SUBJECT: Correction PZ-1059 Applied Films Corp
The Department of Planning Services requests that the following items be changed
1.
A. Evidence that all Weld County Building Department concerns have been
addressod shall be submitted to the Department of Planning Service&
(Department of Planning Sorvices)
2.
CC. The applicant shall comply with Section 27-8-50 Weld County Code, as
follows: Failure to submit a Planned Unit Development Final Plan - If a
PUD Final Plan application is not submitted within two (2) three (3) years
of the date of the approval of the PUD Zone District, the Board of County
Commissioners shall require the landowner to appear before it and
present evidence substantiating that the PUD project has not been
abandoned and that the applicant possesses the willingness and ability to
continue with the submission of the PUD Final Plan. The Board may
extend the date for the submission of the PUD Final Plan application and
shall annually require the applicant to demonstrate that the PUD has not
been abandoned. If the Board determines that conditions or statements
made supporting the original approval of the PUD Zone District have
changed or that the landowner cannot implement the PUD Final Plan, the
Board of County Commissioners may, at a public hearing revoke the PUD
Zone District and order the recorded PUD Zone District reverted to the
original Zone District. (Department of Planning Services)

COLORADO SUBJECT: PZ-1059 Applied 1 .rp. (Zone Change)
Weld County Public Works Department has reviewed this change of zone request. Comments made during this phase
of the subdivision process may not be all-inclusive, as other concerns or issues may arise during the remaining
application process.
Comments
External Roadways:
❑ The east I-25 frontage road is under the jurisdiction of the Colorado Department of Transportation (CDOT). The east I-25
frontage road serving this PUD is paved. A traffic study is not currently required.
❑ Normally Public Works has an understanding of the proposed development and potential impacts on surrounding infrastructure.
This proposed zone change to a commercial use may possibly contribute significant traffic to the surrounding area. The applicant
may be required to participate and contribute to improvements to the surrounding transportation infrastructure at the final
application. The applicant will not be required to submit off-site roadway improvements agreements at this time.
Internal Roadways:
[] This development is within the MUD Area Structural Plan; therefore the applicant will be required to build the appropriate urban
roadway infrastructure specified(CODE Sec.26-2-80).
❑ Usually, the plat that Public Works reviews has an internal roadway system. The applicant has not indicated internal roadways on
the plat, and Public Works has no comment at this time. Transportation and roadway infrastructure will be reviewed at the time
specific development is proposed for this site.
❑ The applicant shall submit to Public Works stamped, signed and dated final plat drawings and roadway/ construction&grading
plan drawings for review(with the final application)and approval. Construction details must be included.
❑ The applicant shall submit Improvements Agreements According to Policy Regarding Collateral For Improvements(with the final
application). These agreements must be reviewed by Public Works and shall be approved by the Board of County Commissioners
(BOCC)prior to recording the final plat.
Drainage:
O The Drainage Report for Applied Films PUD,dated March 2004,by Messner Engineering,Inc.in its initial form is acceptable.
❑ Final drainage construction and erosion control plans (conforming to the drainage report) stamped, signed and dated by a
professional engineer licensed in the State of Colorado shall be submitted with the final application.
Recommendation
o The Public Works Department recommends approval of this change of zone.
Issues must be resolved with Public Works prior to recording the change of zone plat.
