SUBJECT: AmUSR-1276, Stromo, LLC
The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the purview of the
Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Our comments and
requirements are as follows:
COMMENTS:
Access to the existing facility will be from WCR 30. The Weld County Transportation Plan Map identifies this segment of
road as a collector status road, which requires an 80-foot right-of-way at full build-out. There is presently a 60-foot right-
of-way. This road is maintained by Weld County.
Access to the existing facility is south of WCR 30 on the west 30 feet of the section line to the Stromo property.
- ur traffic records indicate that the traffic count reflects 239 vehicles in a 24-hour period utilizing WCR 30 at this location.
The access from WCR 30 has an adequate sight distance in both directions to accommodate access from the section line.
There is an oil tank battery south of the road, but it does not restrict the sight distance at the intersection. The existing
gravel road to the composting site is wide enough to accommodate two-way traffic.
REQUIREMENTS:
Access: The access road adjacent to the section line is in good condition, but shall be graded and drained to provide an
all-weather access to the facility. Additional gravel shall be placed as needed.
Right-of-Way: The applicant shall indicate on the plat the 30 feet of exj(isting right-of-way on the west and south section
line adjacent to the Stromo property. This right-of-way was reserved ttJough the 1889 Resolution.
Storm Water Pond: No storm water ponds or structures shall be placed on rights-of-way adjacent to any section lines.
Shift or relocate your storm water drainage pond to accommodate the existing right-of-way.
Storm Water Drainage: I refer the storm water drainage to the Department of Health and Environment as it deals with
animal waste units.
Heavy Hauling: In the questionnaire, Item No. 5 (F) What kind, type, size, weight of vehicles will be accessing this site
and how often? The applicant's response was tandem trucks and end dump trailers. Additional information on how often
and quantity of trucks that will be utilizing the facility on a daily, weekly, or monthly basis. Additional requirements may be
necessary if the volume is high.

Dear Mr. Anderson,
I have received and reviewed the Use by Special Review Permit application for Stromo, LLC,
Case Number AmUSR-1286, for their composting facility east of Platteville. In addition, a site
inspection was made to view the facility and surrounding properties.
This facility is currently composting solid waste from a nearby Confined Animal Feeding
fa` Operation. The application to change from a class 3 to a class 1 operation will provide them with
expanded opportunities that will be of greater service to the agricultural community.
Weld County Extension has no objection to this proposal. If there are any questions,please do

Re: Certificate of Designation Application for Class I Composting Facility

Dear Mr. Smith:
The Hazardous Materials and Waste Management Division(Division) of the Colorado Department of Public
Health and Environment received a Design and Operations Plan(DOP) on November 27,2002 from StroMo,
LLC to change its operations from a Class III(current statues)to a Class I composting facility. The DOP
application has been submitted in order to obtain a Certificate of Designation for a Class I composting facility.
In accordance with Colorado's solid waste statute 30-20-103, CRS, et seq. a preliminary completeness review of
the application is required. The Division has completed its initial review of the application. In the judgement of
the Division, the application is complete. The Division will now begin its formal technical review of the
application.
Please note that it is not the intent or purpose of a preliminary completeness review to imply anything concerning
the final approval of a proposed site and facility. Also,the Division may request additional information in order
to clarify aspects of the proposal.
