Site specific development plan and special use permit.
1.Explain,in detail,the proposed use of the land.
The land in question will have four uses. One is the Wet Lands that already exist.
This land will be protected on the north side with a three foot beam and silt fencing as
shown on the plan map.\
The second part of the land consists of approximately forty seven acres and will
be used for private use as farming and pasture and will meet all agricultural units.
The third use will consist of"Tractor Trailer Training"and"Heavy Equipment
Training".The training area will be approximately nine acres of land. We will remove 6
inches of top soil on the entire 9 acres which will be preserved as three ft. berms
according to the plan map for future reclamation, if ever needed. The three ft. berm will
be seeded with new grasses for medium growth to help prevent erosion of top soil.
These 9 acres will be separated into three separate training areas. Area#2,
designated on the plan map will consist a parking area and a steel building which will be
approx 40x60 and the parking area will consist of 160 ft x160 ft. All the parking area
will be covered with 6 inches of recycled asphalt. This will provide a hard parking surface
that will be dust free but will allow the natural precipitation to soak through causing no
erosion problems. There will be twelve designated parking areas on the east side of the
parking area and twelve parking spaces on the west parking areas, as shown on the
plan map with Curb Stops. These parking will be for the students and visitors. There
will also be four parking areas on the east side of the Steel Building and four on the west
side. These will be for employees as indicated on "Plan Map"Area#2.complete with
curb stops. There will be a barricaded area in the parking area which will have a trash
dumpster which will be maintained by waste management with weekly pickups.
The 40ft x60ft Steel Building will provide office space and classrooms for
training. With a 20x60 service bay so we can bring equipment inside the building for
training on bad weather days. All proper building permits will be obtained before
construction. Water for the bathroom facilities will be obtained from the commercial
well that already exist on the property.
New septic systems will also have permits and perk test for the new steel building.
There will be a 30 ft. wide entry way to accommodate proper access to parking
area. As shown on plan map. Area#3 will be the training area where we will provide the
"heavy Equipment training"and in that area,training will be done with 4 pieces of
equipment, and excavator, a backhoe front-end loader, skidsteer, and articulating front

end loader. This training area is divided.into two training areas, one area is160ft x160ft.
The other area will be 200x300ft. The parking area and the two training area's will be
divided by a service road 30 ft. wide as shown on"Plan Map". The heavy equipment
areas will be the only exposed area where dust may prevail. Dust will be contained by the
3ft burms and silt fence as indicated on Plan Map. The entire training area will have light
poles running in the center of it, approx one hundred and fifty feet apart. This light will
have two purposes, One for security and one for training when its dark mainly in the
winter hours when we don't have day light savings time, and the training areas will be too
dark to maneuver safely. All lighting shall be designed , located and operated in such a
manner as to meet the following standards. All sources of light shall be shielded so that
beams or ray of light will not shine directly onto adjacent properties as shown on plan
map.
Area 4 will be an area where we conduct tractor trailer backing maneuvers. This
area 400x700ft. will be covered entirely by 6 inches of recycled asphalt. This will
provide a dust free environment and will allow natural yearly moisture to soak down
through the recycled asphalt and will prevent all erosion . Recycled asphalt will also
provide a solid base to perform backing maneuvers. We train 5 backing maneuvers, sight
side,parallel park, blind side parallel, serpentine, alley dock and straight line. All these
maneuvers are required to obtain a C.D.L. license. All training areas are marked with
three foot cones. All maneuver areas have been measured and certified by C.D.L.
compliance by the state of Colorado to insure safety and a proper maneuvering area.
This 400x700ft training area can accommodate 6 backing trucks performing their
backing maneuvers safely. We have used the same backing format for the past 10 years
and have never had any accidents on our backing pads. The backing equipment will
consists of 5,three axle tractors, one two axle tractor, six 45 ft two axle trailers, also
parked at the sight will be two three axle tractors with two 45ft. axle trailers. The two
road tractors will leave the property on the service road shown on plan map. They leave at
7 am turn left on county road 18 travel approx 1/4 of mile turn left on rd. 53 travel
approl/2 mile to the paved frontage road where each day they go on different training
routes thought Denver,Longmont, Boulder, Greeley and our mountain training up the I
70 corridor: These trucks don't do any training on any gravel road any where. They have
a school speed limit on road 18 and road 53 not to exceed 30 miles an hour to help
control the dust. Trucks return at11:30 for lunch on road 53 turn right on road 18 and
return to the training area. The morning road students will spend the afternoon from
12:30 to 5:00 p.m. on the backing pad. The morning students which were on the backing
pad from 7:00 a.m. until 11:30 will now leave at 12:30 p.m. for road training leaving the
training site turning left on road 18 travel approx 1/4 of a mile turn left on road 53 and
enter on their particular training phase and will return at 4:30 P.M. on road 53 turning
right on road 18 returning to the training area.
