The Site Plan Review Plat shall be prepared per Section 23-2-160.W of the Weld County Code. Condition Met. 2. Prior to recording the Site Plan Review plat, the applicant shall address the following to the Department of Planning Services' satisfaction: CA) The applicant must submit on-site Improvements Agreements. Agreement forwarded to Department of Public Works for review of Transportation Line Items B. The Public Works Department will conduct a thorough review of the site once the requested information is submitted. Written evidence of compliance with the Public Works Department requirements shall be submitted in writing to the Weld County Department of Planning Services. Letter forwarded to Department of Public Works for review and approval X.'The applicant shall provide written evidence to the Department of Planning Services from the Union Pacific Railroad concerning fencing adjacent to the main line track and the proposed drainage for this facility. This site will be required to meet all requirements of the American Disability Act(ADA). ADA parking spaces are twenty (2)feet by eight(8)feet with five(5)foot aisles. A minimum of one space must be van accessible with an eight(8)foot aisle. An accessible path shall be required from the building to the public right-of-way(County Road 39). Further, handicap access to sidewalks around the building and to designated parking must be undertaken. The number of handicapped stalls must be shown on the plans, along with dimensioning. Further, the ramps from the parking area shall identify a landing area for non-ambulatory users of this facility. Response: So noted. Union Pacific Railroad Co. Comment I: We have reviewed the request and find no conflicts with our interests. Response: So noted. Comment 2: Would ask that County requires adequate fencing along the track preferably 6'chain link fence. This adjacent track is a mainline track and subject to heavy train traffic. Thank you for your consideration. Response: A 6' high chain link with 3-strand barbed wire on top and vinyl slats to screen the view will be installed 2' east of the Union Pacific Railroad R.O.W. line on the northern portion of the proposed UBC site. The 2' offset is provided to allow any possible snowdrift to accumulate on the UBC property instead of the Railroad R.O.W. Comment 3: Need to ensure that proposed drainage does not increase the flow towards Railroad right-of-way. Response: Prior to construction,runoff from the Railroad R.O.W. flowed onto the proposed UBC site. After the UBC improvements are built,the water will still drain onto the UBC property and will be released undetained from the proposed detention pond. Dave Tuttle—Sheriff's Office Comment I: The sheriff's office has no concerns with this Special Use Permit. The sheriffs office would however be willing to provide a program entitled Crime Prevention Through Environmental Design to the developer. This program reduces the likelihood of criminal activity at a specific location by "hardening"it to crime. Response: The owner has been advised of this program. Comment 2: The Sheriff's Office lacks the ability to absorb any additional service demand without the resources recommended in the multi year plan provided to the Board of County Commissioners or as indicated by growth not considered at the time the plan was developed I have no other comments on this proposal. Response: The owner has been advised of this. Darrell Gesick—City of Greeley Planning Department Comment I: The outdoor storage of all materials should be screened from view of the public right-of-way. Screening could be accomplished through the use of a solid fence or wall of sufficient height to fully screen all of the stored materials, or through the use of landscaping which provides year-round screening, or berming, or through a combination offencing, walls and landscaping. Response: The northern portion of the UBC site will be screened from view all around via a proposed 6'high chain link perimeter fence with 3-strand barbed wire on top and vinyl slats. Comment 2: Outdoor storage should not be permitted within any setback,public right-of-way, or in landscape areas. Response: The owner has been advised of this and will take it into account. Comment 3: Items not customarily used or stored outside or made of material that is resistant to damage or deterioration from exposure to the outside environment should not be placed, stored, or maintained outside for a period in excess of twenty-four(24)consecutive hours. Response: The owner has been advised of this and will take it into account. Comment 4: The surface of a parking space, or maneuvering area for parking and driveway access to parking areas should consist of concrete or asphalt and shall be completely constructed prior to use of said areas and spaces. No parking should occur on unpaved surfaces or open space or landscaped areas. Response: All parking stalls are now paved with asphalt. S Comment 5: In no event should off-street parking or product service display areas be located within the required front, or side-on street setback, or other non-hard surfaced areas. Comment 7: All roof mounted mechanical equipment must be concealed from view of the public right-of-way by elements that are an integral part of the building or structure design through the use of related or similar materials and colors. