-- USE BY SPECIAL REVIEW QUESTIONNAIRE
1. Proposed Use of Property: The Applicant proposes to use the property to conduct indoor
cattle roping events in an existing barn and proposed adjacent arena between the hours of 5:00 p.m.
to 11:00 p.m. on weekdays, and 10:00 a.m. through 11:00 p.m. on weekends.
2. Consistency with Intent of Weld County Code, Chapter 22: The proposed use will not
remove any prime farmland from agricultural production. It will allow a use directly related to
agriculture in an area where there are not conflicting urban uses, will not require additional public
facilities or services and will not remove any water currently associated with a farm.
3. Consistency with Intent of Weld County Code, Chapter 23 and Agricultural Zone District:
The proposed use is permitted by the Code as a recreational use in the Agricultural Zone District.
4. Surrounding Uses: The surrounding uses are agricultural parcels with residences. Most
neighbors have some kind of outdoor horse arena.
5. Details Concerning Use:
a. This site will be used by up to one hundred (100)people at one time.
b. No employees are currently employed at the site.
c. The hours of operation are from 5:00 p.m.to 11:00 p.m.on weekdays and 10:00 a.m.
and 11:00 p.m. on weekends.
d. No new structures are anticipated. The roping activities will take place in an existing
barn, which is approximately 140' x 250', or in an outdoor arena using portable
panels.
e. Approximately 100 roping cattle may be on the site during roping activities as well
as horses belonging to the participants, with the numbers of animals occasionally
reaching 200.
f. Pick-up trucks, horse trailers and cars will be on the site during roping activities.
g. Fire protection will be provided by the Galeton Fire District.
h. Domestic water to the site is provided by North Weld County Water District. The
Applicant also owns one (1) share of the Larimer and Weld Irrigation Company and
one (1) share of the Windsor Reservoir and Canal Company. Additionally, the
Applicant has a well permit. There is an existing hydrant in the barn which will be
used for the roping activities.
i. The Applicant proposed to use portable toilets for participants in the roping activities.
j. No storage or warehousing is proposed.
6. Landscaping: No landscaping is proposed.
7. Reclamation: The proposed roping activities will occur indoors or in an outdoor arena;
therefore, no reclamation will be required.
8. Storm Water Drainage: The current natural drainage will not be disturbed.
9. Length of Construction: No new construction is anticipated, although the outdoor arena
will need to be fenced. This should take less than a month.
10. Storage/Stockpile of Wastes: Animal waste will be removed from the barn and stockpiled
next to existing pasture until it can be spread on the pasture. Portable toilets will be serviced by a
commercial vendor.

Re: Rappel USR application
Dear Mr. Anderson:
As a follow up to our meeting in person, we would like to formally request that the pending USR
application be modified to include the use of the apartment in the converted garage. We would also
request that you set this matter for hearing as soon as we are able (I just need some prior notice to
give notice to mineral interest owners).
I believe to be the current issues as follows:
1. We will contact the building inspection department to come out and inspect the
apartment,which I can verify is occupied by Jed Rappel. With respect to the water source and septic
system for this apartment, I will get information you on that shortly.
2. With respect to the trailer on the premises, it is not occupied. From time to time, a
guest may stay there overnight, but it is not a living unit.
3. We will provide a letter to you from the fire department prior to any hearing.

coming weeks and months.