These two road trucks leaving and returning twice a day will not be a hazard or
add to the traffic congestion on either road 53 or road 18. we have observed on road 18 on
an average 24 hour period between 70 to 100 vehicles traveling across road 18 from
automobiles,tractor trailers,trash trucks, farm trucks, drilling rigs, heavy hall rigs and
farm tractors. Most of these vehicles travel at 40 mph some in excess of 40 mph creating
more dust then our road trucks ever would. All students and employees enter and leave
the training center on road 18 and road 53. There will be a 30 ft wide road complete with
culvert entering property from road 18. The road will be covered with 6 inches of
recycled asphalt. And will be maintained year round by Careers World Wide with a road
grader that is on the premises. This road will be 30 ft. wide which is the width of the
average county road. Trucks can pass safely on each direction entering and leaving the
training area. Service roadway is shown on plan map.
The fourth area marked as "Area# 1" will be a new home sight to replace the
existing mobile home. The mobile home to be removed upon completion of new home.
This mobile home was built in the 1970s' and is unsafe because it was manufactured with
the aluminum wiring commonly used which is a great fire hazard and is worn out. It is
also an eye sore on the property. We want to replace it with a new 1800 sq.ft.. stick home.
This home will have a dual purpose,living quarters for Terry Douglas and Susan
Douglas. It will consist of three bedrooms and an office and two bathes. This home will
provide 24 hour security for the property. The office will accommodate after hour
business phone calls and other office duties. The water for the new home will come from
the same well that provides the water to the current mobile home that we will remove.
We will also try to tie into the existing septic tank if it meets specification for new home
and pre test meet proper levels. If they do not we will remove the old septic system and
replace it with a new septic system and leach fields. All proper permits will be required
from the county before building the home or septic systems.
By building this training center in this manor we will disturb no drainage because
we are lifting 6 inches of top soil basically replacing it with 6 inches of recycled asphalt,
so we won't change the terrain of the land at all. This will have minimum impact on the
environment and reclamation of the land procedures which will be fairly simple and will
be explained in more detail when we address question 7 on the sight specific development
plan.
2. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 22 (Comprehensive Plan).
In 2001 weld County update land revised the comprehensive plan due togrowth
and development in the country. Under article 1 land use categories it states the
supporting agriculture will continue to be a significant goal of the county, but is
recognized that the conversion of agricultural lands to other use will continue. This will
fit in our plan of land us. As 75% of the land will remain in agricultural use. We agree
that the agricultural goal is important and we wish the right to farm our land.
Under category 2 in the comprehensive plan it states conversion of agricultural
lands to none urban use will be accommodated in area that can support such development
with adequate facilities and service. This allows low density an low intensity
development to occur where it is appropriate . It also encourages techniques and
incentives such as restrictive easements building envelopes and setback to be used to both
minimize the impact on surrounding properties, as well as conserve land for agricultural
production. We fell our plan meet these goals in the follow ways 16%of the land will be
used as a training area. We will build our own road leading from road 18 on to property.
It will be 30 ft. wide to accommodate the trucks length as well as entering the
property safely. The training area will be set back from road 18 and I-76 more than 500
feet, as shown on plan map. Only students and staff will use this easement as it is not
open to the general public. The entire training area will be surrounded with a three foot
burro and silt fencing to protect surrounding properties. There is no noise pollution from
the truck or heavy equipment, you can hear the interstate traffic noise from 1-76 over the
noise our equipment makes. All of the trucks also pass emission standard in accordance
with state even though they are exempt in weld county. So their is no pollution problems
from the six trucks and the four pieces of heavy equipment that will be operating on the
site. There is no industrial development therefore it accommodates weld county
comprehensive plan for the future. Truck Training and Heavy equipment training makes
sense in this area because farmers use trucks on a daily bases and they use Heavy
Equipment on a daily base, Tractors, Harvesters, Backhoes, Dozers, Front-End Loaders
and Skidsters. This will allow people in the weld county area a place close to home to get
this training because it is the only one like it in the state of Colorado.