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended C) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,fugitive particulate emissions, blowing debris, and other potential nuisance conditions. D) The applicant shall operate in accordance with the approved "waste handling plan". E) Fugitive dust and fugitive particulate emissions shall be controlled on this site. F) This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended G) Adequate hand-washing and toilet facilities shall be provided for employees and patrons of the facility. H) Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. The future proposed warehouse and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. (THERE TS NO SECTION 5) 6.0 Approval of Streets by the County_ Upon compliance with the following procedures by the Applicant,streets within a Subdivision or Planned Unit Development may be approved by the County as public roads and will be maintained and repaired by a Homeowners Association or,in its absence,the owners of lots within the Subdivision or Planned Unit Development. 6 1 If desired by the County, portions of street improvements may be placed in service when completed according to the schedule shown on Exhibit AB,@ but such use and operation shall not constitute an approval of said portions. 6 2 County may, at its option, issue building permits for construction on lots for which street improvements detailed herein have beat started but not completed as shown on Exhibit AB,@ and may continue to issue building permits so long as the progress of work on the Subdivision or Planned Unit Development improvements in that phase of the development is satisfactory to the County, and all terms of this Agreement have been faithfully kept by Applicant. 6.3 Upon completion of the construction of streets within a Subdivision or Planned Unit Development and the filing of a Statement of Substantial Compliance,the applicant(s) may request in writing that the County Engineer inspect its streets and recommend that the Board of County Commissioners partially approve them Not sooner than nine months after partial approval,the County Engineer shall,icon request by the applicant, inspect the subject streets,and notify the applicant(s)of any deficiencies. The County Engineer shall reinspect the streets after notification from the applicant(s)that any deficiencies have been corrected. Acceptable collateral shall be submitted and the plat recorded within six(6)months of the Final Flat approval. If acceptable collateral has not been submitted within six(6) months then the Final Plat approval and all preliminary approvals shall automatically expire. The applicant would need only to provide collateral for the improvements in each filing as approved. The County will place restrictions on those portions of the property that are not covered by collateral which will prohibit the conveyance of the property or the issuanre of building permits until collateral is provided or until improvements are in place and approved pursuant to the requirements for a Request for Release of Collateral. 73 The applicant intends to develop in accordance with Exhibits AM and AB.@ 8,0 jyprovennUrts Guarantee; The five types of collateral listed below are acceptable to Weld County subject to final approval by the Board of County Conatroesionerc.. 8.1 An irrevocable Letter of Credit from a Federal or State licensed financial institution on a form approved by Weld County. In no case shall disbursement for a general improvement item exceed the cost estimate in the Improvements Agreement (i.e., streets, sewers,water mains and leuda-aping,etc.). The issuer of the Letter of Credit will sign the Improvements Agreement acknowledging the agreement and its cost estimates.. 8.1.5 The Letter of Credit shall specify that fifteen percent(15%)of the total Letter of Credit amount cannot be drawn upon and will remain available to Weld County until released by Weld County 8.1.6 The Letter of Credit shall specify that the date of proposed expiration of the Letter of Credit shall be either the date of release by Weld County of the final fifteen percent (15%), or one year from the date of Final Plat approval, whichever occurs first Said letter shall stipWate that,in any event,the Letter of Credit shall remain in full force and effect until after the Board has received sixty(60)days written notice from the issuer of the Letter of Credit of the pending expiration. