Dear Sirs :
In response to your request for a letter of explanation detailing my
reasons for requesting permission to locate a mobile home, I submit
the following reasons :
I have owned two acres of land (Lots 5 and 6 , Block 44, Aristocrat
Ranchettes , Second Filing, A SUBDIVISION OF WELD COUNTY) for the past
ten years without any improvements except the fence. I own the land free
and clear of any debt obligation other than the taxes, which are due
each year. I have recently sold a home in Brighton and accepted a trade
of a mobile home for a part of my equity. This mobile home is currently
located in Eastgate Mobile Home Park in Brighton, and is subject to a
monthly space rental of approximately $190.00. Since I own my land free
and clear, it would be financially unsound for me to leave the mobile
in the park and pay a monthly space rental.
Due to the increased cost of building construction on housing, and the
high interest rates on construction loans and permanent financing, I
would be in a better position financially to relocate the mobile home
and increase my investment, than I would be if I were to plan construction
on housing. Therefore, I plan to place the mobile as permanent single
family housing as a principle residence until such time it is ecconomically
possible to build or sell the property. The mobile home is just over
three years old and in good condition, and will have skirting placed
around the bottom. I am sure that it will be an improvement rather than
leaving the land vacant to grow into weeds as it has in the past.
I agree to comply to all Weld County requirements necessary to properly
place the mobile home, and install all of the necessary septic and
water lines in accordance with building codes and Health Department
regulations .
Sincerely,
Ervin E. Packer

Dear Sirs :
In response to your request that I furnish proof of water availability,
I am enclosing a copy of a varification letter from the Aristocrat
Ranchettes Water Board. I had my water meter installed last year when
the Water Board required that all people holding memberships install
a meter or loose their ability to have one installed at their conven-
ience. I have been paying a monthly minimum charge since that install-
ation took place. My intentions are to hire LeRoy Scuffham to dig the
water trench and install the water line according to Weld County require-
ments upon receipt of your approval to move in and place the mobile home.
I also intend to hire LeRoy Scuffham to install a 1000 Gal. capacity
Septic tank with 600 linear feet of leech field upon that same approval.
Mr. Scuffham has in the past done many of the Septic and Water line
installations in the area and will comply with all Health Department
Regulations and recommendations. I will apply for permit upon approval
from your department.
Please contact me if you need any additional information.
Sincerely,
Ervin E. Packer
