Our comments and requirements are as follows: COMMENTS: WCR 25.5 is designated on the Road Capital Improvement Plan in the County Wide Impact Fee Code Ordinance, Section 20-1-30, as a local gravel road, which requires a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This is road is maintained by Weld County. Pursuant to the definition of setback in Weld County Code, Chapter 23, Article III, Section 23-3-50, the required setback is measured from the future right-of-way line. Interconnectivity: The applicant has identified in the questionnaire that the new warehouse will be utilized to support the business. I do not see any interconnectivity between the proposed warehouse and the existing warehouse. The proposed and future warehouse sites appear to be stand-alone individual structures that may be utilized by other users, which may create additional impact on the County road system at this location. In the questionnaire, the applicant indicated that there are three office employees and four field employees. No visitors are expected to the site. The applicant indicated that the type of vehicles that would access the site would be %ton pickups. REQUIREMENTS: Future Access: With the existing and future accesses being identified in the amendment, we feel that six access points within 1,300 feet are too many accesses to the facility. We evaluate critical access points and utilize interconnectivity throughout the site. DATE: 10/16/2003 COLORADO CC: Environmental Health Services has reviewed this proposal for an expansion to the existing oil and gas support and service facility(storage and repair of downhole oil field tools). We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: x'. The applicant shall provide two septic system envelopes for each existing and proposed septic system. A map depicting the location of the envelopes shall be provided to the Weld County Department of Public Health & Environment for review and approval. Once approved the envelopes shall be recorded on the final plat. /. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as development standards: 1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. —2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,blowing debris, and other potential nuisance conditions. 4. Fugitive dust shall be controlled on this site. 5. This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as delineated in 25-12-103 C.R.S., as amended. 6. The applicant shall operate in accordance with the approved "waste handling plan". 7. Adequate toilet facilities shall be provided for employees and patrons of the facility. 8. Any septic system located on the property must comply with all provisions of the Weld County Code, pertaining to Individual Sewage Disposal Systems. 9. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. 10. In the event the facility's water system serves more than 25 persons on a daily basis the water system shall comply with the requirements for a non-community water system as defined in the Colorado Primary Drinking Water Regulations (5 CCR 1003-1). 11. A permanent, adequate water supply shall be provided for drinking and sanitary purposes. 12. No landscaping(i.e. planting of trees and shrubs) or construction (i.e. auxiliary structures, dirt mounds, etc.) shall be located in the designated septic system envelopes. 13. Should the "Future Office Addition" be constructed, it shall be served by a septic system that meets all requirements of the Weld County Code. We recommend that the following note be recorded on the plat: The water source for this USR is a groundwater well. Due to the minimal number of people it serves the well is not regulated for quality. Groundwater may not meet all drinking water standards as defined by the Colorado Department of Public Health and Environment. A plot plan shall be submitted showing all structures with accurate distances between structures, and from structures to all property lines. 2. A plan review is required for the storage/repair shop building. Plans for the shop shall include a floor plan and a complete description of the extent of the work that will be done to service or repair equipment. An engineered foundation, based on a site-specific geotechnical report or an open hole inspection performed by a Colorado registered engineer, is required. Unless exempted by State Law, plans for the building shall bear the wet stamp of a Colorado registered architect or engineer. Two complete sets of plans are required when applying for each permit. J3. Buildings shall conform to the requirements of the various codes adopted at the time of permit application. Currently the following has been adopted by Weld County: 1997 Uniform Building Code; 1998 International Mechanical Code; 1997 International Plumbing Code; 2002 National Electrical Code and Chapter 29 of the Weld County Code. 4. Fire resistance of walls and openings, construction requirements, height and allowable areas will be reviewed at the plan review. Setback and offset distances shall be determined by the Zoning Ordinance. 5. Building height shall be measured in accordance with the Building Code for the purpose of determining the maximum building size and height for various uses and types of construction and to determine compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset and setback requirements. The fire hydrant should be placed between the existing building and the proposed building. The required fire flow for the district is 1000 gpm at a constant 20 psi.
