HomeMy WebLinkAbout20043615.tiff Minutes WELD COUNTY COUNCIL November 16, 2004 Tape 11A-2004 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter, Tuesday, November 16, 2004, 6:30 p.m., at Weld County Centennial Center, 915 10th Street, Greeley, CO. ROLL CALL: The meeting was called to order by President Douglas Rademacher. Vice President Chip Marks, Councilman Dwaine Kurtz, Councilman Mitchell Martin and Councilman William Sander were present constituting a quorum of the members. Also present: Weld County Commissioners: Chairman Rob Masden, Mike Geile, Bill Jerke, and Glenn Vaad; County Finance Director Don Warden; Weld County Engineer Keith Meyer; Gaye Hedin, Wayne Howard, Steve Moreno, Tom Pettit, Gene Stille, Abe Villareal, and the Council secretary, Bev Thomas. AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed. Request from the Board of County Commissioners Board of County Commissioners Chairman Rob Masden, supported by Commissioners Geile Jerke, and Vaad, introduced the Commissioners' request of the Council to allow the 2005 budget to exceed the 5% Weld County Home Rule property tax limitation for the development of the county strategic road plan. The request included an historical overview of such requests by Finance Director Don Warden, and the parameters of the request based on Weld's Home Rule Charter and Colorado's Tabor Amendment. A summary of Weld's Strategic Road Plan showing how the levy increase would impact it was given by County Engineer Keith Meyer. County Computers' Security Breach Weld County Finance Director Don Warden gave an update regarding a breach to Weld County's computers by a jail inmate. He reported Affiliated Computer Services, who has the contract for the county's computers, has forensic computer specialists examining Weld's computer system, and Sheriff Cooke has secured the help of the FBI to solve the computer security problem. Mr. Warden explained the high-level of information provided to county employees and services offered them to assure there will be no loss to any employee. He stated upon completion of the investigation, full disclosure will be given to the public and the employees. Mr. Warden offered to also present the complete disclosure to the Weld County Council. UNFINISHED BUSINESS: Research regarding changes to Weld's Home Rule Charter was tabled. 2004-3615 Weld County Council Minutes November 16,2004 Page 2 of 2 NEW BUSINESS: 5% Property Tax Limitation Request From Commissioners Councilman Dwaine Kurtz made a motion to approve the request of the Commissioners for the 2005 budget to exceed the 5% property tax limitation. Councilman William Sander seconded the motion, and with a roll call vote the motion was approved with only President Douglas Rademacher voting no. Vice President Chip Marks made a motion to approve County Council Resolution 145: Approval of 2005 Increased Levy. Councilman Mitchell Martin seconded the motion, and it carried unanimously. January 18, 2005 Council Meeting Date Vice President Chip Marks made a motion to set the January 2005 Council meeting for January 18, 2005 at 6:30 p.m. The motion was seconded and carried. Vice President Chip Marks will ask 2004 Commissioner Chairman Rob Masden to recap his first four- year term at the Weld County Council's January or February 2005 meeting. Council Business Details Bev Thomas was instructed to order 250 business cards, name tags, and desk name plates for the newly-elected 2005 Council members. President Douglas Rademacher and Councilman Dwaine Kurtz will attend the November 22nd Elected Officials Meeting. Pay Bills Councilman William Sander made a motion to pay the bills. Vice President Chip Marks seconded the motion, and it carried unanimously.
