Explain, in detail, the proposed use of the property. Green Mill Sportsmans Club holds a permit, USR 1031, for a commercial private club shooting range. This is a request to amend the USR to construct additional facilities for law enforcement training. These additional shooting ranges will be constructed under the guidelines for law enforcement use. Green Mill Sportsmans Club will have written agreements with those agencies that would wish to use the facilities. The proposed facilities include a new 50 yard pistol range and a 100/200 yard rifle range. A parking area will be provided for this training area along with a separate access road. A classroom/training building is planned for the future and vault restrooms are also proposed. The firing lines on these new ranges are located east of the existing range areas and would be enclosed to abate noise. The enclosures would be similar to the enclosures now being constructed by KB Home on the club's existing pistol and rifle ranges. The structures being built on the existing two west ranges on the property are a requirement placed on KB Home as a part of their approval of the Grandview subdivision by the town of Erie 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22. The existing special use permit USR 1031 was renewed on 8/1999, and is good until 10/2004. This application does not change the use of the property from shooting range, private club. The land is left in natural flood plain, with natural drainage, recreation and agriculture use consistent with the policies of the Weld County Comprehensive Plan which encourages agricultural land preservation. Portions of this property are used in dry -land crop production. A portion of this property lies in flood area and the site is also adjacent to reclaimed _,onions of a sanitary landfill. This type of facility is an appropriate use for the location. There is an existing oil well on the site and the design of the law enforcement ranges will include the required berm backstops and the additional artificial bullet stops prescribed by section 23-4-370 C of the Weld County Code. Copies of the plans have been forwarded to the well operator for comment as a part of this application being filed with Weld County. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 and the zone district in which it is located. The property is located in an agricultural geologic hazard, 100-year floodplain on the north side of a landfill. This is a use allowed by special review 23-3-40 C.4 & 8. Since we are not requesting to change the use, but only to provide police training shooting facilities it remains consistent with Chapter 23, and the zone district. The range has natural terrain to satisfy requirements of Sec. 23-4-370 A. B.2, C.2, & D. The range improvements and existing facilities shall be maintained subject to the applicable provisions of Section 23-4- 370 of the Weld County Code. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The property to the north of the site has been annexed to the Town of Erie. The land to the west has also been annexed to Erie. The property to the north is not presently developed and no plans have been filed for evelopment at this time. However the property to the north is planned for low density residential use. The property to the west of the site has development approval by the Town of Erie for a residential subdivision. Some development of that subdivision is underway at this time. A condition of the Town's approval was to require disclosure to buyers in this subdivision about the proximity of a shooting range. The subdivision developer is also required to assist the Green Mill Sportsmans Club with mitigation of noise from the western portion of the range. Noise mitigation structures are currently under construction to abate noise from the firing lines on existing portions of the Greenmill property. The existing and proposed range location is in a " 'eographically depressed location where it is not visible from the property from the north. The location of the .xisting and proposed range, when complimented with berming, limit noise impacts from the existing and proposed use. South of the Green Mill site is the GSX Denver Regional landfill. The landfill starts at the south property line and is approximately 80 ft. high. The landfill is nearly at capacity with filling activity limited to the eastern portion of the site. The firing points are from north to south. East of the property is agricultural land where no development is planned at this time. The proposed use of adding a law enforcement training facility is compatible with the property to the south which is reclaimed landfill property. With the high berms and limited development potential for the landfill, this site is compatible with the downrange side of the shooting facility. The addition of the law enforcement training facility is located to the east of the existing handgun, big bore and small bore ranges. The closest point from the new firing line will be 670 feet from the west property line and approximately 1000 feet to the nearest planned home in the Grandview subdivision. Additional earthen berms will be constructed adjacent to the new law enforcement ranged to assure safety and noise reductions. The distance between the law enforcement training area and the planned residential uses to the north will allow for adequate buffer. The construction of the law enforcement shooting positions will incorporate sound proofing to aid in noise reduction and the berming around the law enforcement range area will also reduce noise impacts on the