I received your fax(es)and the letter that was provided by North Weld County Water
District on September 25, 2002. Such letter was a letter of proof of service written
by our office manager who manages the billings, accounts payable & receivables.
Nowhere within the letter did it comment upon off-site improvements or have any
inclination that the District was aware of any improvements. The letter is given
when requested by the Owner of the water meter and is often given for refinancing
of the property and/or sale of properties as proof of service for a real estate office or
title company. North Weld County Water District has never received any
information until August 3, 2004 about the Church improvements especially the
construction of a storm sewer line within the alley, and the paving of such alley.
North Weld County Water District did not receive any Information of the Use by
Special Review (USR). I have contacted the Weld County Planning Office and they
could not find that North Weld County Water District was mailed any information as
part of the referrals. Therefore, the District has not reviewed or approved any
construction plans for the USR. Normally, when an off-site improvement is made
the County requires signature blocks for all affected utilities on the construction
plans. The District is questioning why this was not done for this off-site
improvement.

I am greatly concerned with adding another utility and paving the alley adjacent to
the Galeton Community Church to WCR 74. This Right-Of-Way is 20 feet in width
and it is my understanding that there are two phone lines, sanitary sewer, North
Weld County Water District waterline, Galeton Groundwater waterline and possibly
a gas line all currently within the 20-feet. In addition the property owners have
constructed fences, sheds and outbuildings and the Church has constructed their
building(electrical transformer next to the Right of Way. There are no setbacks or
less than 3-feet of setback to the right of way. If the Storm sewer for the Church is
constructed in the alley Right-of--Way there will be 6 utilities located within 20-feet of
Right of Way and proper clearances cannot be maintained. The plans that the
District did receive(may not be a full set)did not clearly define the location of any of
the utilities within the alley and did not show accurately the location of our meter
pits within the alley. The current water line and meter pits are not capable of
withstanding traffic loads and if the asphalting proceeds four-meter pits and the
waterline will have to be replaced.
North Weld County Water District is requesting the County require placement of
recycled asphalt chips within the alley rather than pavement and only place the
recycled asphalt chips on the existing driveable portion of the alley measuring
approximately 10 feet in width. This will allow the existing meters to remain in their
current location and the District will not require the waterline to be replaced.
If this is not possible due to major issues, the District will require that the waterline
be replaced to meet our current standards and replace the four meters that are
located within this alley. Due to the time constraints of the Galeton Community
Church the District is willing to provide the engineering and construction of the
waterline before asphalting procedures have begun. The District will require a
contract with the Galeton Community Church for payment of the construction and
will require a proof of funds letter before construction shall commence.
In the future, North Weld County Water District will be requesting signature blocks
on all plats, and construction plans. I would be more than happy to arrange a time
to talk about this issue,and would be glad to meet with you on future projects when
they are in the planning stages. Either myself or Don Posselt (District Manager)
would appreciate the opportunity to approve plans in the future. If engineering
locates are required please contact me to arrange such locates.

During the USR process , the applicant identified paving the alleyway from the church north to WCR 74 . The
Weld County Public Works Department did not require the applicant to pave the alleyway.
During the installation of the storm sewer line through the alleyway to the inlet adjacent to WCR 74 , the
contractor incurred several water line service crossings . These lines are being served by North Weld County
Water District . The water district had concerns about the access for maintenance or replacement of water
meters under the proposed paved alleyway . The applicant has been in contact with the water district and they
have agreed not to pave the alleyway section , but replace it with recycled asphalt chips . This will allow the
existing meters to remain in their current locations and the district will not require the water line to be relocated .
The Weld County Public Works Department . supports utilizing recycled asphalt chips . This would provide dust
control and create an easier access to any waterline repairs needed .
During the Board of County Commissioners hearing on the Improvements Agreement According to Policy
Regarding Collateral for Improvements , the Board agreed not to take collateral on this project for
improvements . It was decided that the Galeton Community Church is a reputable entity and the improvements
would benefit the Town of Galeton .
