If a question does not pertain to your use, please respond with "not applicable", with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The property is currently used to compost animal manure and green wastes in windrows involving the standard treatment/blending technologies. It is currently permitted by Weld County and The Colorado State Department of Public Health and Environment as a Class 3 Composting Facility. The request for the Amended Use by Special Review is to change the facility from a Class 3 facility to a Class 1 facility with a certificate of designation. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22. Chapter 22 of the Weld County Code allows for Agricultural use of the property. Composting and recycling of manures, carbon sources and organic materials should be considered to be an agricultural support facility. 3. Explain how this proposal Is consistent with the Intent of the Weld County Code, Chapter 23 and the zone district in which it is located. The use is consistent with the Weld County Comprehensive plan through the preservation, enhancement and growth of agriculture. Efforts to preserve productive agriculture land include the maintenance, enhancement and growth of a viable, profitable, agricultural business. The proposed site is not located within a geologic hazard zone or airport overlay zone. The property use is necessary in Weld County to preserve the agricultural economic base historically attributed to the area. 4. What types of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The surrounding properties are devoted to irrigated cultivation or dry land pasturing of livestock. The composting of organic materials is an agricultural support activity which is consistent and compatible with surrounding land uses which are also agriculturally oriented. 5. Describe, in detail, the following: a. How many people will use this site? 3-5 people will be operating the composting site. Truck drivers associated with shipping and receiving will also use the site. b. How many employees are proposed to be employed at this site? 3-5 employees will operate this composting site. n c. What are the hours of operation? Hours of operation are sunrise to sunset up to seven (7) days per week. Shipping and receiving will not occur on Sundays. d. What type and how many structures will be erected (built) on this site? No permanent structures will be built on-site other than the necessary ponds, pads and environmental or nuisance controls. e. What type and how many animals, if any,will be on this site? None f. What kind (type, size, weight) of vehicles will access this site and how often? Tandem trucks (12cy)and tractor/end dump trailers (18cy), 60-80,000 GVW. g. Who will provide fire protection to the site? Platteville Fire Protection District h. What is the water source on the property? (Both domestic and irrigation). A domestic well is available for use on this property. Drinking water for employees will be bottled water. i. What is the sewage disposal system on the property? (Existing and proposed). None exists and none is proposed. There is currently a restroom facility in the shop/office. Additional on-site facilities can be serviced with port-a-potties. j. If storage or warehousing is proposed, what type of items will be stored? Storage of materials for processing and finished product will be stored on-site. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Dryland pasture grass has been seeded along the west and north berm walls. No other landscaping is planned. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. n Upon termination of the Use by Special Review activity, the site will be returned to dryland pasture by discing and harrowing the surface and using a seed drill to plant a dryland pasture seed mix. A bond for financial assurance for site restoration is posted with the Colorado Department of Public Health and Environment n n 8. Explain how the storm water drainage will be handled on the site. The surface glow gradient is southeast to northwest with an average slope of 3%. A soil berm wall 18 inches high and 6 feet wide will be constructed along the west side of the property and inside and adjacent to the existing private road which runs parallel to the west boundary. The length of the west berm wall is +/- 2,640 feet. Additionally a similar berm wall 18 inches high and 6 feet wide has been constructed along the north end of the property on the south side of the existing barbed wire fence. The length of the north berm wall is+/- 1,000 feet. The calculated "effective containment volume of the berm wall structures is estimated to be 960,000 cubic feet based on a water retention "area" created by the berm walls in the northwest corner of the property with the dimensions of 800' Lx 800' Wx1.5' H. This estimated retention volume capability represents 22.03 acre-feet of water. The property's 25-year rainfall runoff is estimated at 3.02 inches (based on 5 CCR 1002-81 charts and data). The total rain runoff potential for this property (based on the CCR data) is 660,000 cubic feet (2,640' x 1000' x 0.25') or a calculated 15.15 acre-feet of runoff volume. The berm wall therefore represents a storm water capacity of 145%. Please refer to the attached Storm Water Containment System Plat attached to this questionnaire. 9. Explain how long it will take to construct this site and when construction and landscaping Is scheduled to begin. The grass seeding on the berm wall and the contouring of the west one-half of the USR permitted property is currently in place. 