The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, March 10, 2004, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair Pro-Tem and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Robert D. Masden, Chair- EXCUSED
Commissioner William H. Jerke, Pro-Tem
Commissioner M. J. Geile - EXCUSED
Commissioner David E. Long
Commissioner Glenn Vaad
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of March 8, 2004, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $23,641.81. Commissioner Long moved to approve the warrants as
presented by Mr. Warden. Commissioner Vaad seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER CHILDREN,YOUTH,AND FAMILIES AUTOMATION PROJECT,OPTION 3,AND AUTHORIZE
CHAIR TO SIGN: Mr.Warden stated this is part of the Colorado Benefits Management System (CBMS),
and Judy Griego, Director of Social Services, had a work session with the Board regarding the selection
of Option 3,which is with an existing County-owned Local Area Network and computers being maintained
in-house. He stated Weld County was operating under Option 2; however, the State has eliminated that
option. Mr.Warden stated Affiliated Computer Systems(ACS)has reviewed the agreement,which includes
computerization standards and other technological aspects of the project. Responding to Commissioner
Long, Mr.Warden stated Weld County is not responsible if CBMS fails,and this agreement represents only
technical data and standards, rather than legal status. Responding to Chair Pro-Tem Jerke, Mr. Warden
stated there is no budgetary impact at this time, since Option 3 was already included in the computer
projects for this year. Commissioner Vaad moved to approve said project and authorize the Chair to sign.
Seconded by Commissioner Long, the motion carried unanimously.

There being no further business, this meeting was adjourned at 9:10 a.m.