3. Explain how this proposal is consistent with the intent of the Weld County Code,
Chapter 23 (Zoning) and the zone district in which it is located.
In January 2002,we received a letter from Weld County on the issue weather a
training facility would fit under Chapter 23 and in the area that we wanted to operate our
training facility. After review on operating a training facility in the agricultural zone
district it was determined that a training facility fits under section 23-3-40.R
4. What type of uses surround the site? Explain how the proposed use is consistent
and compatible with surrounding land uses.
The uses surrounding our site are mixed. To the immediate south of the property
the land owner on the corner of road 53 and road 18 has his own business. He stores
different type of equipment, wire, trailers, and has a steel building on his property and has
pasture lands, same as our property. Pasture lands with horses. The other land owner on
road 53 also has pasture land, a steel building and various pieces of equipment. The
properties sharing the land on the east consists of five storage units with pyrotechnics for
fire works. The property has a pond for fire control, two small tractors similar to the ones
we are training with. And a portable toilet. He also has pasture land, but no animals. The
properties to the north have three houses on different lots of land and all of these houses
have steel buildings. Two of these land owners support their living by trucking. They
bring their trucks home and different trailers are stored on their properties. Ranging from
53 ft.reefer trailers, dry-van trailers and goose neck trailers for hauling equipment. The
other land owner owns his own construction business,he also has heavy equipment, such
as a skidsteer, front end back hoe loaders, two low-boy-goose-neck trailers to haul his
equipment and also has a large steel building.
Careers World Wide, should fit in because 75% of our land is in pasture
and is prime Farm Land. All surrounding neighbors have steel buildings. Most of them
are approximately 30X40, some of them larger than that. Our building will be no different
to the entire landscape of the area. The trucks and heavy equipment are common in the all
of the surrounding area because many farmers supplement their income with trucking and
running heavy equipment. And keep and maintain this equipment on their property, the
only difference is Careers World Wide will do training on their property.
5. Describe, in detail, the following:
a. How many people will use this site? .
15 students will use this training site on a daily basis Monday through Friday.
1 to 5 students, on Saturdays. Saturday is reserved for people that work during the
week and students that need additional training .
b. How many employees are proposed to be employed at this site?
6 employees .
c.What are the hours of operation?
07:00 A.M. until 10:00 P.M. Monday through Friday. Day Classes/run from
07:00 A.M. until 05:00 P.M..Night training is from 05:00 P.M. until 10:00 P.M.,
This training hours are for students that work during the week or students that
need extra training to bring their skills to passable levels..
08:00 A.M. until 05:00 P.M. on Saturday,this training hours are for student that
work during the week or students that need extra training to bring their skills to
passable levels
Closed Sundays.
d. What type and how many structures will be erected (built) on this site?
One 40 x 60 Steel Building as shown on Plan Map. One house as shown on Plan
Map.
e. What type and how many animals,if any,will be on this site?
None at this present time, some cattle or horses may be added for pasture in the
future and all would meet under the guide line of the Agricultural Units for Weld
County.
f. What kind (type, size,weight) of vehicles will access this site and how often?
7,three axel tractors, 1, two axel tractor, 8,45ft. trailers,tractor trailer units
combined weight is 27,000 lbs. each. 1 Excavator Cat 120 b 10,000 lbs, 1 L W
Road Grader 8,000 lbs, 1 Tractor Loader Back Hoe JD 410c 16,500 lbs, 1
Skeester JD 8875 8,500 lbs,and 1 WACO Front End-Loader 10,000 lbs.
g. Who will provide fire protection to the site?
All equipment will be equipped with fire extinguishers and are maintained by
Advanced Protection Services Equipment. And we on completion of sale of the
land will get with the District Fire Marshall to determine a Fire Plan and
Prevention Format. Since most of the property has little or no vegetation and

most of the outer buildings and fences will be taken down, fire danger should be
relatively low and every precaution will be taken to keep it that way. Because we
have heavy equipment on the premises we will be able to cut Fire Breaks and
fight any pasture fire in a matter of minutes. Probably sooner than the local
Volunteer Fire Department would get to the premises.
h. What is the water source on the property? (Both domestic and irrigation).
