RE: APPROVE ESTABLISHMENT OF AN EMERGENCY MEDICAL/TRAUMA SERVICES
COUNCIL AND ADOPTION OF BYLAWS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Emergency Medical/Trauma Service
Council and Bylaws, and
WHEREAS, after review, the Board deems it advisable to establish said council and
adopt said bylaws, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the establishment of an Emergency Medical/Trauma Service
Council and Bylaws be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Bylaws for the Emergency
Medical/Trauma Service Council be, and hereby are, adopted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 22nd day of December, A.D., 2004.

WELD COUNTY
EMERGENCY MEDICAL/TRAUMA SERVICE COUNCIL
BY LAWS (August, 2004)
NAME
The name of this entity shall be the Weld County Emergency Medical/Trauma Services
Council, hereinafter referred to as "the Council."
PURPOSE
The purpose of the Council shall be to advise the Board of Weld County Commissioners
regarding the coordination and over-sight of the provision of the emergency medical service
("EMS") in Weld County, Colorado. The specific duties shall include,but are not limited to, the
following:
1. To facilitate the development and implementation of mutual aid agreements among the
EMS providers.
2. To update the Weld County EMS Plan annually and to submit that plan to the Board of
Weld County Commissioners and the Colorado Department of Public Health and
Environment for approval.
3. To review and/or update the Weld County EMS Disaster Plan and to submit any
recommendations to the Weld County Office of Emergency Management, to the Board of
Weld County Commissioners, and to the Colorado Department of Public Health and
Environment, Prehospital Care Program for approval.
4. To coordinate the Weld County EMS Disaster Plan with the disaster plan of other
emergency service providers.
5. To encourage coordination and cooperation among EMS providers by the sharing of
information and resources, including, but not limited to,joint training exercises,joint
EMS grant applications and joint equipment purchases.
6. To advise the Board of Weld County Commissioners regarding written procedures for
investigators, hearing and dispute resolution between EMS providers, which are not in
conflict with any other rules, and/or regulation, and/or contracts in which the Board of
Weld County Commissioners is a party.

7. To advise the Board of County Commissioners concerning the Physician Advisor
program, and the Physician Advisor.
8. To advise the Board of Weld County Commissioners, the EMS providers and the EMS
educators on the implementation of the State EMS statutes,regulations, and rules.
9. To advise the Board of Weld County Commissioners of changes which may be required
in any and all Weld County EMS ordinances, or the Weld County Code.
10. To promote and maintain communications with the State Emergency Medical and
Trauma Advisory Council (SEMTAC), the Colorado Department of Health and
Environment, Prehospital Care Program and the State Board of Medical Examiners.
11. To perform other services as directed by the Board of Weld County Commissioners.

MEMBERSHIP:
Except for the positions of President of the Fire Chief's Association and the Physician Advisor,
members of the Council shall be appointed by the entity or group they represent, and written
notice of such appointments shall be provided as hereinafter set forth. If any entity or group
entitled to a representative on the Council cannot agree upon a representative for appointment, or
if for any reason any entity or group does not appoint a representative, then the Board of County
Commissioners shall make such appointment at the discretion of the Board. The appointment of
members of the council pursuant to this section shall not be construed to fall within the
restrictions set forth in Section 16-8 of the Weld County Home Rule Charter.
Membership on the Council shall consist of the following representatives:
A. A representative of the Weld County Paramedic Services.
B. A representative of the Tri-Area Ambulance Service.

C. A representative of the Union Colony Fire/Rescue Authority.
D. A representative of the North Colorado Medical Center.
E. A representative of the Emergency Medical Services/Fire Sciences Department, Math,
Science, Communications and Art Division, Aims Community College.
F. A representative of the Weld County Regional Communications Center.
G. A representative of the Weld County Office of Emergency Management.
H. The President of the Weld County Fire Chiefs Association or the President's designee.
I. A representative of a fire protection district/fire department in the northwest part of
Weld County.
J. A representative of a fire protection district/fire department in the northeast part of Weld
County.
K. A representative of a fire protection district/ fire department in the southwest part of
Weld County
L. A representative of a fire protection district/fire department in the southeast part of Weld
County.
M. The Physician Advisor for the Emergency Medical Technicians for the majority of the
EMS providers in Weld County, or the Physician Advisor's designee.
N. A representative of the North Colorado Emergency Physicians, P.C., if at any time the
Physician Advisor is not a member of the North Colorado Emergency Physicians, P.C.
O. A representative from the Weld County Department of Public Health and Environment.
P. A representative from the Platte Valley Medical Center.
All the above listed representatives may vote at regular and special meetings. The Physician
Advisor shall be a standing position and not subject to any term limitations. The position of
President of the Fire Chiefs Association shall also be a standing position, and not subject to any
term limitations. The represented organizations listed above shall determine the number of terms
any particular representative may serve. Each year prior to December 25`h, each representative
organization shall provide the name of that person who will fill that representative organization's
position the following year to the Council chairperson. The representative of the Weld County
Paramedic Services shall then transmit the EMS Council membership roster for the upcoming
year to the Weld County Board of County Commissioners immediately thereafter.

