RE: Final Plat of Ness RV Park USR#1431.
Dear Mr. Gathman;
Please find attached a copy of the revised USR#1431 plat for the Ness RV Park. Per our
discussion, we have moved the RV parking pads out of the floodplain to eliminate the flood
hazard permit requirement. I will deliver a signed Mylar plat with these revisions upon your
approval.

I spoke Marlin today (5-25-04) to inquire about what his plans are for the bathroom (connect to City or remove
facilities) . He said he is in the process of connecting to City of Greeley sewer. This should be completed this
week.
Condition 1 D. Abandonment of Septic system/connection to City Sewer. This condition has been resolved and
can be removed.

Pam,
The septic tank is connected to the garage. It is located south and east of the house.
Mr. Ness says that there is construction on 28th Street suggested you take the bypass exit.
He plans to have the tank pumped today (Wednesday) and hopes to fill it in with dirt today also. He said he would
not cover it until you have inspected it. Please let him know that you have inspected it.

Pam or Steve,
This is the RV Park in Greeley. Mr. Ness has an unpermitted Septic for his garage. He also has a sewer line
running thru his property within 400ft. One of my conditions requires that he abandon his septic system. He
would like someone to verify this process. I am not certain he knows how to do this. I asked him if he was going
to remove the tank or fill it with dirt. He said he didn't know where the tank or field was. He may think that
disconnecting the line from the house is sufficient.
Can either one of you verify this to make sure it is done and done correctly? I don't want this to become an
issue like one of my other cases. Help Thanks, Char

RE: Final Plat of Ness RV Park USR#1431.
Dear Mr. Gathman;
As you know the USR application was approved, by the Board of County Commissioners
(BOCC), for the Ness RV Park east of Greeley. Attached are the items required for recordation
of the USR plat.
1.A. The plat is labeled USR-1431.
1.B. No buildings/structures are to be located in the floodplain.
1.C. As described in our letter dated April 14, 2003, The only new landscaping (screening
plan) proposed for this site is a 6-foot privacy fence along the west property line, and is shown
on the USR plat. The existing house has significant landscaping. There is also extensive
vegetation along the South Platte River, which will be maintained.
1.D. Mr. Marlin Ness, the owner, will connect the garage restroom to the City of Greeley
sanitary sewer service, which currently services the House.
1.E. We have received an email from Gloria Hice-Idler, CDOT, approving this USR. A copy
of this email is attached.
I.F. We have addressed the Union Colony Fire/Rescue Authority's comments from their letter
dated 6-10-03. We have widened the roadways to a minimum of 20-feet with an all-weather
surface. Any structures, which may be built in the future, will adhere to current fire flow codes.
There are no proposed locked gates for this site. The RV Park and storage is located a minimum
of 400-feet from any oil & gas facility.
1.G. We have addressed the City of Greeley comments from their letter dated 6-16-03. Once
1/6`h contiguity is established for this property, the owner may proceed with annexation into the
City of Greeley. No RV pads are located on top of the sanitary sewer easement.
1.H.1 The development Standards, as approved by the Board of County Commissioners dated
January 28th, 2004, will be adhered to for this site.
1.H.2 Direction arrows are provided on the USR plat for one-way traffic.
1.H.3 Adequate turning radiuses of 50-foot are provided as described by AASHTO Design of
Highways and Streets.
1.H.4 No new plantings are proposed for this USR. The existing house has significant
landscaping and there is extensive vegetation along the South Platte River. A 6-foot privacy
fence along the west property line will be provided.
1.I We have addressed the Colorado Division of Wildlife comments from their letter dated 6-
6-03. The construction area is in a low impact area for wildlife. Fencing will not inhibit wildlife
corridors. Future users will be informed that hunting takes place in the area. Trails will not be
constructed in riparian areas along the river. Rules will be enforced to prohibit dogs and cats
from running free. Noxious weeds will be maintained on the site. Subsequent conversations
with DOW and Weld County, has established that there is no impact to endangered species for
this USR.
1.J We have addressed the Weld County Sheriff's comments from their letter dated 7-13-03.
The sheriff's office has no concerns with this USR.
1.K Attached are two (2) paper copies of the USR-1431 plat for review.
2. A Mylar copy will be provided upon approval of the paper plats.
3. Attached is a digital copy of the USR-1431 plat in .dwg format.
4. Proper Building permits shall be applied for, and approved for, the RV pads. _
5. No activity shall occur until the USR-1431 plat is ready to be recorded. ;

I think I've finally received the information I needed from Mr.Ness'representative regarding traffic. Based upon that
information,°DOT will not require any highway Improvements to the frontage road,but will require an access permit be
obtained.
les important that Mr. Ness be made aware that at some future date,the access to US 34 will be limited to a 3/4 access.
Left-ins from US 34 will be allowed as will right-ins and right-outs. Left turns off of the frontage road onto US 34 will be
prohibited.