adjacent planned residential to the north and west of the property. There will be no shooting to the west. Our club was approved and operational prior to the Town of Erie's approval of the Grandview subdivision. �-5. Describe, in detail, the following: a. How many people will use this site? When the law enforcement training facility is completed and operational. It is anticipated that no more than 20 law enforcement personnel would be at the site at one time. b. How many employees are proposed to be employed at this site? The Green Mill Sportmans Club is a nonprofit organization and has no employees. As a part of the proposed expansion for law enforcement training, there would be no additional employees at this site. Each law enforcement organization would provide their own firearms training instructors and range officers in conjunction with their training exercises. c. What are the hours of operation? 8:00 a.m. to dusk will be the hours of operation consistent with the existing permit, with some minor exceptions for night training of officers as needed. These sessions will terminate no later than 10:00 p.m. d. What type and how many structures will be erected (built) on this site? There will be a permanent structure to be built at a later date for classroom instructions and storage. Also bathroom facilities will be provided. e. What type and how many animals, if any,will be on this site? No domestic animals will be on site. Occasionally there is wildlife. f. What kind (type, size,weight) of vehicles will access this site and how often? After construction, personal vehicles, police vans, and occasional maintenance vehicles. g. Who will provide fire protection to the site? Protection will be provided by Mountain View Fire Protection District. There is a proposal to build a new fire station on the South West corner of Weld County Road 3 & 8, which would be %z mile from the range. h. What is the water source on the property? (Both domestic and irrigation). There is no water on the property, none is needed. We provide bottled water, as needed. There will be a new fire hydrant installed for the new subdivision to the west of the property, approximately 1000 feet. i. What is the sewage disposal system on the property? (Existing and proposed). We have a vault type system per Weld County permit#SP-9700386. Additional vault type restrooms will be constructed near the law enforcement training range. j. If storage or warehousing is proposed,what type of items will be stored? Wood target frames, miscellaneous office supplies. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. The shooting range will be flat and level, without shrubs and other obstructions. Earth berms on east, west, and earth backstop on south. Adding trees and shrubs to the west property line. Dry land grasses are used through out the site. Given the current drought conditions and the lack of water service in the area. It would be desirable to not add a great deal of additional landscaping. Significant berming and enclosing the firing lines will aid in noise abatement. We have found that these types of noise mitigations efforts are much more effective than landscaping. In addition, a fence is being constructed along the western boundary of the property. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Remove structures, flatten berms and put land back to original. Lead from the berm and shooting backstop areas will be removed and disposed according to the prevailing regulations at the time of reclamation. 8. Explain how the storm water drainage will be handled on the site. Historic drainage will be maintained and no additional runoff from the new facilities will occur. If needed, detention will be created to contain runoff from the new parking and future building site. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. ^ Construction of this site will begin with 12 months of the approval of the permit and be completed within 24 months after the date of construction commencement. 10. Explain where storage and/or stockpile of wastes will occur on this site. Containers are provided for waste and are disposed at local landfill. No waste is accumulated or stored on site. Green Mill Sportsman's Club Joe Titus 2600 Roosevelt Avenue Thornton, CO 80229 March 6, 2003 Weld County Department of Planning Services 1555 N. 17 Avenue Greeley, CO 80631 To Whom It May Concern: The Green Mill Sportsman's Club respectfully requests that Weld County amend USR 1031 to allow the expansion of the club's shooting range to accommodate a law enforcement training facility. Recent closure of other law enforcement training facilities in the northern Colorado Front Range area has created a significant problem for local law enforcement agencies to adequately train without having to travel long distances. Several local law enforcement agencies already use the Green Mill facility on an informal basis and Green Mill has had conversations with a number of other agencies who would use Green Mill if the range facilities were expanded for law enforcement purposes. To that end, Green Mill and the City of Longmont have tentatively agreed to undertake a modest expansion of the Green Mill facility to create an area law enforcement firearms training facility. The range expansion proposes a 50-yard pistol range and a 100/200-yard rifle range. New range construction would be undertaken with all appropriate safety measures and noise abatement techniques necessary to make this expansion consistent with Weld County review and approval standards. Construction of noise abatement structures around