Questionnaire for Use By Special Review
RE: Use By Special Review in the A (Agricultural Zone District)
1. The proposed property will be used solely for the purpose
of an auto dealership and will only be for the sales and
detailing of used autos. The existing home on the site will
be left for a residence for care taking of the property.
2. In reviewing the Weld County Comprehensive plan the site
is consistent with the surrounding areas in that it is next to
a Use by Special Review permit allowing for the
construction of portable sheds and will share a common
interest of clients. The farm industry around the area will
be using the subject property to buy their farm trucks and
autos. Goal 2 allows for commercial and industrial uses to
locate in a A (Agricultural ) Zone District when the impact
to the surrounding areas is minimal. The subject property
is also surrounded by a railroad track on the east border
and Highway 85 on the west border, which makes it an
undesirable residential area.
3. In reviewing the A (Agricultural) zone district the land itself
has no irrigation and is not prime farm ground. The subject
property hasn't been farmed in the past. At this time there
is a baron lot with no vegetation except some weeds.
4. The site is surrounded by a Shed construction business to
the south and a railroad to the east and to the west is
Highway 85 and farm ground is to the south of the
property. The proposed special use will be compatible
and consistent with the surrounding properties in that it is
surrounded by a commercial site, Highway and Railroad.
The ground is not farmed and has no irrigation rights. It is
not a desirable residential area because of the noise of
Highway 85 and the existing railroad.

a. There will be approximately 9 people per day using
this site.
b. There will be 3 to 4 employees, some part time.
c. The hours of operation will be from 8;00 AM until
6:00 PM, Monday through Saturday and will be
closed on Sunday.
d. There will be one steel building built on this site.
e. There will be no animals on the proposed site.
f. Autos will range from cars to pickups up to 7000 #.
g. Ft. Lupton fire department will provide the fire
protection for the site.
h. A commercial well is located on the site and will
provide the water and there is no irrigation water.
i. There is an existing septic system on the property
that services the residence and there will be a new
septic installed for the building.
j. There will be no storage or warehousing on the
property.
6. The landscaping for the site is going to consist of a burm
in front of the property with some shrubbery and trees
along the east and south sides.
7. There are no plans of the Use by Special Review to be
vacated at this time, however the owners will transfer the
same usage to new owners if the occasion arises.
8. Storm water and drainage will be routed into the ditches
surrounding the site.
9. The construction of the site will take approximately 4
months to complete the project. The construction will
begin immediately after approval.
10. Storage and stockpiles on this site will be in the garage
area of the building if it is needed.

I am the previous owner of the property located at 13030 Weld County Road 20.
The property is located on the comer of Road 20 and Highway 85. I am writing this
letter in reference and support of the current owners Tony Dowdy and Mike
Whistance of T&M Truck and Auto LLC.
I Placed this property on the market in the summer of 2001.The property was listed
as residential property. The property did not sell until sold to T&M Truck and Auto
LLC in October of 2003. The property is located very close to the railroad tracks,and
it is bordered by an already existing business,Tote-A-Shed. Tote-A-Shed is located
on the South property line. The entrance to this business is on an easement that
boarders the east portion of the property.I personally feel that the property was
more acclimated for commercial use due to the location and the continuing growth
of the area. I have seen the improvement plans for the property and feel T&M Truck
and Auto will be a asset to the community and to the Weld County Area.
