RE: A-1 Organics Eaton Facility
Design and Operations Plan For Class III Composting Facility
Dear Commissioners:
The Colorado Department of Public Health and Environment's Hazardous Materials and Waste Management Division
(Division)has completed its review of A-I Organics' design and operations plan for a Class III composting operation at their
Eaton facility in Weld County. Although this facility has been conducting composting operations for more than 30 years, it is
now required to submit a design and operations plan pursuant to composting regulations adopted by the Colorado Board of
Health approximately four years ago.
The design and operations plan was reviewed to determine compliance with the requirements of the Solid Wastes Disposal
Sites and Facilities Act,30-20-100.5,et seq.and with the regulations promulgated thereunder 6 CCR 1007-2 (Regulations).
A Class III composting facility does not require a certificate of designation because of the limited types and quantities of
feedstock accepted for composting. However,a design and operations plan and financial assurance are required.
It is the assessment of the Division that the A-1 Organics Eaton composting facility can comply with the technical,
environmental and public health standards of the Act and Regulations if the facility is constructed and operated as described
in the design and operations plan. Based on this assessment,the Division recommends that this facility may be approved as a
Class III composting facility by the County based on these and local criteria. The Division has the following conditions of
approval:
1. This facility shall comply with the health and environmental laws,standards rules and regulations of the
Department and all applicable local laws and ordinances,and
2. Financial assurance shall be established and approved by the Division and County on or before September 15,
2004.
