The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter, Tuesday July 20, 2004, 6:30 p.m., at Weld County
Centennial Center, 915 10`" Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Douglas Rademacher.
Vice President Chip Marks, Councilman Dwaine Kurtz, and Councilman Mitchell Martin
were present, constituting a quorum of the members. Councilman Will Sander arrived
at 6:40 p.m. Also present: Tom Pettit; Weld County Health Department personnel
Shelly Donahue, Gaye Morrison, Heidi Musil, Griselda Archuleta-Still, and the Council
secretary, Bev Thomas.
REVIEW PROGRAM: Ms. Shelly Donahue, Weld County Health Department
Abstinence Educator, presented a summary of the Department's high school Wait
Training assemblies. Ms. Donahue also explained Wait Training teacher training
programs, and the use of the programs in the majority of Weld County's school districts.
Ms. Griselda Archuleta-Still told the Council about the Health Department's abstinence
education focused on quinceaneros celebrations. Ms. Donahue thanked Council
members for Weld County's financial assistance to Waif Training.
AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed.
APPROVAL OF DOCUMENTATION:
June 15, 2004 Council Meeting
A motion was made by Councilman Dwaine Kurt to approve the June 15, 2004 Council
meeting minutes. The motion was seconded and carried.
Second Quarter Report to the People
Councilman Dwaine Kurtz made a motion to approve to approve the second quarter
Report to the People. The motion was seconded and carried.
PUBLIC COMMENT: President Douglas Rademacher welcomed Mr. Tom Pettit to the
meeting. Mr. Pettit expressed an interest in petitioning to run for the Weld County
Council.

NEW BUSINESS:
PRELIMINARY DISCUSSION RE: SALARY SETTING
Council reiterated its time line for Commissioners' salary setting: salary setting at its
August meeting with a final vote on Commissioners' salaries for 2007 and 2008 in
September. President Douglas Rademacher urged members to come to the August
Council meeting with specific salary recommendations.
COUNCIL MEETING 2004 REVIEW PROGRAMS
Councilman Dwaine Kurtz will arrange a review program for the Council's October
meeting, and Councilman William Sander will plan the November review program.
CORRESPONDENCE
President Douglas Rademacher noted a letter received from County Clerk and
Recorder Steve Moreno affirming a five-signatures-per—page Weld County Designation
Petition form.
PAYMENT OF THE BILLS
Vice President Chip Marks made a motion that was seconded and carried to pay the
following bills:
Mileage for Councilman Chip Marks $29.82
Mileage for Councilman Mitchell Martin $22.72
Mileage for Councilman Douglas Rademacher $19.88
Nelson's Office Equipment-Printer Cartridge $35.68
Postage Reimbursement to Bev Thomas $19.18
ADJOURNMENT: The meeting was adjourned at 8:00 p.m.
