Dear Sir or Madam:
Coors Energy Company is applying for Phase I bond release for reclamation conducted at
selected areas within the permit area of the Keenesburg Mine. The mine is located 7
miles north of Keenesburg, Colorado and is accessed by Weld County Road 59. The
USGS 7.5 minute quadrangle maps, "Klug Ranch" and "Tampa" contain the permit area
of the mine. The permitted area is within Sections 25 and 36, T3N, R64W, 6th Prime
Meridian, Weld County, Colorado. The parcel for which bond release is sought is within
portions of Section 25 and 36, T3N, R64W. As required by Colorado law, whenever
bond release is requested, all interested or affected parties with a valid legal interest must
be notified, and afforded the opportunity to comment or request an informal conference
on the bond release in accordance with Rule 3.03.3 of the Regulations of the Colorado
Mined Land Reclamation Board for Coal Mining. This letter will serve to notify you that
Coors Energy Company is requesting bond release in the amount of$706,620.00 of the
total bond amount of $2,614,909.00 for successful completion of backfilling, grading,
and drainage control on approximately 51.76 acres in accordance with the approved
reclamation plan for the Keenesburg Mine. The release of this money would release up
to 60 percent of the applicable reclamation bond for those areas where backfilling and
grading has been successfully accomplished. The complete bond release application
submitted to the Colorado Division of Minerals and Geology will be on file with the
Division in Denver at 1313 Sherman Street, Room 215, and the Weld County Clerk and
Recorder's Office, 915 10th Street, Greeley, Colorado 80632 during the review period.
All information pertinent to the bond release request is presented in this application.

Attached is the Phase I bond release application for the Keenesburg Mine (C-81-028)
north of Keenesburg in Weld County, Colorado. Since the last Phase I bond release in
_ 1996, additional areas of the mine have been backfilled, graded, topsoiled and reseeded.
Of these, this application requests the Phase I release of liability and applicable
reclamation bond for Areas 3, 5, 6, 9, 14, 18, 19, 21, 23, and 29 as addressed in CRS 34-
- 33-125(9)(a) and (b) and Rule 3.03.1(2)(a) and (b) and 3.03.1(3)(b). Quantitative and
qualitative demonstrations of conformance with the bond release criteria are presented for
backfilling and grading, drainage re-establishment and topsoiling in this application.
Copies of the required notifications, application information, and public notice are
attached for your review.
If any additional materials are required, or if there are any questions regarding the
information presented, please contact me or Mr. Don MacDonald with Coors Energy
Company. Please inform us of the date and time of the Division's bond release
inspection, so that Don MacDonald and I can be present. Thank you for your assistance

The specific areas requested for bond release are more particularly illustrated on maps
within the bond release application package.
Man: The attached maps illustrate the permit and reclaimed areas.
Dates of Reclamation Work: The Keenesburg Mine began extraction of coal through
open pit means in 1980. Coal extraction ceased in 1987, with all stockpiled coal removed
by 1991. Concurrent with coal extraction, backfilling, final grading, re-topsoiling and
seeding occurred as pits were completed. The largest areas of pit reclamation occurred
between 1985 and 1987. With the cessation of coal extraction in 1987, the remaining
open pits (A and B) were converted into approved ash disposal facilities, for controlled
placement and disposal of ash from the power generation facilities located on Coors
property in Golden, Colorado. Placement of fly ash and subsequent backfilling, grading,
topsanding, and revegetation in A pit was completed in 1999. Ash placement and
contemporaneous reclamation continues in B pit. Final backfilling of the B pit will not
occur prior to final ash placement. Additional reclamation work has occurred at the mine
in addition to reclamation of the open pits. Removal of facilities and equipment
commenced in 1994, with the removal of the coal storage facility and dragline. After
removal of the coal storage facility, additional backfilling, grading, topsoiling, and seeding
occurred in the fall of 1995. In addition to reclamation of the pits, ancillary roads and
support areas have been backfilled, regraded, topsanded and revegetated. Currently, the
only active or unreclaimed areas at the mine include B pit, the long-term spoil area,
topsand piles, access road segments, and the office and maintenance facilities. Small areas
of reseeding have occurred since 1987, upon the recommendation of CDMG and CEC.
_ Reseeding occurred in areas where disturbance occurred subsequent to the initial seeding,
or the initial seeding did not take. Areas of initial seeding and reseeding are designated on
the revegetation sampling map(Map L-5).