10. Explain where storage and/or stockpile of wastes will occur on this site. No other wastes will be stored or stockpiled on this site. Compost Feedstock Types (14.1.4) The proposed facility intends to receive, treat, and compost Type 1, 2 and 3 feedstocks. Type 1 feedstocks are "agricultural crop residues, manure, and untreated wood wastes source separated yard,paper and green wastes". Type 2 feedstocks are "animal material and source separated food wastes. "Type 3 feedstocks are "Biosolids, solid waste,processed solid waste and sludges. " Facility Classification (14.1.5) The proposed facility is a Class I composting facility: • Type 1, 2 and 3 feed stocks may be received which include agricultural crop residues, manure, untreated wood wastes, source separated yard, paper and green wastes, animal material and source separated food wastes, Biosolids, solid waste, processed solid waste and sludges. • Feed stocks from several generators may be accepted for processing • A Certificate of Designation is required • Financial assurance as defined in Subsection 1.8 is required. (See page for financial assurance) Minimum Standards of Operation for All Composting Facilities (14.2) Section 14.2.1 (A)The facility controls surface water flowing onto the site by a series of ditches and/or berms located along the upgradient boundaries of the composting areas. The run on water is directed around the facility and will not be contained within the stormwater containment structure. The stormwater from the composting site that has been in contact with raw composting material or compost in various stages is collected in a stormwater containment structure located in the northwest corner of the composting site. The stormwater structure is installed and designed to contain stormwater from a 25-year, 24-hour storm event subject to AgPro Environmental Services,LLC Your "Pro Ag"Environmental Professionals 11 r-� the runoff factors applied to the surface texture, contour and slope of the compost drainage area. The stormwater structure is lined with impermeable material and designed to limit seepage to a maximum seepage rate of 1 x 10 _5 `"'/sue Containment and liner construction was conducted under the supervision of a Registered Professional Engineer in the State of Colorado. The liner was tested in place and results of the liner certification submitted to the Colorado Department of Public Health and Environment. Installation reports, engineering reports and survey information is included. Additional storm water construction standards, specification and testing procedures are outlined in the Section "Description of Surface Water Control System". (B) The facility controls onsite and offsite nuisance conditions such as noise, dust, odor, flies and windblown debris by best management practices outlined in the nuisance management section of this operations plan. (C) Offsite water pollution is prevented by control structures to prevent run-on and to contain runoff are included in detail in this plan. Additionally, three groundwater-monitoring wells are installed and used to monitor the groundwater surrounding the composting site. Groundwater is monitored quarterly according to protocol outlined in the groundwater monitoring Section 14.4.4. (D) Gates, signs and fences to prevent illegal dumping at the facility are used to control access. Additional details regarding site access control are outlined in the following sections of this plan. Record keeping and Annual Reporting Requirements (14.2.2) (A)The proposed Class I facility will submit, annually on May P of each year, a report to the CDPHE and Weld County providing the total cubic yards of material received at the facility during the previous calendar year including by type: (1) The quantity of finished product used onsite, sold, or distributed offsite. (2) The quantity and type of feedstock and bulking materials received, processed and remaining onsite. (3) The quantity of finished compost remaining on site. This compost hard pan residue will be removed from the site and also incorporated into adjacent fields by plow cultivation similar to paragraph 1 above. 3) Stormwater and Containment Structures: Any stormwater accumulation in the stormwater containment structure will be dewatered onto adjacent farmground in an agronomic manner according to Colorado State University, Cooperative Extension fertilization recommendations. Residual solids accumulations in the structure will be removed and land applied along with the surface soils from the composting areas as outlined in paragraph 2 above. A laser leveling instrument will be used to tie in the re-contoured areas with original grades and contours. 