This is the request from the Mary Carlson Revocable Living Trust and George B Carlson Revocable Living Trust regarding a change of zoning for their property from A to E (Estate Zone District) for a nine lot Minor Subdivision. Because of conflicts we will not be able to attend the County Commissioners meeting on June 16, 2004 at 10:00 a.m. As a result, we needed to re-emphasize our concerns regarding this proposed change which we raised at a meeting of the Planning Commission on May 4th. We own the farm immediately to the west of the Carlson property. A summary of our concerns are as follows: 1. Concern regarding the density - would prefer a limit of 5 estate lots as maximum. 2. Concern regarding the increased traffic on Weld County Road 84 since it is a gravel road and not that well maintained as it is regardless of the fact that it recently received some new gravel. It is extremely dusty due to just the current travel on this road. The additional concern regarding the traffic on this road is the hill and visibility issue for drivers who travel to fast in connection with the road which till bring traffic into this proposed development. When one drives from the east heading west, they will come over the peak of the hill just before the exit out of the development and this creates a blind situation for those drivers. 3. The Carlsons and their developer, Jeffrey Couch, were not aware of the current irrigation water limits and they only own 1 share of irrigation water. It was their thought that all of the occupants of this estate area would be able to irrigate their acreage with this amount. Instead of 6 acre feet/share available, this year as well as last, it was and is more like 1 1/2 feet/share. This is not enough to meet their needs. 4 . We are also interested in the covenants which will be established and that quality ;ncing be installed to separate our farm from their development. We would also request that the development plant a tree row to provide a live privacy separation from our farm. 5. The Planning Department was also not aware that there were already 2 homes on the property - a smaller home adjacent to the main home. This is the home which the Carlson's use when they visit here when Mr. Carlson's aunt was alive. This should count as one of the homes in the development. 6. Their planner had also indicated that Boxelder Sanitation was probably going to bring in the sewer within the next year to 18 months. We are aware that this is cost prohibitive and Boxelder Sanitation has no plans to move into this area. My husband formerly served on the Boxelder Sanitation Board of Directors and maintains contact with several board members. We moved from our previous acreage to this farm for the very reason we are opposed to this development. The City of Fort Collins and development encroached on our home bringing with it the density issue, lack of privacy, increased traffic, and all of the other accompanying disadvantages when one wants to live in an agricultural area.