Additional activities at the mine site have included management of the reclaimed areas,
maintenance of the surface water control facilities, monitoring, and ash disposal.
Description of Bond Release Amount Request: This bond release request comprises a
_ request for Phase I bond release for areas which have been successfully backfilled and
graded with establishment of attendant surface drainage.
_ Coors Energy Company is requesting sixty percent of the applicable reclamation bond be
released for the areas which have been successfully backfilled, regraded and drainage
established in accordance with the approved reclamation plan. As demonstration of
compliance with the approved plan for backfilling and grading, a post-mining topographic
map is provided which identifies the actual post-mining topography.
Based on the mapping, backfilled topography, and field observations, the designated areas
of the Keenesburg Mine are eligible for Phase I bond release.
Notice to Parties Identified in Rule 3.03.2(1): Please see attached copies of letters and
certified receipt notices sent to specified parties.
Newspaper Advertisement: A copy of the newspaper advertisement published in the
New News is attached. Proof of publication of the notice for the required period of time
is also included.

Dear Sir or Madam:
Coors Energy Company is applying for Phase I bond release for reclamation conducted at
selected areas within the permit area of the Keenesburg Mine. The mine is located 7
miles north of Keenesburg, Colorado and is accessed by Weld County Road 59. The
USGS 7.5 minute quadrangle maps, "Klug Ranch" and "Tampa" contain the permit area
_ of the mine. The permitted area is within Sections 25 and 36, T3N, R64W, 6th Prime
Meridian, Weld County, Colorado. The parcel for which bond release is sought is within
portions of Section 25 and 36, T3N, R64W. As required by Colorado law, whenever
bond release is requested, all interested or affected parties with a valid legal interest must
be notified, and afforded the opportunity to comment or request an informal conference
on the bond release in accordance with Rule 3.03.3 of the Regulations of the Colorado
Mined Land Reclamation Board for Coal Mining. This letter will serve to notify you that
Coors Energy Company is requesting bond release in the amount of$706,620.00 of the
total bond amount of $2,614,909.00 for successful completion of backfilling, grading,
and drainage control on approximately 51.76 acres in accordance with the approved
reclamation plan for the Keenesburg Mine. The release of this money would release up
to 60 percent of the applicable reclamation bond for those areas where backfilling and
grading has been successfully accomplished. The complete bond release application
submitted to the Colorado Division of Minerals and Geology will be on file with the
Division in Denver at 1313 Sherman Street, Room 215, and the Weld County Clerk and
Recorder's Office, 915 10th Street, Greeley, Colorado 80632 during the review period.

Minerals and Geology for the Keenesburg Mine (CDMG permit # C-81-028). The
bond release application is available for inspection at the Colorado Division of
Minerals and Geology, 1313 Sherman Street, Room 215, Denver Colorado 80203
and the Town Hall in Keenesburg, Colorado during the review period. The mining
_ and reclamation permit was approved November 3, 1991. The permitted area is
within Sections 25 and 36, T3N, R64W, 6th Prime Meridian, Weld County,
Colorado. The surface owner of the property for which bond release is requested
_ is Coors Energy Company. The U.S.G.S. 7.5 minute quadrangles titled "Klug
Ranch" and "Tampa" contain the permit area of the mine. The permit area is
located 7 miles north of Keenesburg, CO and is accessed by Weld County Road
59. Phase I bond release is sought for successful completion of backfilling,
grading, and drainage control on approximately 51.76 acres within the permitted
mine site. The areas eligible for Phase I bond release were backfilled, graded,
topsoiled, and revegetated between 1997 and 2003. Coors Energy Company is
requesting a release of$706,620.00 of the total $2,614,909.00 surety reclamation
bond remaining for the site. Anyone wishing to submit written comments,
objections, or request a public hearing or informal conference must submit such
request or comments to the Colorado Division of Minerals and Geology, 1313