Commercial Water Well already exists on the property.
I. What is the sewage disposal system on the property? (Existing and proposed).
Existing Septic.
J. If storage or warehousing is proposed,what type of items will be stored?
None.
6. Explain the proposed landscaping for the site, The landscaping shall be
separately submitted as a landscape plan map as part of the application submittal.
In May of 2002, we met with a member of the United State of Agriculture,
NRCS),Natural Resources Conservation Service, on this day,we walked the
entire 63 acres with, Andrea Vialpando. Andrea gave us much valuable
information on the type of soil, grasses weeds and trees that are currently growing
on the property. And recommended some trees and shrubs and grasses that will
grow well and live off of the annual precipitation of Colorado and will require
little maintenance. We will plant Ponderosa Pine . We will also plant a shrub
named American Plum .We will plant these in the following rotation, one tree,
one shrub, one tree, one shrub,for the entire area, shown on Plan Map. We will
lay down a four foot wide felt to eliminate weeds from growing up while
seedlings are growing. A drip system will be ran the entire area and will get its'
water from the commercial well. This drip system will stay in place until
seedlings have grown or matured until they can survive on the annual
precipitation. The rest of the area will be seeded with Buffalo Grass which grows
very well on the annual precipitation. These entire Landscaping area will be
maintained by Careers World Wide and the trees and shrubs that may die will be
replaced as needed.
7. Explain any proposed reclamation procedures when termination of the use by
Special Review Activity occurs.
Reclamation of land will start with all removal of recycled asphalt. The six inches
of top soil will be put back into place and a soil sample will be taken to determine
the proper amount of fertilization to replant a grass mixture suitable for the area
and all silt fences will be removed.
8. Explain how the storm water drainage will be handled on the site.
The storm drainage system will constantly monitored since this a valuable part of
on training in Heavy Equipment Training. Under current conditions storm water
will be kept in check with hay bails were they may be needed and silt fencing. If
things change in the future we can put in a French Drain with a settling pond.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
It will take 65 truck loads of recycled asphalt to cover the areas shown on Plan
Map. This is the most important part of the construction because this is essential
that we get the dust problem eliminated. Careers World Wide will truck in the
loads of recycled asphalt at five loads per day. We can haul asphalt Monday
through Saturday, so the asphalt can be completed in two weeks. This includes the
new service road we want to build, and the parking area completed with curb stop
as shown on Plan Map. Landscaping will not begin until the Spring, because it is
too late into the winter. We will begin in mid April and landscaping will be
completed within thirty days. Construction of the Steel Building will start after all
permits for building will be obtained from the county. Time frame is unknown at
this time. Once all the permits are in place, construction of the Steel Building
should be completed within four months. Construction of the backing pad will
start as soon as special use permit is granted.
10. Explain where storage and/or stockpile of wastes will occur on this site.
There will be no storage on the site at all. We will be doing light maintenance
such as tire repair,break adjustments,but there will be no oil changes or service,
stem cleaning or washing of equipment done on the property. All Careers World
Wide equipment is maintained by Mobile One Repair Inc. All old tires will
be hauled away by Careers World Wide to Tire Mountain for disposal. Off road
fuel will be brought to the property by Sam Hill Oil, Inc. They transfer fuel into •
a three hundred gallon tank then Careers World Wide fuels all Trucks and Heavy
Equipment on the same day so no fuel will be stored on the property. All Road
Trucks fuel off site.

We have many routes,all routes leave the yard the same way.

training routes are in Adams County and Denver County because of our
old training site which was in Henderson at I-76 & Hwy 85
We do have one route that dose go into Weld County which is as follows,
Rd 18 to Rd 53 to Hwy 6 to Kersey Rd to Hwy 34 West to Hwy 85 South to
Hwy 66 West to I-25 South to Hwy 52 to Hwy 6 to Rd 53 to Rd 18 and return.
Mountain Route Rd 18 to Rd 53 to Hwy 6 to Kersey Rd to I-76 West
to I-70 to Dumont and return.
