RE: APPROVE AMENDMENT TO AGREEMENT FOR PROFESSIONAL ENGINEERING
CONSULTING SERVICES AND AUTHORIZE CHAIR TO SIGN - DREW SCHELTINGA
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Agreement for
Professional Engineering Consulting Services for the Upper Front Range 2030 Long Range
Transportation Plan Update between the County of Weld, State of Colorado, by and through the
Board of County Commissioners of Weld County,on behalf of the Department of Public Works,and
Drew Scheltinga, 860 Old Ranger Drive, Estes Park, Colorado 80517, commencing upon full
execution, and ending August 31, 2004,with further terms and conditions being as stated in said
agreement, and
WHEREAS,after review,the Board deems it advisable to approve said agreement,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Amendment to the Agreement for Professional Engineering Consulting
Services for the Upper Front Range 2030 Long Range Transportation Plan Update between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Public Works, and Drew Scheltinga be, and hereby is,
approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said agreement.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 28th day of January, A.D., 2004.

AMENDMENT TO AGREEMENT FOR
PROFESSIONAL ENGINEERING CONSULTING SERVICES
THIS AMENDMENT TO AGREEMENT is executed this_day of January, 2004, by and
between THE COUNTY OF WELD, STATE OF COLORADO,by and through its Board of County
Commissioners, hereinafter referred to as "County," and Drew L. Scheltinga, P.E., 860 Old Ranger
Drive, Estes Park, Colorado 80517, hereinafter referred to as "Consultant."
WITNESSETH:
WHEREAS, County and Consultant entered into an Agreement for Professional Engineering
Consulting Services ("the Agreement"), dated August 25, 2003, for the purpose of the purchasing of
civil engineering services, and
WHEREAS, the Agreement states that the compensation to be paid Consultant is at the rate of
$100.00 per hour worked, with a total maximum billing amount of$12,939.00 for hour worked,
mileage at the rate of$0.36 per mile, and receipted direct expenses, and
WHEREAS, the parties have determined that more hours may be needed during the term of the
Agreement than first realized, and now desire through this Amendment to increase the total maximum
billing amount for the year to $22,386, and
WHEREAS, the parties also intend that all of the remaining terms and conditions set forth in the
Agreement which are not modified as stated herein shall remain the same.
NOW, THEREFORE, in consideration of the mutual promises contained herein and in the
Agreement, County and Consultant agree to amend the Agreement as follows:
Replace the following sections and language with the corresponding sections contained in the
Agreement:
3. COMPENSATION: Consultant shall be compensated at the rate of$100.00 per hour
with a total maximum billing amount of$22,386 for hour worked, mileage at the rate of
$0.36 per mile, and receipted direct expenses.
Billings shall be made to Weld County Public Works, P.O. Box 758, 1111 H Street,
Greeley, CO 80632. They shall be submitted to the Upper Front Range 2030
Transportation Plan Update Project Manager. Upon approval by the Project
Manager, they will be paid within thirty(30) days upon receipt unless disputed by the
Project Manager or County.
The remaining terms and conditions set forth in the Lease shall remain the same.

SUBJECT: Upper Front Range 2030 Transportation Plan Update
Adjustment to the Circuit Rider Contract
I request approval of an increase of$9,450.00 to the UFR Circuit Rider contract. The increase
can be funded from the Contract Services Line Item in Other Public Works of the Road and
Bridge Budget.
On August 25, 2003, the BOCC approved an agreement with Drew Scheltinga, P.E., to serve as a
Circuit Rider in conjunction with development of an updated Transportation Plan for the Upper
Front Range (UFR) Transportation Planning Region. The intent of the contract was to reach out
to small communities (populations under 5,000) and improve their participation in the regional
planning process. The Circuit Rider was required to meet with local town trustees, explain the
planning process, listen to their concepts of projects, refine the scope of those projects, and
submit project applications to be considered in the UFR Transportation Plan.
The original funding for the contract was the residual ($12,936) of a DOLA contract provided for
local outreach.
The intent of this concept was to encourage and garner input from smaller towns in the Upper
Front Range Transportation Planning Region (UFRTPR), its success could easily be considered
unparalleled and unexpected. Not only did 18 of the 21 small communities (15 of 17 in Weld
County) request projects, but participation in UFRTPR Council meetings has been at its highest
level in many years. The small communities requested 63 projects for which the Circuit Rider to
prepared applications.
As a result of the small community outreach, the UFR has been able to identify the need for a
special category of projects (intersections) to be given special consideration in the upcoming
plan.
I recommend approval of the proposed increase.
