During the summer of 1983, a task force was appointed by this Board consisting of the Presiding Judge of the Eighth Judicial District, three heads of law enforcement agencies, Director of Larimer County Social Services, Director of Larimer County Youth Services, Chief Probation Officer of the Eighth Judicial District, member of the District Attorney's Office and a member of the Board of County Commissioners. The task force implemented a detention screening process for a period of four months. The date reflected approximately one hundred admissions to the Larimer County Detention Center during this period. Considering this information, it becomes apparent the Northeast Quadrant of our state is in need of a secure youth-holding facility. This point is even more pronounced when the popula- tion growth projections are considered. We understand the great demands placed upon the Division of Youth Services. However, a regional holding facility for the eight northeast counties would serve your objectives as well as those of this jurisdiction. Please give this your earnest attention.
