I am one of many who are keenly interested in this program, and I have a special interest in the relationship of this effort to the Jobs Training Partnership Act. This new legislation contains a special emphasis on reducing welfare dependency through unsubsidized employment. Weld County's pioneering efforts can help all of Colorado learn how to attain this important objective. Your program is showing interesting results but there are two concerns which all the spectators have, which I'd like all of us to keep in mind. The first of these is the potential relationship or role of vocational training as an additional tool to move welfare recipients into unsubsidized employment. The second is the need to ensure that welfare diversion programs are operated as positive support to this group of citizens. I know you are sensitive to these issues and while I do not believe it reasonable for Weld County to resolve all these problems, I hope you and your staff will be active participants in the continuing dialogue on this important reform effort.
