse. Commissioner Geile moved to approve the application. The motion,which was seconded by CommissionerJerke,carried unanimously. CONSIDER TWO EXPENDITURE AUTHORIZATIONS FOR WORKFORCE DEVELOPMENT PROGRAMS AND AUTHORIZE CHAIR TO SIGN: Linda Perez, Director of Employment Services,stated the first expenditure, in the amount of$60,000,will be used to help AIMS Community College expand their health care programs. Ms. Perez explained the second expenditure, in the amount of$41,040,will be used to help youth from the Platte Valley Detention Center transition from the facility into the workforce. Commissioner Geile moved to approve the authorizations. The motion, which was seconded by Commissioner Jerke, carried unanimously. CONSIDER RENEWAL APPLICATION FOR 3.2 PERCENT BEER RETAIL LICENSE-MARY JENSEN, DBA HIGHLANDLAKE, INC.: Bruce Barker, County Attorney, stated the Sheriffs Office indicated no concerns regarding this renewal. Commissioner Jerke stated that the County has every governmental program under the sun, including abstinence programs to help young people make responsible decisions, workforce development programs to re-educate and retrain incarcerated youth, and then the victim assistance program that offers further help and guidance. He continued that, with the same breath, the Board approves a liquor license because the Sheriffs Department has no concerns. CommissionerJerke confirmed he has serious concerns with liquor being so readily available to any young person who has a drivers license and is intent on obtaining liquor; he then summarized by stating that while the County is promoting programs to cure various problems, it nonchalantly continues to approve the liquor licenses. Commissioner Geile moved to approve the renewal application. The motion, which was seconded by Commissioner Jerke, carried unanimously. Minutes, September 1, 2004 2004-2640 Page 3 BC0016 CONSIDER APPLICATION FOR VICTIM/WITNESS PROGRAM, DOMESTIC VIOLENCE COURT PROJECT AND AUTHORIZE CHAIR TO SIGN: Gary Rathke, District Attorney's Office,stated the federal grant application is an ongoing source of funding for the County. Mr.Rathke stated the County is requesting $9,000 with this particular application. Commissioner Geile moved to approve the application. The motion, which was seconded by Commissioner Jerke, carried unanimously. CONSIDER APPLICATION FOR VICTIM/WITNESS PROGRAM, DOMESTIC VIOLENCE AND SPECIAL POPULATIONS PROJECT AND AUTHORIZE CHAIR TO SIGN: Mr. Rathke stated the financial terms are identical to the previous application and the request is for$31,352. Commissioner Jerke moved to approve the application. The motion, which was seconded by Commissioner Geile, carried unanimously. Mr. Rathke, in recognizing Mr. Jerke's concerns regarding youth and alcohol consumption, added that the coordinating committee for victims of crime has invited Mothers Against Drunk Drivers to be a featured speaker at their meeting of September 8, 2004. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved.
