Dear Mr. Commissioner of Weld County, CO.,
In the month of February of the year 2003 you approved a permit to a business owner by
the name of Ruben Rodriguez for a liquor license. This was for to a new establishment in Fort
Lupton, Colorado, called "La Marabilla Restaurant Bar". Mr. Rodriguez, like any other business
owner, is willing to do everything and anything in his power to get the liquor license for his
new establishment to be a success.
I lament to inform you that when Mr. Rodriguez presented to you his document portfolio
to obtain the liquor license, he gave you invalid documents. I say invalid because the
documents consisted of a forged signature. He showed you a lease contract signed by Manuel
Manriquez, Jose de Jesus Silva, and himself Ruben Rodriguez. Because Mr. Silva never agreed
with this matter, he decided not to sign the contract. Offended and disappointed Ruben
Rodriguez persisted with this matter and signed the name of Jose de Jesus Silva with out
Mr. Silva's consent. As proof that what is stated here is true, in that same portfolio of
documents that is in Mr. Rodriguez's possession you will also find other former contracts with
Mr. Silva's original signature, you will then note that the signature in the new documents is
definitely forged.
During your process for approval of the liquor license, Mr. Rodriguez also had to present
documents regarding tests for water contamination in the business establishment; these
documents were also altered by Mr. Rodriguez. Because of safety issues and procedures Mr.
Rodriguez was approved for a maximum capacity of 350 people per night at "La Marabilla
Restaurant Bar". He has also deceived this demand and it has been witnessed that on weekends
he welcomes from 700 to 800 people per night. You can also prove that yourself by visiting "La
Marabilla Restaurant Bar" on a late weekend night.
Mr. Rodriguez has also always denied that he was ever the owner and/or was ever
involved with an establishment and/or business known as "Romance Night Club". He was one
of the owners of this nightclub the entire time. In all contracts concerning Romance Night Club
Mr. Rodriguez is listed and had always signed as one of the owners. Mr. Rodriguez is trying to
avoid all and any negative evidence of what happens in his new establishment so that he will
not have any problems when it is time to renew the liquor license for the upcoming year.
Finally, to make things even worse he has a colleague of his working with him. This
person's name is "Clint" and he is a "Sheriff". When Clint is off duty he helps Mr. Rodriguez
with anything that is at his reach, like to hide all and any negative evidence of anything that can
complicate the process of him renovating his license the upcoming year. For his help Clint gets
paid a good sum of money (paid cash) from Mr. Rodriguez.
On my behalf this is all I have to say. I hope that this information has helped you in
some way. And I hope there is something to your reach that you can do so that this man and
his accomplices stop deluding the maximum authority of Weld County Colorado. Thank You

2000 and concerning the premises located at 13015 WCR#16 Fort Lupton, Colorado, 80621
First Amendment to Business Lease is to extend the Contract of this Lease from October
I, 2001 to November 10, 2005,
Second Amendment Ruben J. Rodriguez, Manuel Marquez, Jose de Jesus Silva
(Landlord's)the parties agree to remodel the premises to accommodate the Restaurant, and
invest an equal amount of money on equipment.

Re: Renewal for La Maravilla Restaurant Hotel
and Restaurant Liquor License
Dear Ms. Vigil:
This letter is in response to your faxed inquiry regarding the renewal of the Hotel and Restaurant
License for the La Maravilla Restaurant located at 13015 WCR 16, Fort Lupton, Colorado
80621.
The renewal of the liquor license has been set for a show cause hearing on July 19, 2004. The
licensee, RJML, LLC, submitted its renewal application on February 3, 2004. The matter was
not considered by the Board of County Commissioners until April 12, 2004, because issues
regarding the facility's septic system and water system were to be addressed at that time. On
April 12, 2004, the Board of County Commissioners set the matter for a renewal hearing
(considered according to the Weld County Code to be a"show cause hearing") for July 19, 2004,
to consider whether or not to renew the license. A copy of the Board's Resolution is enclosed.
