RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF THE RENTAL AND OPERATION OF A
ROAD RECLAIMER BID - PUBLIC WORKS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for Rental and Operation of a Road Reclaimer for the Department of Public Works, Bid
Request No. B0400194, due to the short length of the construction season, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-
day waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the ten-day waiting period for the Rental and Operation of a Road
Reclaimer for the Department of Public Works, Bid Request No. B0400194 be, and hereby is,
waived.
BE IT FURTHER RESOLVED by the Board that the low bid from ARS/Denver be, and
hereby is, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 21st day of July, A.D., 2004.

COLORADO
The Public Works Department recommends that the Board of Weld County Commissioners accept
the low quote from ARS Inc, for $0.27 /sq yd for the rental and operation of a Road Reclaimer
machine to be used in the Road Stabilization program across 18.5 miles of gravel roads.
Approximately 260,480 square yards. The final cost is calculated to be $70,329. The next lowest
quote is for$0.38 /sq yd from Son-Haul, Inc.
These two vendors are the only know owners of a road reclaimer in this region.
Funds for this service are budgeted in 32500,Other Public Works as part of the Fugitive Dust/Road
Stabilization Program.
This is the second year this maintenance process has been used and has proven to significantly
reduce additional gravel needed, time to complete the road and eliminates the need for additional
water to be hauled and used as the reclaimer tills the stabilization chemical thoroughly into the road
and road base.
Recommend that the Public Works Department be authorized to approve 5%overrun.
