RE: SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW PERMIT#1445
FOR THE STORAGE OF CONSTRUCTION/FABRICATION MATERIALS IN THE
A(AGRICULTURAL)ZONE DISTRICT-HIGH BALL ERECTORS, LLC/CLIFF TROSTEL
A public hearing was conducted on January 21, 2004, at 10:00 a.m., with the following present:

The following business was transacted:
I hereby certify that pursuant to a notice dated December 31, 2003,and duly published January 8,
2004, in the South Weld Sun,a public hearing was conducted to consider the request of High Ball
Erectors, LLC/Cliff Trostel for a Site Specific Development Plan and Use by Special Review
Permit #1445 for the Storage of Construction/Fabrication Materials in the A (Agricultural) Zone
District. Lee Morrison,Assistant CountyAttorney,made this a matter of record. Jacqueline Hatch,
Department of Planning Services, presented a brief summary of the proposal and entered the
favorable recommendation of the Planning Commission into the record as written. She gave a brief
description of the location of the site and surrounding uses. Ms. Hatch stated 15 referral agencies
reviewed this proposal, seven responded with comments that have been addressed through the
Conditions of Approval and Development Standards,and two responded and indicated they have
no comment. She stated no response was received from Adams County, Broomfield County,the
Union Pacific Railroad, School District RE-8, Division of Wildlife, or the Colorado Oil and Gas
Commission,and staff received no correspondence from surrounding property owners. Ms. Hatch
displayed photographs of the area,and stated the site has been significantly cleaned and improved
since the time of the photographs.
Char Davis,Department of Public Health and Environment,stated Development Standard#17 does
not apply and should be deleted.
Donald Carroll, Department of Public Works,stated the main access is from Weld County Road 6,
which is classified as a collector status road, with an average of 1,300 vehicles. He stated Weld
County Road 11 is west of the site, with an average of 100 vehicles, and has been annexed by
Broomfield. Mr.Carroll stated the Department of Public Works has included Conditions of Approval
and Development Standards regarding circulation and off-street parking that must have adequate
gravel surface for heavy traffic and to address stormwater drainage.

Chair Masden advised the applicant's representative,Bob Rickard of Flatirons Surveying, Inc.,that
he has the option of continuing this matter to a date when the full board will be present. However,
if he decides to proceed today, it will require three affirmative votes, or in the case of a tie vote,
Commissioner Geile will listen to the record and make the determining vote. Mr. Rickard indicated
he would like to proceed today. He stated they have reviewed and concur with the Conditions of
Approval and Development Standards,and they will complete the necessary paperwork and plans
for this permit. He further stated the applicant has done a lot to clean the site, and this permit will
bring the site into conformance.
No public testimonywas offered concerning this matter. In response to Commissioner Masden,Mr.
Richard stated he and the applicant have reviewed and concur with the Conditions of Approval and
Development Standards, as well as the deletion of Development Standard #17.
Commissioner Vaad moved to approve the request of High Ball Erectors,LLC/Cliff Trostel for a Site
Specific Development Plan and Use by Special Review Permit #1445 for the Storage of
Construction/Fabrication Materials in the A (Agricultural) Zone District, based on the
recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record and the deletion of Development
Standard #17. The motion was seconded by Commissioner Long. Commissioner Masden
commended the applicant for working with staff to bring the site into compliance. There being no
further discussion, the motion carried unanimously and the hearing was completed at 10:30 a.m.
This Certification was approved on the 21st day of January 2004.
