This report summarizes the activities of the Weld County Council during the first quarter of the calendar year 2004. January 20, 2004 -Weld County Centennial Center • Councilman Douglas Rademacher was elected the 2004 Council President, and Councilman Chip Marks was elected the 2004 Council Vice President. • Weld County Extension Director Jim Smith presented a review program about the Weld County Extension Office including the history of Weld's Cooperative Extension Services and its purpose: to provide information and education, and encourage the application of research done at Colorado State University. The 4-H Program is the Extension's means of accomplishing these goals with the county's youth. • Mr. Smith explained the funding for Weld's Extension Service comes from the State of Colorado, the US Department of Agriculture, and 45% of its budget from Weld County government. He also explained the adjustment of staff assignments due to budget cuts, staff members' areas of expertise, and the services provided by the Extension Office. February 17, 2004 -Weld County Centennial Center • Weld County Deputy Coroner Mark Ward presented an overview of the activities of the Coroner's Office including the numbers of deaths in Weld County during 2003/2004 by age and cause. He explained which deaths are reviewed, which are investigated, and which go to autopsy. He also covered the procedures for handling unidentified bodies, release of bodies to funeral homes, and deaths, other than from natural causes. He also provided statistics of suicides by method, traffic deaths by age and locations, as well as the response time of the Coroner's office. Mr. Ward stated all Weld County autopsies are performed in a suite at McKee Hospital because Dr. Stephen Cina is based in Loveland, while the Weld County morgue is in the basement at Centennial Center. It was noted there is not a forensic pathologist based in Weld County. COUNTY COUNCIL MEMBERS ELECTION: Elections will occur in November 2004 for Weld County Council terms beginning January 1, 2005. The four-year term seats up for election are in Districts 1 and 2 and one At-Large seat. These seats are currently held by Councilmen Sander, Rademacher, and Martin. It is necessary to petition to run for Council seats. Petitions are available July 15, 2004 at the County Clerk's Election Office and must be filed with the County Clerk by September 3, 2004. Mr. Moreno, with the assistance of his staff members, Mr. Rudy Santos and Ms. Debbie King, covered the following topics: yearly information luncheon with Weld County's municipal clerks; County Clerk and Recorder's information-laden web page; the absentee ballot application process; an election judge training video; high school student election judges; a Fair Campaign Practices Act Workshop; Direct Recording Electronics; education regarding voter-identification requirements; and the Weld County Council petitioning process. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. Ten meetings a year are at the Weld County Centennial Center, Greeley, CO. Two meetings a year the Council will meet at Weld County's Southwest Administration Building in Longmont, CO.
