Concerning Case usr-1438
This letter is my objection to the truck driving and heavy equipment school on weld county
road 28 .
This facility has been operating for over a year in the current area without proper zoning or
tax income to the county.
There are no facilities for classrooms at the site
The roads are not designed to support the heavy truck traffic and are being heavily damaged by
the heavy traffic of trucks making them washboard and kicking up dust into my home.
The roads are not wide enough to turn into the facility without swinging wide into oncoming
traffic lane which is a severe traffic hazard.
There are no turn lanes into the facility nor are there any traffic signs or signals. I do not
feel that we as local land owners should be taxed to upgrade any roads to support the added
use of the facility for an individual person or reason.
The student drivers are slowing and stopping on the surrounding roads causing safety hazards.
The area is currently zoned agriculture and should remain as is.
In conclusion I do not object to someone trying to start a business but the area is not suited for
this kind of activity .There is already an industrial park just 5 miles away on the east edge of
the town of Hudson that would be much better suited for this kind of activity

I am writing in objection to the re-zoning of the above mentioned property.

Item 1: This business has been running for more than one(1)year; illegally. ,

4 Item 2: This business has been using Weld County and Colorado State roads for driving school
and I assume they have not been paying any special road tax or fuel tax for this privilege.

Item 3: Said location is not zoned for this type of business.
m Item 4: Said location does not have a proper turn lane nor does WCR 18 have the required width
K for large trucks turning into said location.

Item 5; This business has not filed a training route for this school with the DOT or Weld County.
Item 6: This is an agriculture zoned district not industrial. This business is not agriculture
related.

Item 7: This is a very dangerous business they have had trucks stopped in the middle of the roads i
4. in places that are not safe (on curves, double yellow lined areas, on blind hills). There have been
a lot of very close accidents.

Item 8: This school has had student drivers in school zones at the time school kids were getting
out of school and it was very obvious that the driver of the truck was not in control of the truck
at that time.
Item 9: This is very important to a lot of people, there is a lot of signatures on the attached list
with telephone numbers; please call.
Item 10: This being an agriculture area the farmers are not allowed to drill irrigation wells, why
should this school be allowed to drill a commercial well?
Item I I: There is an industrial park just outside of Hudson, we do not need another industrial
park.
Item 12: If we would have wanted to live in an industrial park we would have bought in one
thirty years ago. This is our homes we live here pay taxes here and we do not want this
business here.
Item 13: They are driving trucks with the Navajo emblems still on them indicating they are an
over-the- road trucking firm, there is one truck that indicates they are training a student driver.
Item 14: We had dust control sprayed in July and it needs to be sprayed again, it usually lasts a
year.
Item 15: They have cut corners to short and knocked over stop signs.
Item 16: They have run stop signs and almost hit other vehicles. I know because I was one of the
other vehicles.
Item 17: The road conditions are a mess and unsafe. The roads in this area were not designed for
these big trucks to travel up and down them day in and day out several times a.day and night.
Item 18: This location has no facilities for people or drivers for this type of operation. It only
has a two or three bedroom mobile home on it and this is being used as a home. They have
moved a travel trailer on this property and are living in it also. They have moved old simi-
trailers on site and set them up with porches. They have not gotten permits for any thing they
have done. So do you think this operation will change in any way. They have just done what
ever they felt like. They have thumbed their nose at the county and the surrounding property
owners.

Item 19: Has the county been involved with this operation? At this point it does not look like
they have or this problem would not exist.
Item 20: This abuse could go on forever; this is only a small over view of the problems that exist
with this location. Please look at this as a concerned Weld County resident not as a vindictive
citizen.
Item 21: Would you like it in your back yard or neighborhood? I seriously doubt it.

Gentlemen:
Being the property owners directly east of the training
school on Road 18 , we do have several', concerns about the
use of this property for driver learning purposes . I-76
Highway just south is covered by dust with wind blowing from
the north crossing this operation and could cause , and
probably will, a severe accident from lack of visibility on
1-76 .
The operation of this company is not confined to just that
property but is using Road 18 and Road 53 plus many other
roads for private training of new drivers which puts local
traffic in harms way. They are not subject to road impact
charges unless they build.
The noise caused by so many units ( trucks , backhoes , loaders ,
etc . ) is also very much of a concern if operations continue
beyond normal business hours of 8 :00am to 5 :00pm.
We feel this type of business that impacts the community so
heavy should be in a more isolated place and certainly away
from a major highway.