Each member may designate an alternate member who may attend Council meetings in the
member's absence and have the full rights and responsibilities of membership. If an alternate
member attends more than three consecutive regular meetings, the regular member may be
subject to replacement on the Council.
OFFICERS:
At the last meeting of the term, the advisory board members shall elect a Chairperson, Vice
Chairperson and Secretary to serve for the new term. The Chairperson shall preside at all
meetings of the Council and act in accordance with the duties customarily associated with such
position. The Vice Chairperson shall act in the absence or at the request of the Chairperson. The
Secretary shall keep minutes of the Council meetings and perform other administrative duties, as
required.
REMOVAL FROM THE COUNCIL:
Upon majority vote of a quorum, Council members may present to the Board of Weld County
Commissioners a written recommendation that an officer or other member of the Council be
removed for failure to perform assigned responsibilities.
VACANCY ON THE COUNCIL:
If a vacancy occurs on the Council, the vacancy shall be filled by a representative of the same
entity that was represented by the vacating member and the name of the person filling the
vacancy shall be provided in writing to the Council, and shall also be immediately forwarded to
the Board of Weld County Commissioners.
If a vacancy arises in the office of the Chairperson, the Vice Chairperson shall ascend to the
office of Chairperson. A new Vice Chairperson shall be elected at the next regular or special
meeting.
In the event of the incapacity, or resignation, or both, of the Chairperson and Vice Chairperson,
members of the Council shall elect a new Chairperson and Vice Chairperson by majority vote of
a quorum at the next regular or special meeting.
If a vacancy arises in the office of the Secretary, members of the Council shall elect a new
Secretary by majority vote of a quorum at the next regular or special meeting.

RECORD KEEPING:
The Council shall keep minutes and records as required. Such minutes, records,notices of the
next meeting and agenda of the next meeting shall be sent to the Board of Weld County
Commissioners, Members of the EMTS Council, Fire Safety Division of Aims College, each Fire
Department and EMS provider in Weld County, and the Weld County Paramedic Services web
page at least one week prior to the next meeting.
MEETINGS:
All business of the Council shall be transacted at regular or special meetings and only when a
quorum is present. Regular meetings shall be conducted every other month at 5:00 p.m., on the
third Wednesday, or at such other time that the majority of a quorum of the Council may
designate.
Council members proposed agenda items must be transmitted to the Secretary by the first of each
meeting month to be included in the agenda. If no agenda items are presented to the Secretary,
the next meeting may be canceled.
Special meetings may be held subject to the call of the Chairperson to act upon matters which
cannot be delayed until the next regularly scheduled meeting.
OUORUM:
A quorum shall consist of eight of the representatives set forth in the MEMBERSHIP section of
these bylaws (or designated alternates) in attendance to conduct official business. Only those
Council members whose names are on the EMS Council membership roster at the time of the
vote, or their designated alternates, may vote. Council members who are unable to attend a
regularly scheduled or special meeting should send a designated alternate.
A tie vote on any issue shall be reported as such.
COMPENSATION:
Members of the Council receive no remuneration for their services on the Council.
The Council and members on the Council are not authorized to enter into any contract or execute
and deliver any instrument in the name of the Board of Weld County Commissioners or the
Council.
There are no funds budgeted to the Council, and there is currently no budget for the Council.
Service on the Council is strictly voluntary.

AMENDMENTS:
These Bylaws may be altered, amended or repealed, and any new bylaws may be adopted by
submission to, and resolution by, the Board of Weld County Commissioners.