5) Re-Seeding of Disturbed Surface Area: The disturbed surface area will be prepared by disking to produce a seedbed. A dry land grass pasture mix including a winter rye or oats cover crop seed will be drilled into the prepared seedbed. The newly seeded area will be fenced off from use for a time period adequate to allow the grass seed to germinate and become established. We estimate the total cost for implementation for the closure of the proposed facility as outlined above is $9,000.00. Currently, windrows and turning equipment creates a windrow of approximately 12 feet wide by 4 feet high. However, as the business progresses, a larger machine may be purchased or windrows may be started and turned with loaders. Raw material will be stockpiled a maximum of 72 hours before introduction into the composting process. All other inert bulk materials will be stockpiled in the same area and stored until needed for the composting process. All raw materials received will be from known contracted sources. No random, unsolicited or general public "drop-off' materials will be accepted at the site. All material shipped to the site will be on tarped trailers. Windrowing/Bulk Material Blending Procedures: Raw materials will be placed in windrows in a dimensional pattern consistent with the turning machine. Windrows will be approximately 10 to 20 feet apart. Bulk materials and/or water will be added to the compost pile in accordance with industry composting standards and based on the initial analysis and composition of the raw materials and bulking agents in combination. Stormwater accumulation in the containment structure may be used when available as a water source for the composting operation. The composting area and spaces between the compost will be maintained and leveled for appropriate drainage with a pull-type scraper. Processing, grinding and preparing raw material will occur in the receiving area adjacent to the stormwater containment pond. Future plans include construction of a concrete pad in the receiving area for processing, grinding or mixing of materials. For bio-security purposes, trucks delivering raw product may be washed before leaving the site. Truck washing will occur adjacent to the stormwater pond in the receiving and processing area. es, Wash water from truck washing operations will be re-used in the composting process and applied to windrows via water tanker trucks and or trailers. For additional details on "Pathogen Reduction" guidelines described in Section 14.5.4 and STROMO management procedures adopted to comply with this regulation, please refer to references to Sections 14.4.4(A) and 14.4.4 (B) in this plan. Description of Site Security Barriers & Procedures (14.4.2(F)) The entire compost site is surrounded by a barbed wire fence to prevent livestock from entering the site or persons from driving directly into the site. A soil barrier and diversion berm and ditches direct and contain the flow of surface runoff to the northwest corner of the site or redirect run on water around the site. Access to the site will be limited to one steel entrance gate located at the southwest corner of the site on an existing road which will be kept locked at all times. A steel double gated entrance is located at the northwest corner of the site and the terminus of the access road that runs along the west side of the site the entire length of the property. An exit access will be created in the north central portion of the site to facilitate better traffic control and bio-security. No public access to the site will be allowed. The run on water is directed around the facility and is not contained within the stormwater containment structure. Run on controls are sized to divert run on water from up to a 25-year, 24-hour storm event around the composting facility and containment structure. The stormwater from the composting site that has been in contact with raw composting material or compost in various stages is collected in a stormwater containment structure located in the northwest corner of the composting site. The stormwater structure is designed to contain stormwater from a 25-year, 24-hour storm event subject to the runoff factors applied to the surface texture, contour and slope of the compost drainage area as outlined in the Natural Resources Conservation Service, Service Manual Field Guide, Section 4; Hydrology. The stormwater structure is lined with impermeable clay, bentonite or other acceptable material and designed to limit seepage to a maximum seepage rate of 1 x 10-5 ""/sue Containment and liner construction.was conducted under the supervision of a Registered Professional Engineer in the State of Colorado. The liner was tested in place and results of the liner certification submitted to the Colorado Department of Public Health and Environment. Stormwater collected in the containment system will be dewatered within 15 days to a level necessary to hold a complete 25-year, 24-hour storm event. Earth Engineering Consultants, Inc. (EFC) had a flexible wall permeability test run as outlined in their attached letter. The results of that test showed a permeability factor(k)of 1.5 x 10.6 cm/second. Utilizing this permeability factor,the 18-inch liner thickness installed and Darcy's Law results in a total head that can exist and meet the specification of 1.0 x 10- cm/second is 8.5 feet. (EEC)personnel have completed the final sampling and permeability testing of the runoff storage lagoon at the Stromo LLC composting site in Weld County, Colorado. An outline of the testing completed as a part of that project along with the laboratory test results are provided with this report. As outlined in our report dated May 8, 2002,EEC personnel completed field density testing at the new runoff storage lagoon at the referenced site. The final test results met the project compaction requirements of at least 95% of the materials maximum Proctor dry density. In June 2002,relatively undisturbed samples of the existing lagoon liner materials were collected in the field by EEC personnel. Those samples were hand delivered to the Knight Piesold laboratory in Denver for laboratory flexible wall permeability testing.