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as conditions that must be met one month prior to construction activities: 1. The applicant shall submit evidence of a Colorado Discharge Permit System or CDPS permit from the Colorado Department of Public Health and Environment (CDPH&E), Water Quality Control Division, to cover stormwater discharges from construction sites (5 CCR-1002-61) Alternately, the applicant can provide written evidence to the Environmental Health Services Division that they are not subject to the CDPS requirements. We recommend that the following requirements be incorporated into the permit as conditions that must be met prior to the issuance of the Certificate of Occupancy: 1. An individual sewage disposal system is required for the proposed office/showroom and warehouse and shall be installed according to the Weld County Individual Sewage Disposal Regulations. 2. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4. The applicant shall operate in accordance with the approved "waste handling plan". 5. Fugitive dust and fugitive particulate emissions shall be controlled on this site. 6. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone as delineated in 25-12-103 C.R.S., as amended. 7. Adequate handwashing and toilet facilities shall be provided for employees and patrons of the facility. 3. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. The future proposed warehouse and shall be installed according to the Weld County Individual Sewage Disposal Regulations. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. Location United Building Center, Lucerne,Colorado is a parcel of land located in the East 1/2 of the Northeast /<of Section 19,Township 6 North,Range 65 West of the 61°Principal Meridian,within the County of Weld, State of Colorado. The project is bounded by W.C.R. 39 on the east,C-3 zoned land to the north and south, and the Union Pacific Railroad to the west. The site will be served by Qwest communications and Xcel Energy. An existing 3"North Weld County Water District line in W.C.R. 39 will supply potable water to the site. Two proposed water wells will provide a combined minimum fire flow of 1,000 gpm. A septic system will be built to provide sewage disposal. Gas to the proposed office will be supplied by an on-site propane tank. B. Description of Property United Building Center consists of approximately 8.3 acres,with 4.9 acres being developed at this time. The remaining 3.4 acres will be reserved for a future warehouse and will also contain a detention pond to be built at this time. The site has historically been used for farmland and flows gradually from north to south. In its developed state, the property will be a lumberyard and will include all of the buildings shown in Table 1 below. Minimal grade changes will be required for construction of the detention pond, parking lot area, and building pads. The 4.9 acres currently being developed will be surfaced with a layer of gravel. Major Basin Description The site lies in one historical basin which currently flows both off the site to the south and into the existing roadside ditch that runs along W.C.R. 39. 1 • The developed site is comprised of one major basin that flows to the proposed detention pond at the south end of the site. The detention pond discharges into the existing roadside ditch that runs along W.C.R. 39. It appears that a negligible amount of runoff from north and west of the site will flow through without impacting the property. III. Drainage Design Criteria A. Regulations The primary criteria for the storm water management for this project is"Charter and Code of the County of Weld,Colorado,"as published by the Colorado Code Company. The supplementary criteria is "Urban Storm Drainage Criteria Manual (USDCM),"Volumes I, II, &HI, as published by the Urban Drainage and Flood Control District,Denver, Colorado. Charts, graphs, and tables used in design are included in the Appendices at the back of this report. B. Development Criteria Reference and Constraints The open space at the south end of the site will be used for detention. C. Hydrological Criteria The current City of Greeley rainfall intensity-duration curves were used in the analysis of this site. Table 3-3, "Extended Duration-Intensity-Frequency Tabulation"(Greeley Storm Drainage Design Criteria) was used as input for the Rational Method. The Rational Method was used to size the detention pond. "Soil Survey of Weld County, Colorado, Southern Part,"published by the United States Department — of Agriculture Soil Conservation Service was used to determine the hydrologic soil type for the site. The site consists entirely of NRCS soil group"B". • D. WaiverNariance from Criteria No waiver/variance from criteria is requested at this time. E. Stormwater Quality Considerations The proposed native grass lined detention pond will assist in improving stormwater quality prior to release into the existing roadside ditch. a. IV. Wetland Preservation&Mitigation There are no wetland areas that will be disturbed within the development. V. Drainage Facility Design A. General Concept The site will convey stormwater drainage