Gentlemen:
I have been retained by Prima Oil & Gas Company ("pritka") in conjunction with the
captioned application ("Application"). Prima has filed the Application seeking approval to drill
nine gas wells in Section 34-T6N-R67W, five of which lay within a floodway as delineated by
P1 MA ( 'Subiect Wells_"). The five Subject Wells and their locations, along with the floodway
outline in Section 34, arc depicted on Figures 1 and 2 hereto:

The attached Figure 3 is a photograph of a gas well installation which is similar to what
is proposed for the five Subject Wells within the floodway at this site. Also planned is a storage
tank "farm' which was initially planned for location in the floodway. However based upon my
review, it is now planned to be located outside of the regulatory 100-yr floodway as shown on
Figure 3. Based upon the currently proposed well development plan, there are no buildings or
fill being proposed which would impact the channel conveyance and resulting 100-year
regulatory floodway and floodplain elevations.
The well installations include small diameter pipes and fittings which are typically
6rinches or less in diameter and a small fence protecting each installation. Because of their small

size, these features could not be reasonably modeled with HEC modeling, nor would it be
appropriate. Typically in floodplain analysis, this type of feature would be accounted for by
adjusting the Manning's"n"value. However, based upon the shallow depths and proportionally
insignificant cross-sectional area, incorporation of the wells into the modeling would nor require
adjustment of the Manning's"n"value.
Based upon initial review it is my professional opinion that the installations of the
proposed five Subject Wells within the regulatory Roadway, as shown on the attached figures,
will not impact the conveyance of the channel or regulatory floodplain and Roadway water
surface elevations.

1. This facility needs to be fenced off in order to mitigate the potential for tampering.
These facilities are known to create an attractive nuisance for young people.
Tampering not only creates a significant danger to safety but also of environmental
damage with extensive mitigation and clean-up costs.
The sheriff's office has no other concerns with this Special Use Permit. The sheriff
office would however be willing to provide a program entitled Crime Prevention Through
Environmental Design to the developer. This program reduces the likelihood of criminal
activity at a specific location by"hardening"it to crime.
The Sheriff's Office lacks the ability to absorb any additional service demand without the
resources recommended in the multi-year plan provided to the Board of County
Commissioners or as indicated by growth not considered at the time the plan was
developed. I have no other comments on this proposal.
