A RESOLUTION OF THE TOWN OF SEVERANCE
LEVYING GENERAL PROPERTY TAXES FOR THE
YEAR 2004 TO HELP DEFRAY THE COSTS OF
GOVERNMENT FOR THE 2005 BUDGET YEAR
WHEREAS, the Board of Trustees of the Town of Severance has adopted the
annual budget in accordance with the local budget law on December 08, 2004 and;
WHEREAS, the amounts of money necessary to balance the budget for general
operating expenses is $174,068 and;
WHEREAS, the 2005 valuation for assessment for the Town of Severance as
certified by the County Assessor on November 30, 2004 is $13,767,910.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES FOR
THE TOWN OF SEVERANCE, COLORADO
Section 1. That for the purposes of meeting all general operating expenses of
the Town of Severance during the 2005 budget year, there is hereby levied a tax of
12.643 mills upon each dollar of total valuation for assessment of all taxable property
within the Town for the year 2005.
Section 2. That the Town Clerk is hereby authorized and directed to
immediately certify to the County Commissioners of Weld County, Colorado, the mill
levy for the Town of Severance as described above and determined and set.
PASSED AND ADOPTED THIS EIGHTH DAY OF DECEMBER, 2004.

2005 BUDGET MESSAGE-ST. VRAIN SANITATION DISTRICT
The 2005 Budget for the St. Vrain Sanitation District was prepared pursuant to the Property Tax
Revenue Limitation provided by the Division of Local Governments, Amendment No. 1 to the
Colorado State Constitution of 1992, and Senate Bill 93-130. This budget was developed using
the cash basis method of budgetary accounting.
The services to be provided by the District in 2005 are wastewater collection and treatment
pursuant to Colorado Discharge Permit No. CO-0041700 reissued effective April 1, 1998. This
permit expired on January 31, 2003, but was extended by the Water Quality Planning
Commission pending the determination of the new discharge limits. Although the new permit was
anticipated to be issued during 2004, it has not been and is now expected to be issued during
2005. The District is prepared to meet and is fully capable of meeting all new limitations required
in the new permit.
The stated objectives of the District include the following:
Inclusion into the District of all petitioning properties located within the dedicated service
area.
+ Construction and maintenance of facilities that are capable of adequately supplying
sanitary sewer service to all residents and businesses included in the District, provided
that it is practical and feasible to provide such services.
+ Providing sanitary sewer service to residents and businesses within the District in a cost
efficient manner that is consistent with County, State and Federal laws.
The 2005 Budget is predicated upon the District operating an Enterprise Fund pursuant to the
definition set forth in Article X, Section 20(2)(b), C.R.S. (Amendment No. 1) and Colorado
Revised Statute 37-45.1-101, et. Seq. (Senate Bill 93-130). To that end, the District's Enterprise
Fund receives less than 10% of its annual revenue as a grant from the Government General Fund.
For 2005,no grant has been budgeted.
During the early years of the District's development when there was little assessed property value
and a high level of debt, property taxes levied were quite high. The tax levy peaked in 1994 and
1995 at 34.990 mills. This levy was reduced by 2.500 mills annually in 1996 and 1997. A further
reduction of 5.000 mills annually was realized in 1998 and 1999. The levy was reduced another
3.444 mills in 2000, 6.100 mills in 2001, 4.925 mills in 2002. 0.167 mills in 2003 and 0.429 mills
in 2004. The reduction for 2005 is .524 mills resulting in a total mill levy of 4.401. If the assessed
property values continue to increase as in the recent years, it is anticipated that these mill levy
rates can continue to decrease while still providing sufficient revenues to cover the District's
bonded indebtedness. However, the rate of decrease may slow down and change in size based on
the rate of increase in assessed value of new construction.
In the year 2000, the outstanding debt was refunded such that the amount to be repaid in 2005 is $
493,860. In the subsequent years of 2006 through 2011 when the issue is paid off, the amounts to

