In October 2001, we were finally able to close this case after fighting with him in District court. At that time, he was supposedly moving out of state. Surprise... He didn't. We are again facing the EXACT same issues. When they are repeat offenses can we skip any of the steps (i.e. five day letter, 30 day letter) and take them directly to the Board for a Violation Hearing? He has numerous horses on 4.5 acres. Back in 2001 he leased property from a neighbor and moved most of the horses onto their property; however, I have been informed that they have since kicked him off. Now all of the horses are back on his property. Animal Control was going out their yesterday to check the welfare. They, as well, have had numerous problems with these individuals.
