The station is located on the northwest corner of the intersection of Weld County Roads 40 and 55. Measurements were taken at four locations near residences to the north,south, cast,and southwest. In addition to the short term measurements taken on March 7, a sound meter was left at Mr. Hiushaw's residence southwest of the compressor station from Friday,March 7,to Wednesday,March 12,2003. This meter continuously ran a series of one hour duration measurements over the five day period. The measurements showed that the allowable noise level limits of Weld County are not exceeded at the residences by noise from Marla Compressor Station. • Teat Procedure Measurements taken with a handheld sound level niter will be referred to as"handheld" measurements. Those taken by the sound level meter that was left at Mr. Hinshaw's residence for five days will be referred to herein as"unattended"measurements,since our personnel were not. present during most of the"unattended"measurement period. fandheld Me aurenynra • All handheld measurements were taken with a Larson-Davis Model 2900(s/n 0518)Type I sound level meter on"slow"response,together with a Brad &Kjeer Type 4165 microphone. Calibration was checked before and after the measurements with a Larson-Davis CAL200 Acoustic Calibrator(S/N 0697). A windscreen covered the microphone during all measurements. Each measurement was a 60 second duration time-average. Sound was measured with one-third octave bend filters,but only the overall A-weighted sound level data is reported herein. Sue King March 3I,2003 Page 2 The handheld sound level measurements were made between approximately 11:00 am and 12:00 pm on Friday,Match 7, 2003. Dining the sound level measurements, all six engines at the Marla Compressor Station were operating. During handheld measurements,an efirrt was made to exclude interference torn passing trucks, aircraft, and other significant background noise sources. Unattended Meaamements The unattended sound level measurements were made with a Larson Davis Model 820(S/N 0768) sound level meter that meets the American National Standard Institute(ANSI)requirements Sr Type 1 sound level meters. The meter recorded data tom approximately 11:20 a.m. on Friday, Mardi 7,2003, to 1:10 p.m. on Wednesday,March 12, 2003. The microphone was a1"random incidence Larson Davis Model 2560(S/N 2639)microphone,with a Larson Davis Model 828 pre- amplifier. During the measurements,the meta was secured in a weatherproof case,and the microphone was placed on a tripod. Calibration was checked betas and eta the measurements with a Larson-Davis CAL200 Acoustic Calibrator(S(N 0697). The meter was set err"slaw"response, and a windscreen covered the microphone during all measurements. The 90-percentile-exceeded sound level(Lm)was used to determine the steady sound level ofthe coniptessor station. The Lay is the sound pressure level that is exceeded 90%of the time daring the measurement duration. Since ambient noise typically varies during the one hour measurement period, the lie level is commonly used to assess the noise contribution of a steady source such as the compressor station. The Ira is used because it reduces the effct of short tam background noise tom ears passing by, dogs backing, antral fyovets,end other intermittent background sources. Figure 2 shows the results ofthe unattended measurements with the Lyn sound level plotted versus time, Figure 2 includes a period where guns were being fired in the area You can see that the plot does not show increased sound levels at this time. This is a good sample of why the Las is used. Even though gun shots are very loud, they are also very short duration, so they have little Sot on the lop,sound level. Since the compressor station operates continuously and produces a relatively steady sound level,the Lyn more accurately represents sound torn the station,with less influence tram intamittent background noise. The calibration of both sound level meters and calibrators hen been checked by the manufacturer within the msnu&tm&s recommended time period. Weather • Weather and meteorological conditions can influence the transmission of sound outdoor,and have a sign&ant effect at distances greater than about 300 fret. Wind speed and direction,and the presence of a temperature lapse or inversion,have the most influence on sound transmission between distant points. Wind also has significant effect on ambient noise levels due to noise loin rustling leaves,grass, etc. 04/01/2003 12:29 9703523165 W0BB PAGE 04 • • Ms.Sue King March 31,2003 Page 3 Handheld measurements were not taken during strong wind gusts or at times when the elect ofwind blowing across the microphone was judged to affect the measurements. Where the influence of noise from matting leaves and grass was judged to be significant,this is rioted with the results. At all bur locations, the microphone was held approximately 5'above the ground. A Magellan 310 GPS receiver was used to determine latitude and longitude. Latitude/longitude is 40°, 16.34 N; 104°,32.80 W. Measurements were made et the€nce on the west aide of Weld County Road 55,near the font ofthe residence. Residence 3:Residence on north side ofWald County Road 40, approximately 2900 feet east oldie center of the Made site. Latitude/longitude is 40°, 16.58 N; 104°, 32.22 W. Measurements were made on the south side ofWeld County Road 40, near the residence. • Residence 4- Globoker Residence(19509 WCR 55)on the west side ofWeld County Road 55, approximately 2800 let north of the center of the Marla site. Latitude/longitude is 40°, 17.06 N; 104°, 32.79 W. Measurements were made on the west side of Weld County Road 55, due east of the residence. The results of the measurements from the"unattended"sound level meter are plotted in Figure 2. We have also annotated the graph in Figure 2 with the comments of Mr. Hinshaw. Mr Hinshaw kept a lag of times when sound from Marla Compressor Station was considered minor, and when be considered it annoying. A copy of Mr. Hinshaw's log is attached to this report. Sound Level Criteria The Weld County Aesthetic and Noise Control Regulations state that bra Residential zone,the allowable noise limit is 55 dBA tom 7:00 am to the next 7:00 pm, and 50 dBA from 7:00 pm to the next 7:00 am. Our handheld and"unattended"maeumnents show that the limits bra Residential vane ate not exceeded by noise from the Marla Compressor Station. • We hope that this report helps you understand the impact of sound generated by the Made Compressor Station. While we believe that the measurements show that the site is not