safely via overland sheet flow to the detention pond where — the on-site flows will be reduced to historic levels. A spillway is located on the east side of the pond to control emergency flows and direct them toward the existing roadside ditch. The tables, charts, and figures used in the drainage design are included in the Appendices at the back of this report. B. Specific Details The detention pond is sized for final design using the Rational Method. The detention pond is designed to detain the 100-yr. developed storm and release at a 5-yr. historic rate from the site. The pond outlet is designed with an orifice plate to control the overall pond release rate. The overflow spillway is designed to safely convey the 100-year developed flow from the detention pond assuming the pond outlet is plugged at the beginning of the storm. The total on-site area tributary to the pond was found to be to be approximately 8.3 acres,or the entire United Building Center site. The 100-year runoff coefficient before construction is estimated to be 0.36. The 100-year runoff coefficient after all future construction is estimated to be 0.54. Table 2, below, contains a summary of the pond parameters. The proposed detention pond will be accessible for maintenance. However, in practice, the time of concentration can be an empirical value that results in reasonable and acceptable peak flow calculations. The time of concentration relationships recommended in this Manual are based in part on the rainfall-runoff data collected in the Denver metropolitan area and are designed to work with the runoff coefficients also recommended in this Manual. As a result, these recommendations need to be used with a great deal of caution whenever working in areas that may differ significantly from the climate or topography found in the Denver region. For urban areas, the time of concentration, tt, consists of an initial time or overland flow time, t;, plus the travel time, t„ in the storm sewer, paved gutter, roadside drainage ditch, or drainage channel. For non- urban areas, the time of concentration consists of an overland flow time, t;, plus the time of travel in a defined form, such as a swale, channel, or drainageway. The travel portion, t„ of the time of concentration can be estimated from the hydraulic properties of the storm sewer, gutter, swale, ditch,or drainageway. Initial time,on the other hand, will vary with surface slope, depression storage, surface cover, antecedent rainfall, and infiltration capacity of the soil, as well as distance of surface flow. For catchments with overland and channelized flow, the time of concentration needs to be considered in combination with the overland travel time, t„ which is calculated using the hydraulic properties of the swale, ditch, or channel. The first design point is the point where runoff first enters the storm sewer system. An example of definition of first design point is provided in Figure RO-2. Normally, Equation RO-5 will result in a lesser time of concentration at the first design point and will govern in an urbanized watershed. For subsequent design points, the time of concentration is calculated by accumulating the travel times in downstream drainageway reaches. 2.4.4 Minimum Time of Concentration. Should the calculations result in a t,,of less than 10 minutes, it is recommended that a minimum value of 10 minutes be used for non-urban watersheds. The minimum rr recommended for urbanized areas should not be less than 5 minutes and if calculations indicate a lesser value, use 5 minutes instead. 2.4.5 Common Errors in Calculating Time of Concentration. A common mistake in urbanized areas is to assume travel velocities that are too slow. Another common error is to not check the runoff peak resulting from only part of the catchment. Sometimes a lower portion of the catchment or a highly impervious area produces a larger peak than that computed for the whole catchment. This error is most often encountered when the catchment is long or the upper portion contains grassy parkland and the lower portion is developed urban land. 2.5 Intensity The rainfall intensity,I, is the average rainfall rate in inches per hour for the period of maximum rainfall of a given recurrence frequency having a duration equal to the time of concentration. After the design storm's recurrence frequency has been selected, a graph should be made showing rainfall intensity versus time. The procedure for obtaining the local data and drawing such a graph is explained and illustrated in Section 4 of the RAINFALL chapter of this Manual. The intensity for a design point is taken from the graph or through the use of Equation RA-3 using the calculated re. 2.6 Watershed Imperviousness All parts of a watershed can be considered either pervious or impervious. The pervious part is that area where water can readily infiltrate into the ground. In urban hydrology, the percentage of pervious and impervious land is important. As urbanization occurs, the percentage of impervious area increases and the rainfall-runoff relation changes significantly. When analyzing a watershed for design purposes, the probable future percent of impervious area must be estimated. A complete tabulation of recommended values of the total percent of imperviousness is provided in Table RO-3 and Figures RO-3 through RO-5,the latter developed by the District after the evolution of residential growth patterns since 1990. 