Impacts on Property Values
U.S. Bureau of Mines and Northwestern University
• 7 rock quarries
• 4 states
Conclusion: "No consistent relationship between quarries and
property values."
Department of Real Estate, Georgia State University
• Georgia
• 3 rock quarries
Conclusion: "There does not appear to be any significant
differences in changes in housing value over time, between housing
units located in subdivisions immediately adjacent to rock quarries,
homes within a % mile from the quarries, and houses several miles away."
Closer to Home
Banks and Gesso, LLC.
• 3 rock quarries
• 2 with asphalt plants
• Jefferson County, Colorado
• 30 years of data
Conclusion: "Subdivisions in Jefferson County and those near active
quarries, consistently maintained values and rates of increase in values, at
or above the Denver Metro Area and Jefferson County averages."
Banks and Gesso, LLC.
• Larimer County
• 3 sand and gravel mines
• 1 with an asphalt plant
• 10 to 30 years of data
Conclusion: "There is no statistically significant evidence that demonstrates
negative impacts on residential property value near or adjacent to sand and
gravel mines."

1995 Pineola Property " Study"
• Prepared by Blue Ridge Environmental Defense
League in opposition to asphalt plant in Avery, N.C.
• "Study" consists of only 3 pages ( 1 text), with
no discussion of methodology
• Identified 13 properties in "vicinity" of plant that lost value
• Factors cited in value loss: "Distance from asphalt plant and
noxious and odorous emissions from plant."
Pineola " Study" (cont ' d)
Factors for loss: Distance from plant and noxious emissions
• 12 properties either immediately adjacent to or directly across
the street from plant
• Only 5 of those 12 properties lost value
• NO DATA given for any properties that were not devalued
— they may have increased in value
• Given stated factors, why did 7 of the closest see no affects?
Pineola "study" is inadequate to reach absolute conclusion
Pineola " Study" (cont ' d)
• Largest dollar loss of $45,300 was at a church adjacent to the
plant — churches do not pay property taxes
• Total of 178 properties
12 lost value ?
166 did not lose value
• 12 Landowners petitioned the assessor to have their property
values reduced
• Market determines value — not the assessor!

Hi Esther,
Attached is the presentation material we used for the Heit Farms project.
The animation of traffic movement requires special software. The file is attached for your
records but it can' t be opened unless you have the Synchro/SimTraffic version 5 traffic
analysis package. Sorry for the delay.
Kind Regards, John