the existing firing lines is underway and this same type of noise abatement would be used on the new facilities. In addition, a new access road would be constructed to the law enforcement training area. The Green Mill property is an 80-acre parcel and the proposed law enforcement facility is proposed internally to the site. An existing berm associated with a regional landfill is the nearest off site property feature to this planned expansion. The Green Mill Sportsman's Club will manage scheduling of the facility for law enforcement training. Because of the level of investment necessary to construct the new law enforcement training facility and because shooting ranges are a Use by Special Review in Weld County,the Green Mill Sportsman's Club specifically requests that the term of the permit for this property be 10 years. In considering the expansion of this facility for law enforcement training, the City of Longmont contacted a number of local and state area law enforcement agencies to determine the level of interest for this activity. A number of letters concerning this activity are included with this application as supporting material. Green Mill believes that the addition of the law enforcement training facility will be a benefit to Weld County residents and the impacts of this addition on the surrounding area would be minimal. Although we recognize and support the acquisition of additional firing range opportunities for all Boulder County law enforcement agencies we are currently very satisfied with our arrangements with the Boulder Rifle Club. We anticipate that this arrangement will continue indefinitely. We are also encouraged by the Boulder Rifle Club's plans for future expansion which may provide us even greater flexibility in the future. Our use of the Boulder Rifle Club additionally affords us easy access from our Justice Center, Jail facility and major substations, thereby reducing travel time and manpower costs. The Sheriffs Office would like to keep its options open concerning your plans for the Green Mill Sportsman's Club. We are concerned that encroaching development in the area surrounding the Green Mill location will lead that facility to the same fate as befell the Mile High Shooting Club. If we were to use the Green Mill location it would significantly increase our deputies' travel time and associated manpower costs. These considerations make our projected use of the Green Mill location unlikely unless we should see a major change in our circumstances. Should we see such changes in the future we would consider participation in the Green Mill location on a cost-sharing basis within the consideration of our annual budget cycle planning. The purpose of this letter is to advise you that we are interested in exploring the potential of using the facility, if not assisting in the development and to provide the feedback that you requested. Currently, we have 14 officers who participate in firearms training and qualifications. However, we also conduct the training and qualifications for the Dacono Police Department, which consists of about 12 officers. We currently qualify four times per year, one of which is a night qualification, usually in November or December. Each qualification is usually followed by a make-up session for officers who could not make the qualification. We also host several firearms related courses a year ranging from one to three days in length(usually one or two a month). We currently train and qualify with handguns, shotguns, patrol rifles, sub-gun/select fire weapons and precision rifles. We also participate in a multi-agency tactical team, which shoots once or twice a month in four-hour sessions. We are interested in the potential development of this project and would be willing to support the proposal to the Weld County Commissioners and assist in any other way possible. I am currently researching the possibility of providing monetary support for the development of the range, which would be our preferred course. However, with a conservative 2003 budget almost complete, it may be more feasible to rent ranges as needed in the coming year. I will have a better stance on our financial position soon and will advise you as soon as possible. We are very interested in having access to such a facility. Currently, we use the range belonging to the Weld County Fish and Wildlife located east of Ault. It is about an hour's drive from Fort Lupton. Here is the data you requested: We have 15 sworn troops. We have quarterly qualifications (sometimes). • Night shoots have been difficult to schedule because of range restrictions. We would like to have at least one or two night shoots a year. All of our officers would probably use the facility. We have an assortment of weapons: Glock Mdl 22 in .40 S&W (all troops are issued Streamlight M3 tactical lights) Bushmaster M4A2 .223 carbines with semi-auto/three round burst Mossberg 12 gauge shotguns dedicated for bean bags only We would like to have a facility that would allow for transition training for handgun/carbine as well as the ability to train officers to seek cover first,then engage. We are moving away from just punching holes in paper for scores from the firing line. We are moving towards using scenario based qualifications using reactive targets on a pass/fail basis. Officers have to make a shoot/don't shoot decision for each situation and engage the target when appropriate until the threat is neutralized. We would be in a position to pay a modest user fee for the facility but our 2003 budget is already set and I didn't budget for buying