2.7 Runoff Coefficient The runoff coefficient, C, represents the integrated effects of infiltration, evaporation, retention, and interception, all of which affect the volume of runoff. The determination of C requires judgment and understanding on the part of the engineer. These coefficients were developed for the Denver region to work in conjunction with the time of concentration recommendations in Section 2.4. Use of these coefficients and this procedure outside of the semi-arid climate found in the Denver region may not be valid. See Examples 7.1 and 7.2 that illustrate the Rational method. Purpose This report is intended to show that the proposed United Building Center,Lucerne, Colorado project complies with the standards of the"Charter and Code of the County of Weld,Colorado(Weld County Code),"as published by the Colorado Code Company. B. General Location United Building Center, Lucerne, Colorado is a parcel of land located in the Fast %z of the Northeast 'A of Section 19, Township 6 North, Range 65 West of the 6th Principal Meridian,within the County of Weld, State of Colorado. The project is bounded by W.C.R. 39 on the east, C-3 zoned land to the north and south, and the Union Pacific Railroad to the west. The site will be served by Qwest communications and Xcel Energy. An existing 3"North Weld County Water District line in W.C.R. 39 will supply potable water to the site. Two proposed water wells will provide a combined minimum fire flow of 1,000 gpm. A septic system will be built to provide sewage disposal. Gas to the proposed office will be supplied by an on-site propane tank. C. Description of Property United Building Center consists of approximately 8.3 acres,with 4.9 acres being developed at this time. The remaining 3.4 acres will be reserved for a future warehouse and will also contain the detention pond to be built at this time. The site has historically been used for farmland. In its developed state, the property will be a lumberyard with a staff of 10 employees and will be include all of the buildings shown in Table 1 below. Small grade changes will be required for construction of the detention pond,the parking lot area, and building pads. Statements of Compliance This section will demonstrate the proposed project's compliance with County standards as required my Section 23-2-160 of the Weld County Code. A. Potable Water(Section 23-2-160.F) The site will be supplied by a'/<"tap connected to an existing 3"North Weld County Water District line in W.C.R. 39. The potable water supply will not be used for landscape irrigation. B. Sewage Disposal(Section 23-2-160.G) The site will be served by an on-site septic system. C. Setback and Offset Requirements(Section 23-2-160.J) No building on the site is located within 25 feet of the proposed W.C.R. 39 right-of-way line. The proposed parking lot is located 15 feet from the W.C.R. 39 right-o€way line and is screened by a berm. No building is located closer than 10 feet from the property line. D. Landscape Requirements(Section 23-2-160.M) Lot coverage by buildings and asphalt is approximately 16%whereas the maximum allowable is 85%. There is a 15-foot landscape setback between the proposed parking lot and the proposed W.C.R. 39 right-of-way line. The proposed parking lot is buffered from W.C.R. 39 by a gravel covered berm and two two-inch trees(shown on the Site Plan Drawing.) The landscape maintenance plan for this site consists of hand watering the two proposed trees and periodically mowing the native grass area around the detention pond at the south end of the site. E. Off-Street Parking Requirements(Section 23-2-160.O) The number of Off-Street Parking spaces required are calculated in Table 1 below. Thirty-five (35)spaces are required and thirty-six(36)are provided. Number of Off-Street Parking Spaces Required 2 F. Street Access(Section 23-2-160.Q and R) The site will have safe access to the W.C.R. 39 via a 40-foot driveway. The existing roadside ditch will have a 15"RCP culvert at the driveway. All requirements in Section 232-160.R have been met in the design of this driveway and culvert. G. Trash Collection Area(Section 23-2-160.T) The site will have one dumpster to be located behind the office/showroom building and therefore screened from the view of people in the W.C.R. 39 right-of-way. H. Compatibility(Section 23-2-160.U) A lumberyard is a use allowed by right in a C-3 Zone District. The United Building Center, Lucerne, Colorado will adhere to all of the operation standards outlined in Section 23-2460.U. I.
