Our comments and requirements are as follows: COMMENTS: WCR 50 is designated on the Weld County Roadway Classification Plan, January 2002 provided by Felsburg Holt and Ullevig as a local paved road. The most recent traffic count reflects 578 vehicles taken in a 48-hour period between the LaSalle city limits and WCR 43. This road is maintained by Weld County. REQUIREMENTS: Access: The applicant identified on the plat drawing four existing accesses to the parcel with a parcel frontage measuring 260 feet. The plat drawing identifies a six-foot chain-link security fence with gates. We recommend _ `ilizing the existing main access point. The two existing access with gates located on the west side of the property should be closed and locked. Utilize the main access point. The eastern access appears to be outside the chain-link fence possibly to provide access to either an oil tank battery or adjacent properties. Please verify the need to retain this access point. Off-Site Parking and Circulation: The off-site parking spaces including the access drive shall be surfaced with gravel or the equivalent and shall be graded to prevent drainage problems. Each parking space adjacent to the building shall be equipped with wheel guards or curb blocks where needed to prevent vehicles extending beyond the boundaries and coming into contact with other vehicles, walls, fences, or plantings. Storm Water Drainage: The historical flow patterns and run-off amounts will be maintained on site in such a manner that it will reasonably preserve the natural character of the area and prevent property damage of the type generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding of storm run-off. We have no objections to the proposal, however, we do recommend that the following conditions be part of any approval: We recommend that the following requirements be met prior to allowing the plat to be recorded: 1. In the event washing of vehicle will occur on site the applicant shall ensure that any vehicle washing area(s) shall capture all effluent and prevent discharges from the washing of vehicles in accordance with the Rules and Regulations of the Water Quality Control Commission, and the Environmental Protection Agency. 2. The Environmental Health Services Division was unable to locate a septic permit for the septic system serving the shop. The septic system serving the shop shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. 3. The septic system serving the residence/office shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current Regulations. 4. In accordance with the Underground and Above Ground Storage Tank Regulations (7 CCR 1101-14) a spillage retention berm shall be constructed around the tanks containing used oil and KCL. The volume retained by the spillage berm should be greater than the volume of the largest tank inside the berm. Alternative protective measures may be allowed provided they comply with the Above Ground Storage Tank Regulations. 5. The applicant shall submit a waste handling plan, for approval, to the Environmental Health Services Division of the Weld County Department of Public Health & Environment. The plan shall include at a minimum, the following: 1) A list of wastes which are expected to be generated on site (this should include expected volumes and types of waste generated). 2) A list of the type and volume of chemicals expected to be stored on site. 3) The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number). We recommend that the following requirements be incorporated into the permit as development standards: All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2'. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes specifically excluded from the definition of a solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended. 3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other potential nuisance conditions. 4<The applicant shall operate in accordance with the approved "waste handling plan". , The applicant shall comply with all provisions of the Underground and Above Ground Storage Tank Regulations (7 CCR 1101-14). 6. Any vehicle washing area(s) shall capture all effluent and prevent discharges the washing of vehicles in accordance with the Rules and Regulations of the Water Quality Control Commission, and the Environmental Protection Agency. BCN-030417 was applied for to add a 357 square foot office addition to an existing dwelling. ELN-021191, which received final inspection approval, was issued to relocate a three phase electrical meter on an existing repair shop. 1. All required inspections shall be scheduled and approved for the active building permit if it is issued. All conditions of approval shall be determined at the plan review. 2. Buildings shall conform to the requirements of the codes adopted by Weld County at the time of permit application. Current adopted codes include the 1997 Uniform Building Code; 1998 International Mechanical Code; 1997 International Plumbing Code; 2002 National Electrical Code and Chapter 29 of the Weld County Code. DATE: September 24, 2003 FROM: Kim Ogle, Planner III SUBJECT: Use by Special Review, USR-1454: Landscape Referral Oilfield Service Company - office and Facility Yard Michael Arrington, applicant The Department of Planning Services reviewed the above referenced Use by Special Review Landscape Plat and offers the following comments: Section 23-3-350 addresses the Design Standards applicable to this proposed facility. 4ection 23-3-350.A addresses storm water management. The Department of Public Works reviews this standard who will make recommendations on the handling of stormwater and release at a historic rate. %/per Section 23-3-350.B, the applicant shall delineated sufficient screened off street parking areas. All parking and loading areas shall be screened from adjacent properties and road rights-of-way. Further, all areas associated with outdoor storage shall be screened from adjacent properties and public rights-of-way. The applicant shall delineate an opaque visual screen on all sides of the property to mitigate the potential negative impact and aesthetic concerns on surrounding properties. e application materials state that there will be 8-10 people utilizing the site, of which all are employees. Appendix 23-B of the Weld County Code, addresses the number of off-street parking spaces required. For this situation, the office parking requirements are one space for every two employees plus one space per 500 square feet of office space; total parking required for the office component is 8 parking spaces. The existing shop and equipment supply and storage building have been classified as "warehouse uses" with one space required for each 1000 SF of space; total parking required for the warehouse component is 5 parking spaces. To meet the parking requirement for this facility, there shall be 13 parking spaces, including one space that is van accessible to meet the requirements of the