HomeMy WebLinkAbout20040987.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF SOCIAL SERVICES WELD COUNTY, COLORADO MARCH 29, 2004 TAPE #2004-13 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, March 29, 2004, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Robert D. Masden, Chair Commissioner William H. Jerke, Pro-Tem Commissioner M. J. Geile Commissioner David E. Long Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther Gesick Director of Finance and Administration, Don Warden MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting of March 24, 2004, as printed. Commissioner Jerke seconded the motion, and it carried unanimously. WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval by the Board in the amount of $20,857.20. Commissioner Vaad moved to approve the warrants as presented by Mr. Warden. Commissioner Jerke seconded the motion, which carried unanimously. NEW BUSINESS: CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 2.000, SOCIAL SERVICES DIVISION POLICIES AND PROCEDURES: Judy Griego,Director of Social Services,stated this revision is necessary to clarify deadlines, conform the definition of reimbursement to County policy,and reference specific forms to be used by foster parents and biological parents of children under the custody of the Department of Social Services. Commissioner Geile moved to approve said revision.The motion,which was seconded by Commissioner Vaad, carried unanimously. CONSIDER REVISION TO OPERATIONS MANUAL, SECTION 6.000, COLORADO WORKS IN WELD COUNTY AND CHILD CARE POLICIES AND PROCEDURES: Ms. Griego reviewed the revisions to Section 6.000,as detailed in her memorandum dated March 23,2004. In response to CommissionerJerke, Ms. Griego stated staff does work with an employment plan in an attempt to try and encourage clients to move closer to work. Commissioner Vaad moved to approve said revision. The motion, which was seconded by Commissioner Jerke, carried unanimously. 2004-0987 BC0016 CONSIDER REVISION TO OPERATIONS MANUAL,SECTION 8.000,BUSINESS OFFICE POLICIES AND PROCEDURES: Ms. Griego stated the revisions to Section 8.000 include: clarification of deadline dates when holidays occur on the 5th calendar day of the month;clarification regarding meal expenses on behalf of children in the Department's custody;and Chafee credit cards. In response to CommissionerJerke, Ms. Griego stated the credit cards have a limited scope for purchasing small items for children who are leaving the foster care program and starting independent living. Responding to Commissioner Vaad and Chair Masden, Mr.Warden stated the liability is the same as a personal credit card,there is no liability if theft is reported in a reasonable amount of time,and there is a$1,000 limit. Ms. Griego added there are only two or three employees who have cards assigned to them,and they must keep all of the receipts. In response to Commissioner Long, Ms. Griego stated the receipts are used to ensure the purchases are for the childrens' needs, and there is a lot of oversight through this program. Mr. Warden stated there is only a limited number of staff in the County who have access to credit cards which helps reduce any potential problems. Commissioner Vaad moved to approve said revision. The motion, which was seconded by Commissioner Long, carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
