The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center,
Greeley, Colorado, March 17, 2004, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner Robert D. Masden, Chair- EXCUSED
Commissioner William H. Jerke, Pro-Tem
Commissioner M. J. Geile
Commissioner David E. Long
Commissioner Glenn Vaad - EXCUSED

MINUTES: Commissioner Long moved to approve the minutes of the Board of County Commissioners
meeting of March 15, 2004, as printed. Commissioner Geile seconded the motion, and it carried
unanimously.
AMENDMENTS TO AGENDA: Addition of Item #2, New Business, "Consider Lease of Water Right for
Water Augmentation Purposes and authorize Chair to sign - City of Fort Lupton."
PUBLIC INPUT: No public input was given.
CONSENT AGENDA: Commissioner Geile moved to approve the consent agenda as printed.
Commissioner Long seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports.
WARRANTS: Claud Hanes, Controller/Treasurer, presented the following warrants for approval by the
Board:
All Funds $210,496.30
Commissioner Long moved to approve the warrants as presented by Mr. Hanes. Commissioner Geile
seconded the motion, which carried unanimously.

BIDS:
PRESENT AND APPROVE WASTE OIL TANK BID(DACONO SITE)-DEPARTMENT OF FINANCE: Pat
Persichino,Director of General Services,read the name of the sole bidder, Eaton Sales and Services, Inc.,
into the record, and requested same day approval. Commissioner Geile moved to approve the bid, in the
amount of$24,233. The motion, which was seconded by Commissioner Long, carried unanimously.
PRESENT CATTLE GUARDS BID,DEPARTMENT OF PUBLIC WORKS: Mr. Persichino read the names
of four vendors who submitted bids into the record. Said bid will be considered for approval on March 31,
2004.
PRESENT 2004 STEEL BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino read the names of
seven vendors who submitted bids into the record. Said bid will be considered for approval on March 31,
2004.
APPROVE APPRAISAL SERVICES BID-DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated only
one bid was submitted. Responding to CommissionerJerke, Frank Hempen,Jr., Director of Public Works,
stated this is for 15 appraisals required for the Weld County Road 13 project, between Weld County
Roads 2 and 8. Commissioner Geile moved to approve the sole bid from Foster Valuation Company, LLC,
in the amount of$45,000,as recommended by staff. The motion,which was seconded by Commissioner
Long, carried unanimously.
NEW BUSINESS:
CONSIDER TEMPORARY CLOSURE OF WCR 62 BETWEEN WCR 17 AND STATE HIGHWAY 257:
Mr.Hempen stated this closure was requested by GLH Construction. He stated the closure will be in effect
April 1,2004,through August 1,2004,in order to widen the road and cut down a hill to facilitate development
work happening inside of Windsor boundaries. Mr. Hempen stated everything is in order for the detour.
Responding to CommissionerJerke, Mr. Hempen stated the road is gravel,and he will be meeting with the
City Engineer from the Town of Windsor regarding future widening and paving of the road. Commissioner
Long moved to approve said closure. The motion,which was seconded by Commissioner Geile, carried
unanimously.
CONSIDER LEASE OF WATER RIGHT FOR WATER AUGMENTATION PURPOSES AND AUTHORIZE
CHAIR TO SIGN-CITY OF FORT LUPTON: Lee Morrison,Assistant County Attorney,stated that the State
now allows water shares to be leased to individuals for water augmentation,and last year the County leased
several water shares used for County gravel pits to individuals. The City of Fort Lupton is now asking to
lease one share of Lupton Bottom Ditch water, for the amount of $300 per acre foot per year.
Commissioner Geile moved to approve said lease and authorize the Chair to sign. Seconded by
Commissioner Long, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
consent agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by
the Acting Clerk to the Board.