American with Disabilities Act. The plan does not delineate parking spaces. All on-site parking shall meet the requirements of the Appendix 23-A and Appendix 23-B of the Weld County Code. vfhe applicant shall delineate curb stops for the parking spaces shown on the USR plat. One curb stop for each space is the standard. However, one curb stop centered over two parking spaces is acceptable. Contact this office with any questions. "Iection 23-3-350.C addresses Loading Areas. A designated loading area is not required for this application. /Section 23-3-350.D provides for adequate street access. The applicant shall demonstrate a safe and approved access. Points of ingress and egress to this parcel shall be clearly identified. The Department of Planning Services has visually identified four points of ingress and egress to this parcel. Staff strongly encourages the applicant to limited the points of ingress and egress to one location. The applicant shall contact the Department of Public Works to further discuss this issue. Appropriate language shall be included on the plat delineating the access to this parcel. The applicant shall provide written evidence of approval of all access points from the Department of Public Works. The internal circulation within the service yard and property is unclear. Future drawings shall delineate the proposed circulation pattern throughout the property, including the proposed circulation within the service yard. Section 23-3-350.E addresses acceleration and deceleration lanes. If required, the Department of Public Works will address this issue. Section 23-3-350.F addresses the setback and offsets for structures from the future right-of- way line. For this case, the setback is twenty (20) feet from the County Road 45 and the offset is one foot for every three feet of building height or five feet whichever is greater. Section 23-3-350.G addresses the Required Landscape areas. Section 23-3-350.G.1 states "No more than eighty-five percent (85%) of the total area of a Lot shall be covered. Land shall not be deemed covered if it is used for growing grass, shrubs, trees, plants or flowers or if covered by decorative gravel or wood chips, or if it is otherwise suitably landscaped." Further, Section 23-3-350.G.1 states "That portion of a Lot which abuts a public or private street right-of-way shall be landscaped for a distance of ten (10) feet, measured at a right angle from the Lot line towards the interior of the Lot. Driveways may pass through the required landscaped areas." "he USR Plat has not identified areas for landscape treatment. A note on the plat states a revision to the plat drawing of November 13, 1989 added a tree screen. This item was not delineated on the plat reviewed by this office. Staff requests, that at a minimum, the applicant submit a plant material list that delineates the proposed and existing plant material and other landscape treatment areas for review and approval with the Landscape and Screening Plan prior to recording the USR Plat. �'up/ving landscape materials as indicated on the Approved Landscape and Screening Plan shall be maintained at all times. Dead or diseased plant materials shall be replaced with materials of similar quantity and quality at the earliest possible time. ✓fhe applicant shall demonstrate how the proposed plant material will be watered, thus ensuring adequate growth and established of the feeder root system. Further, the applicant shall provide evidence that tap from Central Weld County Water District is able to provide irrigation water for this site. Evidence of such shall be submitted to this office prior to recording the USR plat. hction 23-3-350.H addresses the issue of trash collection areas. Areas used for storage or trash collection shall be screened from adjacent public rights-of-way and adjacent properties. These areas shall be designed and used in a manner that will prevent wind or animal scattered trash. The application materials have not delineated this structure on the preliminary USR Plat. /Section 23-3-350 I and Section 23-3-350. J addresses the water and sewage disposal for the site. The application materials state water is to be provided by Central Weld County Water District and disposal of household wastes will be via an engineered ISDS system. The applicant shall provide evidence that the tap is permitted for a commercial use. The Department of Public Health and Environment will address additional requirements as warranted. /The applicant shall provide additional information regarding the irrigation well located in the southwest corner of the property 1.5 feet east of the west property line and 4.5 feet north of the future right-of-way for County Road 50. Section 23-3-360 addresses operation standards. The applicant shall address the issue of noise, air quality, water quality, radiation and radioactive material, heat light, and property maintenance. ✓Section 23-3-360.A addresses noise. The Department of Public Health and Environment will regulate the maximum permissible noise levels allowed for this facility. Further, the application materials propose that the hours of operation be from 7:00 am to 6:00 pm daily. /Section 23-3-360.F addresses the issue of on-site lighting, including security lighting if applicable, this section.states "any lighting ... shall be designed, located and operated in such a manner as to meet the following standards: sources of light shall be shielded so that beams or rays of light will not shine directly onto adjacent properties...." ✓Section 23-3-360.G addresses property maintenance. Our comments and requirements are as follows: COMMENTS: WCR 50 is designated on the Weld County Roadway Classification Plan, January 2002 provided by Felsburg Holt and Ullevig as a local paved road. The most recent traffic count reflects 578 vehicles taken in a 48-hour period between the LaSalle city limits and WCR 43. This road is maintained by Weld County. REQUIREMENTS: Access: The applicant identified on the plat drawing four existing accesses to the parcel with a parcel frontage measuring 260 feet. The plat drawing identifies a six-foot chain-link security fence with gates. We recommend •tilizing the existing main access point. The two existing access with gates located on the west side of the ,roperty should be closed and locked. Utilize the main access point. The eastern access appears to be outside the chain-link fence possibly to provide access to either an oil tank battery or adjacent properties. Please verify the need to retain this access point. Off-Site Parking and Circulation: The off-site parking spaces including the access drive shall be surfaced with gravel or the equivalent and shall be graded to prevent drainage problems. Each parking space adjacent to the building shall be equipped with wheel guards or curb blocks where needed to prevent vehicles extending beyond the boundaries and coming into contact with other vehicles, walls, fences, or plantings.