into a range.Next Fall we could apply for a Block Grant to help pay for range 11/7/02 use/improvements. --- Keep me posted on the project. Our department has been kept informed of the project from inception and it up to date on the plans. We are interested in doing what we can to make this project a success. Our 2003 budget is in its final stage. At this point our financial involvement will have to be on a by use basis for 2003 if completed. We however would be interested in requesting a capital improvement project item'in the 2004 budget; the planning for this would begin in May of 2003. Our 2002 range use is as follows: 8 —full day range days for training and qualifications (4 night shoots) 2 — basic operator shotgun training days 3 — basic operator rifle training days 1 — pistol transition training day (All are weekday sessions) This is a typical range training schedule for our agency and will be repeated for 2003 and possibly increased with 2004. Our agency has an approved strength of 37 sworn for 2003. Efforts are underway to increase this number in the next couple of years. We currently are using Green Mill for our range training. The Milliken Police Department currently has its own 25-yard firearms range for small arms training and qualifications. However, we are currently implementing a patrol rifle program and as a result, we are looking into range options since we are limited to 25-yards at our firearms range. While we may be able to expand our range to accommodate patrol rifle training, an alternative is to secure another existing range. The patrol rifle program we have designed requires officers to complete an initial two- day training of which the first day is primarily classroom work and the second day consists of range training and qualification shoot. After the initial training officers are required to qualify twice a year. In addition, officers will be required to attend two training shoots with the patrol rifle, one of which will be held at night. With training and qualification time, the Milliken Police Department will be looking at possibly renting a 100-yard range five times per year. Providing adjacent landowners raise no concerns regarding noise and traffic resulting from the proposed range expansion, the Milliken Police Department supports your efforts. While we may be interested in renting a range for rifle training and qualifications as needed, we are not currently in a position to provide monetary support for the construction of the expanded range. The Weld County Sheriff's Office currently shares a range with the City of Greeley which at this time meets our immediate needs. If need be we also have the use of the Ft. St. Vrain range near Platteville and the Colorado State Patrol range just outside of Greeley. Due to the lack of use by the Sheriff's Office we will not be able to provide monetary support for the construction of two additional ranges. However, the Sheriffs Office would like to keep this option open for the future as our agency grows and our training needs increase. I would be more than happy to lend my support to the Longmont Police Dept. on modifying the existing permit held by the Green Mill Sportsman Club. IN THEIR RULES FOR SHOOTING STEEL, THEY STATE A NININUM DISTANCE OF 7 YARDS FROM MUZZT,F; TO PLATE. I FEEL THAT THIS IS TOO CLOSE AND THE DIS- TANCE NEEDS TO BE A MININUM OF 10 YDS. THIS IS THE ACCEPTED DISTANCE THAT THE MANUFACTURERS OF STEEL TARGETS GENERALLY RECOMMEND. 3. IN THE PLAN IT STATES A RANGE OFFICER WILL BE AVAILABLE WHEN NEEDED, IT DOES NOT EXPLAIN HOW ONE CAN AF CONTACTED IF A PROBLEM ARISES WHILE THE RANGE IS IN USE. THE AREA THAT CONCERNS ME THE MOST IS THE SOUTH BERM OF THE 100 AND 200 YARD RANGES. IN LOOKING AT THE PLAT AND THE MAPS I COULD ONLY COME UP WITH A HEIGHT FOR THIS BERM AT APPROX. 21 FT. THIS IN AND OF ITSELF IS FINE, HOWEVER THERE IS A OIL FIELD ACCESS ROAD WHICH RUNS BEHIND THIS BERM. MAYBE I'M READING THE FTEVATION WRONG, BUT IT LOOKS TO ME LIKE THE ROAD IS THE SAME HEIGHT AS THE TOP OF THE BERM. THE PLAN DOES STATE A PLAN FOR ANYTIME THE ROAD IS IN USE A SIGN WILL BE POSTED AT THE GATE STATING RANGE OPERATIONS ARE CLOSED ti LE THE WETJ E ARE BEING SERVICED. I k'E.F,L THIS ROAD SHOULD BE CLOSED ENTIRELY AS THE POTENTIAL FOR A PROBTEM OR MISCOMMUNICATION IS HIGH. 6. SOME PROVISION SHOULD BE IN PLACE TO CEASE FIRE AT ALL FIRING LINES WHEN- EVER ANYONE ODES DOWNRANGE TO CHANGE TARGETS OR FOR WHATEVER REASON. 7. SHOTGUN RULES 2,5,12, SHOULD BE INCORPORATED INTO THE RIFLE AND PISTOL RULES AS WELL. 8. ANOTHER AREA OF CONCERN IS THAT I DID NOT SEE A PROVISION IN THE RULES FOR ACTUAL INSPECTION OF THE BERMS PRIOR TO USE FOR ANY TYPE OF MATERIAL THAT MIGHT DEFLECT A BULLET OR CAUSE A RICOCHET. 9. HIGH POWER RIFLE RULE 7 AND 8 SHOULD BE INCLUDED INTO THE SHOTGUN AND PIS- TOL RULES. 10. HIGH POWER RIFLE RULE 5 SHOULD ALSO BE IN THE SHOTGUN A ) PISTOL RULES. 11. EYE AND EAR PROTECTION SHOULD BE MANDATORY FOR EVERYONE WHO IS ON OR NEAR ANY RANGE. PAGE 1 12. I FEEL THAT WHEN THE FUTURE DRILL SITE OPERATIONS GEl UNDERWAY, THIS RANGE SHOULD BE CLOSED DOWN ENTIRELY UNTIL THESE DRILL SITES ARE COM- PLETED. IT IS ALSO AN AREA OF CONCERN OF MINE THAT THE FUTURE TANK BATTERY THAT WILL MOST LIKELY BE PLACED THERE MAY STAND THE POTENTIAL FOR STRAY ROUNDS OR POTENTIAL RICOCHETS. TANK BATTERY SITES AND THE SURROUNDING EQUIPMENT SEEM TO TAKE A LOT OF ABUSE IN OTHER AREAS OF THE COUNTY. WHILE THE ABOVE GIVES 12 AREAS OF POTENTIAL PROBLEMS AS I SEE THEM, THEY ARE NOT ALL INCLUSIVE, AND THE POSSIBILITY DOES EXIST THAT I MAY HAVE MISSED A POTENTIAL AREA OF CONCERN.
