The 9.7-acre master plan area is located south of Windsor's central business district, east of Weld County Road 17, and adjacent to the existing community of Water Valley South. The future development will include a clubhouse/restaurant and the majority of the parcel will be designated as open space area. The open space will remain undisturbed and serve as a buffer between the adjacent residential communities. The restaurant/clubhouse will meet the community need for a quality establishment. The land use depiction of the property according to the Town of Windsor Land Use Map is High Density Estate Single Family Residential (E-2). Taking into consideration the proposed uses and the fact that the adjacent properties are zoned RMU, we feel that a RMU land use depiction is more appropriate than E-2. We propose two points of access along County Road 17, which will be sufficient to service the proposed restaurant/clubhouse. We believe that Water Valley Ridge will be a nice addition to the existing developments in the area. The designated open space will allow for the preservation of views and a "green"buffer. The proposed restaurant/clubhouse with its advantageous location and great views will be a valuable amenity for the Town of Windsor and the surrounding communities.
