Most properties surrounding this parcel are presently zoned commercial or industrial with the exception of this parcel. With consistent oil production and rising oil and gas prices, our business is needed in the oil community of Brighton. Our business is involved with the insulating of treating and storage equipment to save the excess burning of much needed natural gas. We are not a retail business with sales to the general public. We are a new service to the oil production companies in the Brighton area. On this property, we wish to erect a 50' x 80' metal building with employee restrooms and meeting rooms with proper water and sewage, with permission to add to the existing building and/or remodeling. There is a well and septic system on the property (copy of well permit attached) . We will have a very small office with bathroom facilities that will be used very little by the men. They will be in first thing in the morning and come back in from the field when their days work is done. We would have to put in a septic for this office. There is a legal access off Highway #85 to enter and depart from the property. In researching the records of this property, I have found no flood or geological hazards on this parcel. In other States, our business has been in residential areas with no complaints from neighbors ; therefore, our business is compatible to most areas . Most of the office work is done at home with the same telephone numbers for business and home, which makes this property most adequate for our situation. Access to this site is presently obtained through a 24-foot-wide driveway at the south property line. This driveway has provided the only direct means of access to this property, and it has been adequate under the agricultural zone classification. This highway is access-controlled, and the points of public ingress and egress have been specified in a Freeway Agreement between Weld County and the Department of Highways. The nearest such public access to this property is the County Road 2/ U.S. 85 intersection. Since there does not appear to be any public road connecting this property to a public access point, we cannot deny the continued use of the 24-foot driveway. However, we recommend that consideration be given to the development of a connecting roadway system which will eventually allow this site and others to be served by a public access point as found on the enclosed copy of the Freeway Agreement. We want to emphasize that the existing access to this property cannot be modified if this zone change is approved. "Special Flood Hazard Information Report, South Platte River, Volume I, Weld County, Colorado, " prepared by the U. S. Department of the Army, Corps of Engineers, Omaha District, April, 1977 . This report was designated by the Colorado Water Conservation Board on November 15, 1977, and thus is available to local governments for regulation purposes . 2. "Flood Insurance Study, Weld County, Colorado, Unincorporated Areas and Town of Eaton, Colorado, " prepared by Gingery Associates, Inc. , under FIA contract in December, 1979. This study was designated by the Colorado Water Conservation Board on March 17, 1980, and thus is also available to local govern- ments for regulation purposes. 3. "Flood Hazard Area Delineation, South Platte River, Adams County, " prepared by Gingery Associates, Inc. , for UD&FCD in September, 1977 . This report was designated by the Colorado Water Colorado Water Conservation Board on November 15, 1977, and is available for use by local government for regulation purposes. Findings 1. Information contained in references 1 and 2 are the same for this area. Information in reference 3 is of a more detailed nature but does not cover the property in question. 2 . The proposed zoning change is from Agricultural to commercial with new buildings proposed. �; 3. The property was not flooded in 1973 . 4. According to the USGS Fort Lupton 7 . 5 minute quad map, the property in question is at elevation 4, 960 feet above MSL or better . The Fort Lupton quad was compiled in 1949 and photo- revised in 1969 . No other ground elevation data is available for review at this time. 5 . According to the Corps report, the 100-year flood elevation at the upstream end of the property is 4, 950 . 2 feet approximately and 4, 949 . 2 feet approximately at the downstream end. The greatest 500-year flood elevation is 4, 951 . 3 at the upstream end of the property. 6. All property is above the McCann Ditch. 7 . Adams County data indicate flood elevations of approximately 1.0 foot greater than the Weld County report, because of slightly greater discharges. Recommendations Based on the above information and findings, the property is well above any 100-year floodplain. However, if any major changes in topography have occurred since the USGS map was made in 1949, this review may not be totally representative. Therefore, it is recom- mended that, since the property is adjacent to the 100-year flood boundary, several spot elevations should be placed at low spots on the property and compared with the elevations shown in the Corps report to make the final determination. This would be fairly easy as there are two USGS benchmarks shown on the map within 1/2 mile of the property to survey from. If these surveys show the property to be totally or partly in the 100-year floodplain, the area flooded should be outlined on the application and subsequent documents and applicable floodplain regulations should be applied.
