RE: APPROVAL OF RENEWAL REQUEST FOR 3.2% BEER LICENSE ISSUED TO
LILLIAN GOOCH, DBA CROW VALLEY CAFE AND AUTHORIZE CHAIR TO SIGN -
EXPIRES FEBRUARY 23, 2005
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Lillian Gooch, dba Crow Valley Cafe, presented to the Board of County
Commissioners of Weld County, Colorado, an application for the renewal of a County Retail
License (On/Off Premises) for the sale of fermented malt beverages, containing not more than
3.2% of alcohol by weight, and
WHEREAS, pursuant to Exhibit 5-H of the Weld County Code, said applicant has paid
the sum of $57.50 to the County of Weld for the renewal of the existing license, and
WHEREAS, said applicant has exhibited a State License for the sale of 3.2% fermented
malt beverages for consumption by the drink on the premises, and/or in sealed containers not
for consumption at the place where sold, outside the corporate limits of any town or city in the
County of Weld at the location described as follows:
P.O. Box 26, Briggsdale, Colorado 80611-0026; being further
described as part of Section 20, Township 8 North, Range 62
West of the 6th P.M., Weld County, Colorado
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, having examined said application and the other qualifications of the
applicant, does hereby grant License Number 2004-01 to said applicant to sell 3.2% fermented
malt beverages for consumption by the drink on the premises only, and/or in sealed containers
not for consumption at the place where sold, only at retail at said location; and the Board does
hereby authorize and direct the issuance of said license by the Chair of the Board of County
Commissioners, attested to by the Clerk to the Board of Weld County, Colorado, which license
shall be in effect until February 23, 2005, providing that said place where the licensee is
authorized to sell 3.2% fermented malt beverages for consumption by the drink on the premises
only, and/or in sealed containers not for consumption at the place where sold, shall be
conducted in strict conformity to all of the laws of the State of Colorado and the rules and
regulations relating thereto, heretofore passed by the Board of County Commissioners of Weld
County, Colorado, and any violations thereof shall be cause for revocation of the license.

To whom it may concern:
Upon review of your liquor license(LC0004)permit, it was noted that while it is our belief your business might
have existed prior to the zoning regulations, we do not have a "Nonconforming Use" permit on record.
Permitting your use as a "Nonconforming Use" would be beneficial for both of us. From our perspective, it
would bring your property into compliance with the Weld County Code. From your aspect, it would
substantiate that you are not required to follow current Zoning Regulations. Additionally, it will explain,what
activities,such as expansion,that would jeopardize your"Nonconforming Use"status. For your convenience, I
have included a "Nonconforming Use" application. For questions, I would suggest that you speak to one of
our"On-Call" Planners. We have to locations open to the public. Our main office is located at 1555 N. 17th
Avenue, Greeley, Colorado. Where, we have an "on-call" planner, Monday or Wednesday from 8:00 a.m.-
4:00 p.m.or Friday from 12:00-4:00 p.m. Our other office(the Southwest Weld Office)is located at 4209 CR
24.5, Longmont, Colorado. At our Southwest office, a planner is available Tuesday or Thursday from 8:00
a.m. - 4:00 p.m., excluding 12:30-1:30. You do not need to call to schedule an appointment, because
individuals are seen on a sign in basis. To better serve you, please bring this letter with you.
