RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF WELD COUNTY ROAD 13 BETWEEN STATE HIGHWAY 66 AND WCR
38 FOR INSTALLATION OF A WATER LINE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 42-4-410(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance,temporarily close to
through traffic or to all vehicular traffic any highway or portion thereof
for a period not to exceed a specified number of work days for project
completion and shall, in conjunction with any such road closure
establish appropriate detours or provide for an alternative routing of
the traffic affected...", and
WHEREAS,the Board, pursuant to said statute and upon the basis of traffic and personal
investigations, has determined that conditions exist which make it necessary to temporarily close
to through traffic and to regulate,warn and guide vehicular traffic on said County roads by posting
signs thereon.
NOW,THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Weld
County,Colorado,deems it necessary to regulate,warn and guide vehicular traffic on County roads
and any intersections thereof, and it hereby authorizes and orders the posting of such traffic control
devices as shall be reasonably necessary to regulate, warn and/or guide traffic thereon for the
safety of the general public and that said traffic control devices shall conform to the Federal Manual
on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that Weld County Road 13 between State Highway 66 and
Weld County Road WCR 38 be temporarily closed,with said closure being effective November 1,
2004,for installation of a water line,and further,that standard official traffic control devices shall be
erected at said closure giving notice of the restrictions.

WCR 13 from WCR 36 to 38 will be closed from 11/1/04 to 12/9/04

WCR 13 from WCR 32 to WCR 34 will be closed from 1/19/05 to 2/25/05

COLORADO SUBJECT: Road Closure WCR 13 from SH 66 to WCR 38
This is a road closure to be submitted to the BOCC for the 10/4/04 agenda. Central Weld County Water District is
requesting the closure of WCR 13 from SH 66 to WCR 38 for the installation of a 36" Water line in Weld County
Right-Of-Way. The requested closure would begin on 11/1/04, after the beet and corn harvest is mostly complete
and will run through 4/8/05. WCR 13 would be closed in one mile segments for their construction purposes. The
proposed approximate schedule will be as follows:
WCR 38 to WCR 36 —November 1, 2004 through December 9, 2004—ADT Count 754
WCR 36 to WCR 34—December 9, 2004through January 19, 2005 —ADT Count 1108
WCR 34 to WCR 32 —January 19, 2005through February 25, 2005 —ADT Count 1254
WCR 32 to SH 66—February 25, 2005through April 8, 2005 —ADT Count 1210
Central Weld County Water District has agreed to place dust suppressant on all detour routes on gravel roads (see
attached detour map). They plan on sending out letters to all property owners and others (schools, dispatch etc.)
in the affected area stating the length of time for the project, anticipated delays to local traffic and a contact
number. Also, they have agreed to place sign boards up two weeks prior to the start of construction warning
motorists of the upcoming construction project. hi addition they will have signs up at both ends of the project
with the name and number of contractor and the permit holder. They have also agreed to patch all road cuts in
one quarter mile segments until asphalt plants are shut down. At that time they will place asphalt roto milings in
the road cut areas until they can get asphalt hot mix in the spring. These areas will be maintained by the
contractor on a daily basis.
