The property named is within the boundaries of the Mountain View Fire Protection District and receives service from the District. The Fire District does not object to the request to build the building additional shooting ranges and buildings provided the requirements of the Fire District can be met. Based on my review, I have the following comments regarding the project: • Buildings shall be designed and constructed in accordance with the provisions of the Uniform Fire Code, as ratified by the Weld County Commissioners, and all other applicable codes and ordinances, as enforced by Weld County. • In accordance with Section 903.2 of the Uniform Fire Code, an approved water supply capable of supplying the required fire flow for fire protection shall be provided to all premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. A minimum fire flow of 1,500 gallons of water per minute, measured at a residual pressure of 20 pounds per square inch (p.s.i.), is required and may require more depending on the building size and type of construction as per Appendix III-A of the Uniform Fire Code. All hydrants used to meet the required water supply shall be within 450 feet of buildings as measured along approved fire apparatus access routes around the exterior of the building. The materials submitted indicated that water supply was not needed; however, this is not the case. Before final approval may be given for the construction of any new buildings, a site utility plan must be submitted to the Fire District for review and approval. The site plan must show the location of proposed fire hydrants, the size of water mains, and available fire flows to the fire hydrant(s). • Fire apparatus access will need to be provided to the buildings so that fire apparatus may reach to within 150 feet of all portions of the buildings. Apparatus access roads shall be a minimum of 20 feet in width and be designed and maintained to support the imposed loads of fire apparatus(60,000 pounds). That being said.,the Town Administrator and Community Development Department reviewed the above referral with Town Engineer Wendi Palmer. Our comments/concerns follow. USE BY SPECIAL REVIEW QUESTIONNAIRE 4. Surrounding Land Uses—The Town of Erie Comprehensive Plan shows the property to the north as Low Density Residential. The property is actually zoned Rural Preservation —3 (RP-3), an open space zone district that allows I dwelling unit/5 acres. There are currently no plans for development for the site. 5c. Hours of Operation—Night Training of Officers—should be completed by 9 pm and r•-- neighboring homeowners in Grand View Subdivision should receive 48 hours notice before night training sessions are undertaken. 5e. Animals on Site—Will police dogs be used in training exercises? 5g. Fire Protection—the new Mountain View Fire Station has been constructed and is occupied by the Fire District. 5h. Water Source - Where will water for future restrooms come from? 8. Storm Water Drainage—detention ponds will be needed for parking and building sites. PLAT COMMENTS: Proposed berm will block the natural drainage path. Applicant should determine the impact to drainage and water levels New road access will bring west bound traffic directly into the rear of homes. Current access is south of platted lots. New road appears to become a drainage channel into existing platted lots—why not use well access road that the proposed road feeds into for access. Our comments and requirements are as follows: COMMENTS: Section Line: (WCR 3) This property borders the west section line of Section 20, Ti N, R68W. In researching the Weld County rights-of-way, I found no County-set-aside right-of-way for either Section 19 or Section 20 at this location. WCR 8: The Town of Erie has jurisdiction over WCR 8 at this location. Please call the appropriate person to verify the access requirements that may be necessary to obtain or upgrade the access point. ..EQUIREMENTS: Access: Verification from the Town of Erie that the applicant has contacted the town to verify access at this location. Right-of-Way/Easement: The applicant shall indicate on the plat drawing the type of right-of-way/easement and include whether it is dedicated, private or deeded to provide adequate access to the parcel. COLORADO March 24, 2003 Green Mill Sportsman Club Site Specific Development Plan and a Special Review Permit for a shooting range in the A (Agricultural) Zone District. AmUSR-1031 There are two active building permits on record for this parcel. Both permits were issued to enclose existing structures for sound control. A building permit was applied for to erect a 264 square foot shade shelter. 1. A building permit shall be obtained prior to the construction of any new structure. 2. A plan review is required for the classroom and storage building. Plans shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. 3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application. Currently the following has been adopted by Weld County: 1997 Uniform Building Code; 1998 International Mechanical Code; 1997 International Plumbing Code; 2002 National Electrical Code and Chapter 29 of the Weld County Code. 4. Each building will require an engineered foundation based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a Colorado registered engineer. 5. Building wall and opening protection and limitations shall be in accordance with UBC Table 5-A. Separation of buildings of mixed occupancy classifications shall be in accordance with UBC Table 3-B and Chapter 3. Setback and offset distances shall be determined by the Zoning Ordinance. 6. Building height shall be measured in accordance with the 1997 Uniform Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. DATE: 04/09/2003 COLORADO CC: Environmental Health Services (EHS) has reviewed this proposal for a shooting range. We have several concerns about the proposal presented. The application materials state that potable water is not needed. The application further states that approximately 20 individuals will be using the site at one time and that the operation will be open 8 am to dusk. In addition, it is our understanding the proposed use is located within close proximity to community water. The department believes a permanent water supply is important because handwashing is the single most important step to help stop the spread of disease and in this case, inadvertent lead poisoning. The other concern that is not addressed in this application is the negative environmental and health effects associated with the use of lead shot and bullets at outdoor shooting ranges. The National Rifle Association (NRA) and the National Shooting Sports Foundation (NSSF) encourages outdoor shooting ranges to implement a lead management program using Best Management Practices (BMPs) to reduce the environmental and health risks associated with lead deposition. As such, we are recommending this facility develop and operate in accordance with a lead management program. We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. Submit a dust abatement plan to the Environmental Health Services, Weld County Department of Public Health & Environment, for approval prior to operation. 2. The applicant shall provide evidence that an adequate water supply shall be provided for drinking and sanitary purposes. 3. The applicant shall submit a lead management program. It is recommended that the applicant follow suggestions as outlined in The United States Environmental Protection Agency reference manual Best Management Practices for Lead at Outdoor Shooting Ranges (www.epa.gov/region2/waste/leadshot). We recommend that the following requirements be incorporated into the permit as conditions that must be met prior to the issuance of the Certificate of Occupancy: 1. An individual sewage disposal system is required for the proposed permanent structure and shall be installed according to the Weld County Individual Sewage Disposal Regulations. 2. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall and fugitive particulate emissions be controlled on this site. The facility shall be operated in accordance with the approved dust abatement plan at all times. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as delineated in 25-12-103 C.R.S., as amended. 7. All potentially hazardous chemicals must be stored and handled in a safe manner in accordance with product labeling and in a manner that minimizes the release of hazardous air pollutants (HAP's) and volatile organic compounds (VOC's). 2 8. Adequate handwashing and toilet facilities shall be provided for patrons of the shooting range. 9.
