The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter, Tuesday, March 16, 2004, 6:30 p.m., at Weld County
Centennial Center, 915 10`h Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Douglas Rademacher.
Vice President Chip Marks, and Councilman Dwaine Kurtz, were present constituting a
quorum of the members. Councilman Mitchell Martin arrived at 6:35 p.m. Councilman
Sander was absent. Also present at the meeting were: County Clerk and Recorder
Steve Moreno, Deputy Clerk and Recorder Debbie King, Elections Manager Rudy
Santos, Thomas King, Joyce Moreno, and the Council secretary, Bev Thomas.
REVIEW PROGRAM: Vice President Chip Marks introduced County Clerk and
Recorder Steve Moreno who summarized the statistics of the November 2003 election
including necessary precinct splits. Mr. Moreno, with the assistance of his staff
members, Mr. Rudy Santos and Ms. Debbie King, covered the following topics: yearly
information luncheon with Weld County's municipal clerks; County Clerk and
Recorder's information-laden web page; the absentee ballot application process; an
election judge training video; high school student election judges; a Fair Campaign
Practices Act Workshop; Direct Recording Electronics; education regarding voter-
identification requirements; and the Weld County Council petitioning process.
After a five-minute break, the meeting resumed at 7:44 p.m.
APPROVAL OF MINUTES: A motion to approve the February 17, 2004 Council
minutes was made, seconded, and carried.
PUBLIC COMMENT: There was no public comment.
COORDINATOR REPORTS: President Douglas Rademacher reported on the
February 23, 2004 Elected Officials meeting.
PAY BILLS: A motion carried to approve the bills as listed below was made,
seconded, and carried.