This is to register my complaint against the truck driving school that is trying to establish their business on
road 18 at approximately road 53.
1. The road is not designed for the large 18 wheelers the people are learning to drive. I was behind one
yesterday and you have to travel at 5 mph while they decide what they are going to do. The dust caused
by the large trucks is intolerable, you can't see ahead or behind, and if somebody decides they don't want
to travel at 5 mph the chances of having a head-on collision are great.
2. I was sitting on my front porch at 8335 CR 55 and all of a sudden there was this wall of dust going from
the truck driving school across 18 to the North. All it would take is a shift in the wind and this huge dust
cloud is covering my house.
3. The country roads are not designed to handle this type of traffic. The traffic on CR 18 is already bad
enough with the large trucks coming from CR 49. You add in these 18 wheelers they are learning to drive
and you have a very dangerous situation.
Like I told you on the phone, I don't understand why the County allows a business to remain that has not
gone through the proper channels. Do they think that because they are already established they can
"grandfather" in.
If the County lets them have their business there, is Road 18 going to be paved? There was enough
traffic before the school being there to warrant it being paved, now it's doubly so.
I do not want this business in my back yard.

This is to advise you that we are objecting to the operation of a truck
driving and heavy equipment operating school in an agriculturally zoned
district by HCP Ventures,LLLP.
We base our objections on the following:
a. The additional noise this operation will bring to the area including
the engine noise and the audible backup devices required on
heavy equipment.
b. The additional large heavy truck traffic which will be created
on Road 18, resulting in a further and more rapid deterioration
of the condition of the road (washboarding and deep tire ruts
caused during wet weather, etc.).
c. The dust and dirt which will blow off the site, as evidenced by
the enclosed photographs taken on different days this fall.
The dirt and dust presently blows off the barren"road"
surfare and a large dirt pile located on the site presumably
used for heavy equipment training. Please see the attached 5 photos
as evidence of this major problem. All the dirt shown in these
photos comes directly from this site.
This operation does not seem to fit within the scope and limits of an
agriculturally zoned district. While dust, dirt and noise are an inherent part
of agricultural operations, they are not nearly as objectionable as the negative
environmental impact of an operation of this type. It is therefore our desire
to see this operation not receive a favorable recommendation.

It is with grave concerns that we write this letter regarding the commercial
truck driving and heavy equipment operating school applying,for this
special use permit.
Firstly, when does a commercial/industrial operation just set up shop
without even going through any basic procedures through the municipality it
wants to operate in? This is exactly how this operation started. One day all
these trucks start arriving, heavy equipment started running, and we have an
instant noise, pollution and traffic nuisance as a neighbor! Upon inquiring
with the county we found out they're not even aware of this operation and so
began our nightmare of the past 8 months. It's even more concerning that
once the planning department became aware of this operation, that they
allowed it to continue. Working in the real estate industry we 're keenly
aware that we don 't start a project without first making the necessary
inquiries, applying for the proper permits, then and only then, can we begin.
Secondly, this operation has invaded a rural/residential area. The
surrounding neighborhood consists entirely of farms, small acreages and the
homes of the folks working these irrigated lands. We are now exposed to the
constant drone of diesel trucks and heavy equipment running from early
morning into the night, plus the awful diesel fumes being produced due to
the numerous trucks and heavy equipment concentrated at this site. This
area is located in a valley so the noise and fumes carry right to our
property. We can honestly say that Christine 's allergies and asthma have
been seriously worse this year than it's ever been. This is simply not the
place for such a noisy and polluting operation.
Thirdly, we have a huge safety concern. When the trucks are out practicing
they are all over our county roads, our frontage roads, in our small towns of
Hudson and Keenesburg, and most alarming is the night driving when they
are all but stopped in the road with no hazard lights, no turn signals, no

warning of any kind! We have personally experienced this on more than one
occasion and it's simply a matter of time before a serious accident occurs.
Fourthly, our din roads are taking a huge beating. The road grader
attempts to grade a road approximately once a week, but no sooner has he
finished and the ruts and washboard roads are right back County road 18
was already well traveled due to the rural/residential population in this
area, but the addition of the vehicles coming to the site for training plus the
trucks coming in and out all day is a huge burden on these dirt roads. There
has been no change on the county's part to increase the maintenance of
these roads either.
This commercial/industrial operation has applied now for a special use
permit to bring their facility to our area, but it simply cannot work for the
reasons stated. This is a company that came from Commerce City, which is
heavily industrialized, and why they thought they could bring their noise,
pollution and safety hazards to this rural/residential community is a crime.
We are asking for your protection from such an invasion to our peaceful
area. They need to be relocated immediately and look for your swift
attention this matter.
