RESOLUTION RE: APPROVE PARTNERSHIP AGREEMENT FOR FORMATION OF PARTNERS ADVANCING EARLY CHILDHOOD EDUCATORS(PACE)AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with a Partnership Agreement for Formation of Partners Advancing Early Childhood Educators (PACE) among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Family Educational Network of Weld County,and Aims Community College, United Way of Weld County and Child Advocacy Resources and Education,commencing June 1, 2004, and ending May 31, 2006,with further terms and conditions being as stated in said agreement, and WHEREAS,after review,the Board deems it advisable to approve said agreement,a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Partnership Agreement for Formation of Partners Advancing Early Childhood Educators (PACE)among the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Human Services, Family Educational Network of Weld County,and Aims Community College, United Way of Weld County and Child Advocacy Resources and Education, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be,and hereby is,authorized to sign said agreement. Long ��Lorne Glenn Vaad Date of signature: " '- `O-5=©7 2004-0759 HR0075 Moms Community College Partnership Agreement This partnership agreement made and entered into this --- day of March 2004 by and between Aims Community College, Family Educational Network of Weld County, United Way of Weld County and Child Advocacy Resources and Education confirms the formation of the partnership known as Weld PACE (Partners Advancing Early Childhood Educators).The purpose of this partnership is to advance the goals of the U.S. Department of Education Early Childhood Education Professional Development Program Grant. If funded, the grant period will be June 1, 2004 through May 31,2006and a post-award Memorandum of Understanding among partners will be developed to further outline roles and responsibilities of each entity related to use of facilities, personnel, cooperative projects,use of resources, articulation,and other activities as appropriate. A common goal for all partners is to offer high quality, intensive, sustained, research based professional development and support to early childhood educators in Weld County. Each of the partners agrees to jointly work to achieve each of the following objectives: 1. To increase the accessibility of professional development for ECE professionals, paraprofessionals and volunteers. Participants will receive financial assistance and other support in the form of tuition scholarships,books, and stipends for completion of designated individualized professional development activities. 2. To provide coaching activities to support ECEs in applying research-based early childhood pedagogy and child development and learning domains,including using a content-rich curriculum and activities that promote age appropriate learning and school readiness.The program will also address strategies for assisting English language learners in language and literacy development, as well as children with special needs and childhood behavior issues. 3. To develop and implement alternative delivery formats for community college coursework through the use of technology, thus allowing access to professional development by diverse learners. The roles and responsibilities of each partner follow: Aims Community College: 1. Provide leadership and fiscal responsibility for the project 2. Recruit and advise Aims ECU. students to participate in professional development activities 3. Deliver courses through traditional and alternative delivery methods 4. Coordinate mentoring activities for program participants 5. Coordinate evaluation of the project 6. Provide in-kind resources for the project,such as distance education equipment, space and office equipment for personnel, distance education course development resources, on-site training for coaches, language and literacy courses, developmental education courses, student support activities and support from our Higher Education Hispanic Service Partnership Grant. 2004-0759 Family Educational Network of Weld County: 1. Assist with marketing professional development opportunities 2. Recruit early childhood educators(Head Start staff and parents)to participate in professional development activities 3. Assist in course planning and scheduling 4. Provide in-kind resources for the project such as recruiting activities,co-sponsored training activities,space for some training activities, textbooks for students in classes and program volunteer hours. United Way of Weld County: 1. Assist with marketing of professional development opportunities 2. Recruit family child care providers to participate in professional development activities 3. Assist with curriculum revisions, and course planning and scheduling 4. Provide in-kind resources for the project,such as Child Care Quality Expansion Grant, Incredible Years training,Child Care Resource and Referral coordinator salary and Learning Clusters grant. Child Advocacy Resources and Education: 1. Assist with marketing professional development opportunities 2. Provide instruction related to child abuse identification and reporting and intervention 3. Provide in-kind resources for the project,such as training support for child abuse identification, parents in crisis,child abuse intervention and assisting with victims of child abuse. Partnership obligations: • Each partner will designate an individual to serve on the Advisory Committee for the Weld PACE project. The Advisory Committee will oversee the project,collaborate on project reporting requirements and promote project objectives. By signing this partnership agreement,entities commit to the listed roles, responsibilities and obligations.This agreement shall be considered null and void if the proposal is not funded by the US Department of Education. A party may withdraw from this partnership by providing written notice of its intent to withdraw 30-days prior to the effective date of withdrawal. The written notice will be delivered to each Partnership entity.