be repaid will be approximately $500,000 annually requiring a mill levy sufficient enough to
provide revenues to service this level of debt. The assessed value for 2004 was $130,742,350. For
2005, this value has increased to $ 148,338,440 representing an increase in assessed value of $
17,596,090 or a 13.46 % increase.
Tap sales peaked in 2000 when the District realized a gain of 735 taps representing an increase of
781 SFE's followed by tap sales in 2001 of 627 taps representing 829 SFE's. Annual tap sales for
2002 and 2003 were 503 and 490 representing 532 and 675.5 SFE's respectively. It is anticipated
that the 2004 sales will be approximately 458 taps representing 573.5 SFE's. Although the
economy appears to be improving, it is anticipated that the District will not experience any
significant changes in the growth rate as previously experienced and there may be a continued
decline in tap sales. Accordingly, this 2005 budget is based on a conservative gain of 240 taps
and SFE's.
For 2004, Government Fund Revenues are estimated to be $ 894,350 and Enterprise Fund
Revenues are estimated to be $ 6,223,073 for a total of$ 7,117,423.
For 2005, Government Fund Revenue is budgeted at $ 820,837 and Enterprise Fund Revenue is
budgeted at$ 3,050,911 representing total budgeted revenues of$ 3,871,748.
The St. Vrain Sanitation District's 2005 Budget contains the following significant features:
1. Maintain General Property Tax revenue for general operations and debt at the lowest
prudent level. General Obligation Bonds require a principal payment of $ 335,000
and interest payments of$ 158,860 for a total due of$493,860.
2. Maintain the Monthly Service Charge at $22.00 per Single Family Equivalent (SFE).
At this level, we are budgeting to receive$ 1,281,808 in revenues.
3. Impose charges equivalent to the actual cost of inclusion, development review, line
extension planning and construction management expenses.
4. Collect fees at the time of inclusion to maintain sufficient capacity to serve District
members.
5. Set the plant investment fee to an amount at least equal to one share of the District's
present equity plus a share of necessary future equity growth, currently $5,000 per
SFE.
6. Carefully implement strategy to retire debt utilizing Debt Property Tax interest, Debt
Reserve interest and Specific Ownership Tax revenues.
7. Maximize the monetary yield of the District's cash assets while adhering to statutory
requirements and prudent municipal investment practices.
8. Collect additional Plant Investment Fee's (PIF's) from customers who discharge
wastewater in excess of the capacities purchased. Amounts due will be determined
based on continued monitoring of all customers by District staff.
9. Collect additional surcharge revenues by carefully monitoring customer discharges
for excessive BOD, TSS, chemical pollutants and any other agents that exceed
District limits. These revenues will be used to support the Pretreatment Program so
that all additional costs to the District resulting from excessive discharges will be
covered by the violating customers.
10. During 2005, complete the construction of the Graydon and Sweetgrass Lines. Other
potential lines to be constructed include the Neighbors Line, Eagle Crest Parallel
Line and the Liberty Gulch Line. These lines are developer funded. For the Graydon
and Sweetgrass Lines, there is matching funding by the District up to $1,000,000
which includes funds matched for the Carlson Line. The 2005 Budget does not
include revenues and expenditures for the developer funded lines as included in
previous years. Because these are funded entirely by the developer, the revenues and
expenditures offset each other and do not significantly affect the operations of the
District.
11. Provide for unforeseen contingency requirements, including annual variations in
connection revenue, through the creation of adequate reserves. In addition, the 2005
Budget includes an appropriated line for Contingencies in the amount of$750,000.
This line appropriation has been designated by the board for specific uses and will
require board approval for the expenditure or use of any of these funds.
12. Apply all Plant Investment Revenue and Inclusions to the Construction Fund and for
Treatment Plant expansion for future line over-sizing and construction.
13. Create and maintain a facilities replacement fund equal in value to the depreciated
equity of the District.
14. Maintain a 3% Emergency Reserve (less statutory use limitations) pursuant to
Amendment No. 1, in addition to a 3% Contingency expense line item.

