Subject: Mail Box Note
On Friday,March 19,we found in our mailbox the attached document referring to USR
1430. There was no address to anyone,no return address,and no stamp. The document
was lying on top of the mail that was delivered on Friday,but the U.S. Postal Service did
not deliver it. It was later learned that each the families in our immediate area that have
actively opposed Marcelle Guedner's USR application on behalf of Timberock received
the same document in the same manner. Three statements in the paragraph were
highlighted in yellow. I have underlined them in your copy. The use of the private mad
for Timberock's business access by the public has been a significant point of contention
between Timberock and the other residents along the private mad.
The main concern associated with this excerpt is not the content. The concern is the
method of delivery. We now have significant concerns about the security of our mail.
Our mailboxes were opened and this document was inserted after our mail was delivered.
We consider this a significant invasion of our privacy and personal property. We have
filed a complaint about this incident with the U.S.Post Office in Windsor. Hopefully,
they will investigate fully and take the appropriate action.
The purpose of this notification is to make you aware of the incident and our concern
about it,as well as its association with USR 1430.

NU BER USR 1430, Applicant: Marcelle Geudner.
Bry nt Gimlin (Planning board Member) asked about the status of the road. Ms.
She ry Lockman, (Planner) stated Mr Mnrriesnn made the determination that it
wa reated le all as a road for a roads u ose not a rivate lane. Mr. Barker
(W Id County Attorney) stated it was a deed and it was intended to be an
eas ment but open to any members of the public that wanted to access the
ro erties It is as close to a public road as you could have but is not dedicated
to t e public or the local government. It is more like a public roadway. Private
eas ment will be called out specifically to the beneficiaries of the easement. Mr.
Mo ay (planning board member) asked if county is obligated to do anything on
the oad. Mr. Barker stated that the county does not take on maintenance and is
not onsidered public/county property unless there is a deed to the county. Mr.
Mill r (Planning board chairman) asked how this affects what Mr. Aragon did to
the oad and does he need to get permission. Mr. Barker indicated that Mr.
Ara on has as much right to maintain the road as anyone else.
