SITE SPECIFIC DEVELOPMENT PLAN AND USE SPECIAL
REVIEW (USR) QUESTIONNAIRE
The following questions are to be answered and submitted as part of the USR application. If a
question does not pertain to your use, please respond with "not applicable", with an explanation
as to why the question is not applicable.
1. Explain, in detail the proposed use of the property.
Rocky Mountain Oil Tools currently uses the property for outdoor and indoor storage of
oilfield equipment. The Board of County Commissioners approved a Site Specific
Development Plan and Special Review permit for Mineral Resource Development
facilities including Oil and Gas Support Services (storage and repair of down hole oil
field tools) by Resolution adopted on June 2, 1999. This request for an amendment to
the approved USR is for the addition of a 9,000 sq. ft. warehouse needed to support the
business. It also identifies possible future additions to the site including an office and
additional warehouse.
2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
22.
The proposal is consistent with the intent of the Weld County Code by following the
necessary steps to request an amendment to the existing approved Special Review
#1216 and, by operating under specific Conditions of Approval and Design standards to
ensure adequate health, safety and welfare of the inhabitants of the site, neighborhood
and Community.
The Weld County Comprehensive Plan state "preserve prime farmland for agricultural
purposes which foster economic health and continuance of agriculture". This parcel is
not a farmable piece of property and therefore no farmland has been taken out of
production.
3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter
23 (zoning).
The proposal is consistent with the Agricultural Zone District which allows for Oil and
Gas support and service facilities with an approved Use By Special Review.
4. What type of uses surround the site? Explain how the proposed use is
consistent and compatible with surrounding land uses.
The surrounding area consists of existing agricultural uses and several residences. The
approved Special Review #1216 operates under specific Conditions of Approval and
Design standards to ensure the adequate health, safety and welfare of the inhabitants of
the neighborhood and the Community. The proposed uses are consistent and
compatible with the approved USR and future development of the surrounding area.

5. Describe, in detail, the following:
a. How many people will use this site?
There are three office employees and four field employees. No visitors to
the site are anticipated.
b. How many employees are proposed to be employed at this site?
No additional employees are proposed with the addition of the warehouse.
c. What are the hours of operation?
The hours of operation 7am-5pm Monday thru Friday.
d. What type and how many structures will be erected (built) on this site?
This application proposes one additional 9,000 sq. ft. building that will be
similar in size and design to the existing building. This application also
depicts a long range plan for any possible future additions. Because this
plan represents a master plan at what the next ten years may bring,
additional site specific engineering documents and elevations will be
gathered at the time the future improvements are proposed to be built.
e. What type and how many animals, if any, will be on this site?
No animals will be onsite.
f. What kind (type, size, weight) of vehicles will access this site and how
often?
3/4 Ton pick-ups access this site intermittently.
g. Who will provide fire protection to the site?
Platteville Fire Department provides fire protection to the site.
h. What is the water source on the property? (Both domestic and irrigation).
On-site well. State of Colorado Well Permit Number 210958.
What is the sewage disposal system on the property? (Existing and
proposed.)
An on-site septic system currently serves as the sewage disposal system
on the site and there are no changes to this system proposed. In addition,
no sewage disposal systems are proposed with the addition of this
proposed warehouse. The proposed warehouse will not have plumbing.
6. Explain the proposed landscaping for the site.
The proposed landscaping closely resembles the existing landscaping in order to
achieve uniformity throughout the site. All plantings proposed will be native and
every effort to choose drought tolerant species will be made.
7. Explain any proposed reclamation procedures when termination of the Use by
Special Review activity occurs.

8. Explain how the storm water drainage will be handled on the site.
See attached storm drainage report dated July 31, 03.
9. Explain how long it will take to construct this site and when construction and
landscaping is scheduled to begin.
Construction is to begin upon approval of the amendment and is expected to last
approximately 90-120 days.
10. Explain where storage and/or stockpile of wastes will occur on this site.