violating applicable regulations,we would be happy to work with you if you decide to consider mitigation. • Keep in mind that the Marla site has many different sources of sound. Many options are available to mitigate noise,but the impact ofmitigating each particular son must be evaluated within the context of the whole sits In other words,you must consider all of the sources together to identify which sources are.having the greatest impact on each separate location receiving the sound. For example, something that will mitigate sound to the south,may have no impact in another direction, or it could even increase sound levels in some directions. Char: I noticed something rather"scientifically" or"procedurally" interesting at the Marla Compressor Station yesterday. During the morning and afternoon the maximum levels (dB(A)) of sound along WCR 40 were 87.2 and 88.4 respectively(25 feet from property line). In the evening at 1845, maximum value was 86.4. At 20:30, 83.1. But, and this is a big "BUT", there was a qualitative difference in the sound that I noticed. During the early readings, the sound had a component that was the "Shrill", the high frequency annoying, "hypersonic" piercing part that really bothered me as I stood there doing the readings. That specific component was missing last night. The wind was still too great to get valid readings last evening. I will plan another date with Marla when the winds are down to where statutorily they must be to do statutorily valid determinations. Wind was absolutely constant all day yesterday. It ranged from 5-22 mph out of the south. I will prepare a formal report when I obtain valid #'s. J. This issue has become more tricky than we initially believed. Accordingly, we have retained a second sound consultant and safety engineers to ensure that the final plan is safe and that it actually works to mitigate the sound. Although the mitigation will likely cost several hundred thousand dollars, Duke is committed to honoring its commitment We are now finalizing our second plan, and we have already submitted a funding request and hope to be moving on it soon. Our first plan involved the construction of a building over the compressors. This type of building has been used at other sites in the north primarily, and is designed and manufactured by a Canadian firm. After a review of the plans and specifications by our in-house engineers, however, it was determined that the building could not work in Weld County at that site. Accordingly, the engineers have modified that plan and have agreed to forward it to me in the coming days. When I receive it, I will inform both the County(through you) as well as the nearby resident, Mr. Michael Hanshaw. The sound levels were less than 75 dBA at all locations (measured 25' from the property line)around the perimeter. While I was on site in the morning,the sky was overcast. At 11:20 a.m., the temperature was 59°F with Relative Humidity (RH) of about 70%. The wind speed was 2 to 5 MPH from the southeast. I understand that all six engines were operating normally during the tests. All measurements were taken with a Larson-Davis Model 2900 (S/N 0518)Type 1 sound level meter on "slow"response, together with a Bruel & Kj er Type 4165 (S/N 875052)microphone. Calibration was checked before and after the measurements with a Larson-Davis CA250(S/N 0118)Precision Acoustic Calibrator. A windscreen covered the microphone during all measurements. The sound level meter and microphone were handheld for all tests. The duration of each measurement was 30 seconds and the values are time-averaged. The overall A-weighted sound pressure levels are presented in this report, but one-third octave-band sound level data are also available at your request. I measured at locations around the perimeter of the site. The results and measurement locations are shown in Figure 1. The plan includes measures that will cost approximately $450,000. Given this potential expense, Duke's local office must have the funding approved by the corporate office. Once all parties are on board, we would work with the County to allow construction as soon as possible. At the same time, we would ask for our final hearing before the Commissioners. My family lives at 26574 WCR 40, Kersey. We love our home and worked hard building it by ourselves. We are at the mercy of Duke Energy and Patina Oil & Gas. They are big companies who are mostly concerned about their bottom line and not about the people their actions affect. Their big plant at the end of our road is a constant sorce of noise and disturbance. We, (like our neighbors) moved away from the city for 3 main reasons. To get away from the noise of the city, the heavy traffic, and unsafe conditions that are not supposed to be a part of county living. With the constant noise and disturbance of the plant, one cannot enjoy what should be our right; a sunset evening on the front porch- watching our horses graze and hearing coyottes howling in the background. Instead we hear the annoying generators drowning out all sounds of nature. If you were to make them comply with the noise ordinances by enclosing the generators, or by putting up a sound absorbing wall, you would be a hero in our eyes. We have no voice against such a big company. The heavy traffic of all their workers going up and down our road is also out of hand. You should see how fast they drive. You know, when I was growing up, kids in the country could ride their bikes and horses up and down their dirt roads. Not ours! I worry about our kids walking across it to collect the mail. The heavy and fast traffic has made our road a mess. Our vehicles bounce all over the place causing us to have more than necessary front-end allignments. Why should we have this added expense? I have also called the county road guys because I was affraid that my husbands truck would end up in the ditch. I was actually scared to death to ride in that truck. Even at only 30 miles per hr. it would bounce so much that it felt like it could spin out of control. I marvel that at the speed people are driving-that no one has died yet. If Duke Energy does not pave that road, I think they are going to have one huge law-suit eventually. My 3rd concern is the health and well-being of my families drinking water. With Patina 'fracing' the wells to get their stupid product to the surface, they are exposing every one in our community to harmfull substances. What is the county going to do if it becomes public in 3-5 or 10 years that this procedure has caused us health problems? Could be the making of another big movie.
