December 23, 2002 Mr. Paul Banks Banks and Gesso, LLC 720 Kipling Street, Suite 117 Lakewood, CO 80215 Re: Heit Property Gravel Mine Weld County, Colorado (LSC #021190) Dear Mr. Banks: We have completed a review of the traffic impacts of the proposed Heit Property Gravel Mine project located on the northwest corner of the intersection of Weld County Road 20 (WCR 20) and WCR 25 in Weld County, Colorado. The project area is bounded by WCR 20 on the south, WCR 25 on the east, and vacant land on the west and north. The site is proposed to contain a gravel mine operation facility. Access to the site is proposed from WCR 25 east of the site with a full movement intersection. The remainder of this report presents our findings concerning the traffic impacts of the proposed project. Existing Roadways The vicinity map and the site location map of the Heit Property Gravel Mine site are shown in Figures 1 and 2, enclosed. As indicated, the site is located on the northwest corner of the intersection of WCR 20 and WCR 25 in Weld County, Colorado. The main roadways serving the site will be US 85, WCR 18, and WCR 25. Major roadways in the vicinity of the site are described below: • US 85 is a four-lane expressway, running north-south with a posted speed limit of 65 mph in the vicinity of the site. It connects with the City of Denver on the south and continues through the metropolitan area, and on the north it connects with SH 52. US 85 in the vicinity of the site is classified as an expressway by CDOT. Its cross-section consists of two through lanes in each direction and separate approach left- and right-turn lanes. • WCR 18 is a two-lane roadway, running east-west with a posted speed limit of 40 mph in the vicinity of the site. The intersection of WCR 18/US 85 is currently controlled by Stop signs on WCR 18. 2004-0098 Mr. Paul Banks Page 2 December 23, 2002 • WCR 25 is a two-lane roadway that generally parallels the west side of US 85 between WCR 18 and WCR 22.5. The intersection of WCR 18/WCR 25 is currently controlled by a Stop sign on WCR 25 and the intersection of WCR 20/WCR 25 is currently controlled by a Stop sign on WCR 20. WCR 25 is currently paved south of WCR 20 and exists as a gravel road north of WCR 20. Existing Traffic and Year 2020 Background Traffic Peak-hour turning movement counts (including separate truck counts) were conducted by Counter Measures, Inc. at the US 85/WCR 18, WCR 18/WCR 25, and WCR 20/WCR 25 inter- sections in December, 2002, the results of which are shown in Figure 3. The counts were conducted from 6:30 to 8:30 AM and from 4:00 to 6:00 PM, with the actual AM and PM peak- hours generally occurring from 6:45 to 7:45 AM and 4:30 to 5:30 PM, respectively. Actual turning movement data is attached to this report. Figure 3 also shows the existing traffic control and lane geometry at these intersections. Projections of Year 2020 peak-hour traffic volumes have been made for the roadway system adjacent to the site in order to have a basis for determining future traffic impacts. Year 2020 was chosen because the proposed project is expected to complete its gravel mine operation by this year. Future 2020 traffic projections, shown in Figure 4, were made assuming a 2.25 percent annual growth on the existing traffic volumes on US 85 and WCR 18. This growth rate was obtained by comparing Year 2020 traffic forecasts on US 85 from the "US 85 Access Control Plan, 1-76 to WCR 80" report by Felsburg Holt& Ullevig, December 1999, with existing traffic volumes on US 85. Note that existing traffic volumes (rounded to the nearest five) were assumed while calculating Year 2020 background traffic on WCR 25 and WCR 20. Estimated Traffic Generation The Heit Property Gravel Mine project will contain a gravel mine operation facility.The amount of traffic that will be generated was estimated based on information provided by the developer of the proposed site. It is expected that on an average weekday the proposed project will generate approximately 150 external daily vehicle-trips, with about 75 entering and 75 leaving the site. Of these, approximately 20 vehicle-trips will occur during the AM peak-hour, with 10 vehicles entering and 10 vehicles exiting the site. During the PM peak-hour, approximately 20 vehicle-trips will occur, with 10 vehicles entering and 10 vehicles exiting the site. Estimated Traffic Distribution and Assignment A key element in the determination of the proposed project's traffic impact is the directional distribution of its traffic onto the surrounding roadway system. The relative location of the site, the type of land use, and specific characteristics of the roadway and access system will dictate what this distribution will be. Note that in this particular case, the distribution was based on the information provided by the developer of the proposed site. Figure 5 illustrates Mr. Paul Banks Page 3 December 23, 2002 the distribution expected to be applicable to the Heit Property Gravel Mine project. As this figure shows, 100 percent of the site-generated traffic will use WCR 25 and WCR 18 to travel to the US 85/WCR 18 intersection. Of these,90 percent will be oriented to the south on US 85 with 10 percent oriented to the north. Traffic assignments for the site-generated traffic are shown in Figure 6. Figure 7 illustrates the combination of peak-hour background traffic (from Figure 4) and site-generated traffic from the proposed project for Year 2020. Estimated Traffic Impacts In order to assess the impacts of the proposed project, peak-hour capacity analyses have been prepared for the key study intersection assuming background and background plus site- generated traffic conditions. The methodology used is that presented in the 2000 Highway Capacity Manual, published by the Transportation Research Board of the National Academy of Sciences. The concept of Level of Service (LOS) is used as a basis for computing combinations of roadway operating conditions which accommodate