Explain, in detail, the proposed use of the property. The owner intends to use the building for storage of construction equipment and materials related to the owner's business of construction of residential housing and commercial buildings in Greeley and Weld County. Materials which would be stored include wood and steel products necessary to support the owner's construction business, windows, and other materials the owner buys in bulk and needs to maintain an inventory of in order to engage in the construction business. Equipment, which would be stored in the buildings, includes a variety of equipment owned by the builder, which is used on an as-needed basis in construction of residential and commercial properties. The building would not be used for any manufacturing purpose related to construction. The owner has been informed the existing zoning does not allow the storage of motorized construction equipment, which will need to be stored on site once the USR is approved. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). The requested use by special review will not be inconsistent with agricultural uses adjacent to the property. Because this property was part of a recorded exemption, the prior owner of the property stored a substantial amount of agricultural equipment on site. The applicant has removed the non-usable agricultural equipment, cleaned up the property and the proposed storage building will allow the property to continue to be well maintained while allowing the owner to utilize the property for storage. The use proposed by the property owner will not create any adverse impact upon any neighbor. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. See response to Questions 1 and 2 above. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. See response to Question 1 and 2. 5. Describe, in detail, the following: a. How many people will use this site? The number of people on site will vary, depending upon what is being loaded or unloaded. The applicant anticipates there will be no more than four (4) people at the site for loading or unloading purposes. The time for unloading or loading should not exceed one hour per day. Loading or unloading will normally occur between the hours of 8j0 A M. and 5 0QM. b. How many employees are proposed to be employed at this site? None. Employees will come to and from the site but will not be located there. As a general contractor, the owner contracts with subcontractors to perform work on an as-needed basis. 2 c. What are the hours of operation? 8:00 A.M. - 5:00 P.M. — Monday through Friday. d. What type and how many structures will be erected (built) on this site? One storage building proposed to be 100 feet long by 50 feet wide. e. What type and how many animals, if any, will be on this site? None. f What kind (type, size, weight) of vehicles will access this site and how often? Deliveries and pickups will occur by three-quarter ton pickups and one and one-half ton delivery trucks. The frequency of the trips to the site will depend upon the workload of the construction company. The owners best estimate is that three-quarter ton pickups will make six (6) trips, to and from the site, daily while half-ton delivery trucks will access the site once a week. g. Who will provide fire protection to the site? The site is served by The Milliken Fire Protection District. h. What is the water source on the property? (Both domestic and irrigation). The domestic water source for the property is the City of Greeley. No irrigation of the site occurs. i. What is the sewage disposal system of the property on the property? (Existing and proposed). The proposed building will not require sewage disposal. An existing frame home is served by a septic tank, which is permitted by Weld County. j. If storage or warehousing is proposed, what type of items will be stored? See answer to Question 1 above. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the submittal. Landscape screening will occur on the north boundary of the property adjacent to Weld County Road 54. A privacy fence will be placed upon the western and southern boundaries of the property and landscape screening will occur on the eastern side of the property. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Not applicable because no reclamation is anticipated on the site. 8. Explain how the storm water drainage will be handled on the site. The applicant intends to build a storm drainage detention pond at the southwest corner of the property and route all storm drainage from the site to the storm detention pond to detain a hundred year storm. The outlet from the pond will be in an easterly direction, will occur through a swale and the water will be released at a historic rate to the east into a drainage ditch that runs in a north-south direction on the eastern edge of the property. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The construction of the proposed building will take approximately ninety (90) days. Landscaping will occur once the building is complete and site grading has occurred to create the storm detention drainage pond. Construction and landscaping will not begin until the use by special review is approved by Weld County. 3 10. Explain where storage and/or stockpile of wastes will occur on this site. During the construction process, any excess construction materials will be stored in containers and removed from the site as the containers are filled. There will be no stockpile of waste on the site either during or post-construction. Hello