THOMPSON RIVERS PARKS & RECREATION DISTRICT,
COLORADO, FOR THE CALENDAR YEAR BEGINNING ON THE
FIRST DAY OF JANUARY, 2005 AND ENDING ON THE LAST DAY
OF DECEMBER, 2005
WHEREAS,the Directors of Thompson Rivers Parks and Recreation District has
appointed Mary Wojtkewicz, Bookkeeper,to prepare and submit a proposed budget to
said governing body at the proper time; and
WHEREAS,Mary Wojtkewicz has submitted a proposed budget to this governing body
on September 20, 2004 for its consideration,and;
WHEREAS,upon due and proper notice,published or posted in accordance with the
law, said proposed budget was open for inspection by the public at a designated place, a
public hearing was held on December 6, 2004 and interested taxpayers were given the
opportunity to file or register any objections to said proposed budget, and;
WHEREAS,whatever increases may have been made in the expenditures, like increases
were added to the revenues so that the budget remains in balance, as required by law.
NOW, THEREFORE, BE IT RESOLVED BY THE DIRECTORS of the
THOMPSON RIVERS PARKS & RECREATION DISTRICT,

BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF
WELD, STATE OF COLORADO:
WHEREAS,the Board of County Commissioners of the County of Weld,State of Colorado,
pursuant to Colorado statute and the Weld County Home Rule Charter,is vested with the authority
of administering the affairs of Weld County, Colorado, and
WHEREAS, it is necessary, by Colorado statute and by the Weld County Home Rule
Charter,to set the mill levy for the annual appropriation for Weld County Colorado for Fiscal Year
2005, and
WHEREAS,the Board of County Commissioners of Weld County,Colorado,adopted the
annual budget in accordance with the Local Government Budget Law,on December 15,2004,and

December,2004,therefore,this Ordinance is declared to be an Emergency Ordinance under the
provisions of Section 3-14 of the Weld County Home Rule Charter.
BE IT FURTHER ORDAINED by the Board, if any section, subsection, paragraph,
sentence, clause, or phrase of this Ordinance is for any reason held or decided to be
unconstitutional,such decision shall not affect the validity of the remaining portions hereof. The
Board of County Commissioners hereby declares that it would have enacted this Ordinance in each

WHEREAS, the Board of Supervisors of the West Greeley Conservation District has adopted
the annual budget in accordance with the Local Government Budget Law on December 13, 2004,

expenses is$289,455 and;
WHEREAS, the 2004 valuation for assessment for the West Greeley Conservation District as

Conservation District during the 2005 budget year, there is hereby levied a tax of.414 mills upon
each dollar of the total valuation for the assessment of all real property within the boundaries of
West Greeley Conservation District for the year 2004.
Section 3. That for the purpose of meeting all the Division of Local Government approved
capital expenditures of the West Greeley Conservation District during the 2005 budget year, there
is hereby levied a tax of.414 mills upon each dollar of the total valuation for assessment of all
real property within the boundaries of the West Greeley Conservation District for the year 2004.
Section 4. That the Secretary/Treasurer is hereby authorized and directed to immediately

DAY OF JANUARY, 2005, AND ENDING ON THE LAST DAY OF DECEMBER, 2005.
WHEREAS, the Board of Supervisors of the West Greeley Conservation District has
appointed Stanley D. Cass, Secretary/Treasurer, to prepare and submit a proposed budget to
said governing body at the proper time, and;
WHEREAS, Stanley D. Cass, Secretary/Treasurer, has submitted a proposed budget to this
governing body on October 11, 2004 for its consideration, and;
WHEREAS, upon due and proper notice, published or posted in accordance with the law,
said proposed budget was open for inspection by the public at a designated place, a public
hearing was held on December 13, 2004 and interested taxpayers were given the opportunity
to file or register any objections to said proposed budget, and;
WHEREAS, whatever increases may have been made in the expenditures, like increases
were added to the revenues so that the budget remains in balance, as required by law.