various levels of traffic activity. By definition, six different Levels of Service are used (A, B, C, D, E, and F) with "A" being a free-flow condition and "E" representing the capacity of a given intersection or road- way. Table 1, enclosed, summarizes the results of the average weekday peak-hour LOS analyses for the proposed project (actual computer analysis printouts are enclosed) and the following discusses the results of the capacity analysis for the US 85/WCR 18, WCR 18/ WCR 25, WCR 25/WCR 20, and WCR 25/Access Drive intersections. • US 85/WCR 18:This existing unsignalized intersection is currently operating at poor Levels of Service "E" and "F" during the evening peak hour for the eastbound and westbound approaches,respectively. By the Year 2020,both approaches will operate at a failing Level of Service "F" during both morning and evening peak-hours, with or without the addition of site-generated traffic. However, this is an existing full movement intersection utilized by other developments and the traffic from the proposed gravel mine will not add significant delay. • WCR 18/WCR 25:: This existing unsignalized intersection is currently controlled by a Stop sign on WCR 25. As a Stop controlled intersection, it is expected to operate at an excellent Level of Service (LOS"A") for all movements during both morning and evening peak-hours through Year 2020 with or without the addition of site-generated traffic. Site-generated traffic will increase delay by less than one second at this inter- section. • WCR 20/WCR 25:: This existing unsignalized intersection is currently controlled by a Stop sign on WCR 20. As a Stop controlled intersection, it is expected to operate at an excellent Level of Service (LOS "A") for all movements during both morning and evening peak-hours through Year 2020 with or without the addition of site-generated traffic. Site-generated traffic will increase delay by less than one second at this inter- section. Mr. Paul Banks Page 4 December 23, 2002 • Access Road/WCR 25: This site access intersection is proposed to be built in conjunction with the opening of the proposed Gravel Mine operation. This inter- section is expected to operate at an excellent Level of Service (LOS "A" ) for all move- ments during both morning and evening peak-hours through Year 2020. Recommended Turn Lanes on US 85 As previously stated, US 85 is classified as an Expressway and the posted speed limit is 65 mph in the vicinity of the site. Based on the CDOT State Highway Access Code, the following turn-lanes are required at the WCR 18/US 85 intersection: • A northbound left-turn deceleration lane of 1,165 feet including a 300-foot taper. Currently, a left-turn deceleration lane of approximately 470 feet exists on north- bound US 85. Space is available for increasing the length of the right-turn lane by re-striping to meet the State Highway Access Code requirements. • A southbound right-turn deceleration lane of 1,100 feet including a 300-foot taper is required. Currently, a right-turn deceleration lane of 1,120 feet exists on the southbound approach of US 85. r • A right-turn acceleration lane of 1,680 feet including a 300-foot taper is required on southbound US 85. Currently, a right-turn acceleration lane of 1,505 feet exists on the southbound approach of US 85. Space is available for increasing the length of the right-turn lane by re-striping to meet the State Highway Access Code require- ments. Due to the fact that traffic from the proposed gravel mine does not add significant traffic to this intersection and the site is approximately two miles away from this intersection, we do not think that they should be responsible for these improvements. Average Daily Traffic Impacts The Year 2020 average weekday traffic impacts of the proposed project are illustrated in Figure 8. This figure illustrates the average weekday traffic expected to be generated by the proposed Heit Property Gravel Mine project, background plus site-generated average daily traffic, and roadway capacities. The figure shows that all surrounding roads will operate within their roadway capacities. Conclusions and Recommendations Based on the analyses presented herein, the following conclusions and recommendations (shown in Figure 9) are made with respect to the proposed Heit Property Gravel Mine project: 1. A total of 150 external daily vehicle-trips (75 entering and 75 exiting) would be generated on a typical weekday. This total includes 10 entering and 10 exiting trips - Mr. Paul Banks Page 5 December 23, 2002 during the morning peak-hour and 10 entering and 10 exiting trips during the evening peak-hour period. 2. The directional distribution of project-generated traffic is expected to be such that 90 percent of the site-generated traffic will be oriented to the south on US 85 with 10 percent oriented to the north. 3. The US 85/WCR 18 intersection is currently operating at a poor Level of Service "E" and a failing Level of Service "F" for the eastbound and westbound approaches, respectively. However,this is an existing full movement intersection utilized by other developments and the traffic from the proposed gravel mine will not add significant delay. 4. The WCR 25/WCR 18, WCR 25/WCR 20, and WCR 25/Site Access Drive inter- sections are expected to operate satisfactorily through Year 2020 during both morning and evening peak-hours with or without the addition of site-generated traffic. 5. The portion of the WCR 25 adjacent to the site should be paved. 6. In order to meet CDOT Access Code requirements, the following improvements to the turn lanes at the US 85/WCR 18 intersection are recommended (however, due to the fact that the proposed gravel mine does not add significant traffic to this intersection and the site is approximately two miles away from this intersection, we do not think that they should be responsible for these improvements): • A northbound left-turn deceleration lane of 1,165 feet including a 300-foot taper.
