SUBJECT: Scheduling USR-1451 (May) for Board of County
Commissioners Hearing
` The applicants for USR-1451 (Ralph & Barbara May) have indicated that they are not
proposing a sign for the kennel facility. Therefore all conditions prior to scheduling the Board of
County Commissioners hearing have been addressed and this case is ready to be scheduled
for a Board hearing.

This correspondence is to register our strong objection
� hon to the proposed dog kennel (USR
# 1451 applied for by Ralph and Barbara May, WCR 39,Brighton, Colorado 80603.
We own the north adjacent property to the Mays,and for the past 23 years their
property has been used as a junkyard, feed lot, slaughterhouse and zoo. The sights,
sounds and odors(smells)that have emitted from this property have been,at times,
unbearable.
Most of the projects (i.e. Buildings, sheds, fences)that have been started have
never been completed. The building materials used for these projects consist of recycled,
rusted, beat-up, second hand junk. Resulting in nothing more than an eye sore.
There is an accumulation of wrecked cars,inoperable farm implements,and just
plain old junk scattered throughout the property. Even the make shift fence used as a
visual barrier is falling down. During a recent wind storm a piece of the steel siding blew
into our truck.
The area adjacent to our driveway, approximately 250 feet long and 50 feet wide
is and has been used as a feedlot providing little or no shelter for in excess of 80 animals
of various species(pigs,goats,cows,peacocks, chickens, geese, emus,and sheep). This
area is never cleaned and with so many animals living there for so long the elevation of
the ground has risen due to the constant accumulation of animal waste. One spot where

these animals have stood and defecated for so long is an actual hill. You can imagine the
smells, not to mention the attraction to insects and rats.
Now that I have given you a little idea of how it looks and smells over there, lets
discuss the noise. Besides the noise of these animals rustling around in the junk through
the night, the dogs bark all the time. For no reason or for any reason. They bark if
someone walks down the driveway, they bark if the wind blows, when one barks they all
bark. They even bark when we step out our back door. There have been occasions when
we could not step out our back door because these dogs have been standing there growing
and threatening to bite. There have been times when we have been attacked in our
driveway while trying to get to the mailbox (we would have to carry a broom to fend
them off). There have been times when they have chased horses in our pasture. There
was even a time when I was walking down the road past the May's property, the dogs
came out after me (I complained) and was told I should walk the other way. Several
times when we called to complain about the dogs barking, we were told to take a sleeping
pill, or it was our fault because we went outside and their dogs could see us, or being that
this breed (the Pugs) is an ancient noble guard dogs, its their instinct to bark or the best
one "I can't do anything about it". Besides not taking any responsibility for their dogs I
would like to relate several other incidents involving animals under their care, custody
and control.
Their peacocks were always roosting in our barn and on our vehicles, scratching
the paint. On several occasions young goats have strangle themselves by getting their
horns caught in the 4 X 4 wire mesh fence. You would think that after the first time
someone would figure it out that this was not a good goat fence. The animal control
officer had to be called because two of their dogs were killing a baby goat.
The animal control officer had to be called when a 300-pound pig came
wandering down our barn aisle causing the horses to panic and nearly injuring the
handler. The young lady that helps us was chased around the yard by their Emu and on
more than one occasion had to chase the May's dogs out of our barn. During one
incident she was cornered and snapped at by these dogs.
Over the years these people have demonstrated that they either do not know how
or will not take responsibility for their animals, and have absolutely no consideration for
the other people in the neighborhood. It is only because the Zoning Compliance Office
informed them they could only have four dogs on 10 acres that they are requesting this
U.S.R. Even during the review period for this U.S.R.,their dogs continue to constantly
bark,their animals are still getting out, and there has been no attempt to clean the place
up. In the makeshift enclosure(aprox. 8' x 10')they call a kennel,and I use that word
loosely,we have counted up to nine dogs. I doubt this area is ever cleaned because we
can smell it. We have counted six different breed types (Daschound, Sheltie,Jack
Russell,mixed breed Border Collie, Poodle and Pug). Who knows how many of each?
There are other areas on the property where they have dogs hidden out,that we can hear
barking but cannot see them.
In closing I would ask that you consider these facts when determining if this
U.S.R. should be approved. Review the enclosed pictures and inspect the Mays' property
yourself. I ask that you not only disapprove this U.S.R. but also insist that they remove
the junk and clean the place up.
