RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES IN THE HILL-N-
PARK SUBDIVISION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that 56 Stop signs, two new 25 Mile Per Hour Speed Limit signs, and 22 No Outlet signs
be installed within the Hill-N-Park Subdivision, at those locations shown on Exhibit A, attached
hereto and incorporated by reference, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install signs in the Hill-n-Park Subdivision, as shown on Exhibit A, for the safety of the general
public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 13th day of October, A.D., 2004.

COLORADO SUBJECT: Hill-n-Park Subdivision
The Weld County Engineering Division has completed its review of the traffic signing issues within Hill-
n-Park Subdivision. A signing investigation was performed over the past few months,which included
an initial inventory of the current signing, a proposed signing layout,and two (2)community meetings.
The first community meeting took place at the Senior Center inside Hill-n-Park Subdivision on August
27, 2004. At this meeting, it was determined that another meeting would be needed to reach more
residents.
The second meeting was held on September 28, 2004, at the Evans Community Center. At this
meeting,we discussed the proposed signing as well as many other issues. Community feedback was
positive for the additional signing. The community voiced that the new signing plan as a first step
toward more law/code enforcement in their subdivision. There were some concerns with speeding,
but it was determined that the signing would be put in place first. Then, at a later time, a study for the
placement of speed humps could be performed.
Based upon the traffic investigation and public input received, I am recommending that we move
forward with the placement of the proposed signs. The signing plan will place some control at all
intersections throughout the subdivision. The interior collector type roads will be left as throughways
(See attached drawing). In addition to the 56 new stop signs,two (2) new 25 mph speed limit signs will
be installed to provide speed limit signs at all entrances to the subdivision. There will also be 22 "No
Outlet" signs added to keep traffic out of the cul-de-sacs and dead-end streets as shown on the
attached drawing.
